Hirooka first appears in #01 new world order, investigating the death of Milu Yuzuki at the Bayside Towerland apartment complex. He was present for the initial investigation at Milu's apartment with Shinko Kuroyanagi until fellow detectives Mokutaro Shiroyabu and Sakaki arrived at the scene, along with Uehara, who was posing as a building manager. Kuroyanagi scolds the two for being late, but Hirooka assures her that Sakaki will be useful during the autopsy.
