Shinkai Tsuki is a character in The 25th Ward: The Silver Case. He is a member of the Regional Adjustment Bureau, and along with Yotaro Osato, is the main character of the Matchmaker storyline.

History

Backstory

As a young man, Shinkai Tsuki was a hot-headed street punk. He picked a fight with Ishiki, a member of the Okiai Syndicate. After being beaten by him, Tsuki was taken in by Ishiki and joined the syndicate. His backstory is seen through a flashback in "04 the lunar orbit, during Tsuki's fourth year with the syndicate. He meets Ishiki at the Okiai office, telling him that another criminal group, the Amihama Syndicate, has dissolved and left Ward 24. The two express their doubts about Shigino being brought on as an advisor by the boss. Shigino arrives, and he and Ishiki leave for a meeting. Tsuki falls asleep at the office, and is woken up by Ishiki's arguing from the other room. Ishiki enters and the two leave for Club Marine Blue. There they discuss how they met, and how their town is going to be absorbed into the soon-to-be-built 25th Ward.

The next day, Tsuki meets Ishiki and Shigino at the office. Shigino asks Tsuki to bring a package to the syndicate warehouse near the bay. At the warehouse, Tsuki is confronted by Junji Isoguchi and his goons, who reveal that Tsuki is there for a drug deal. The police arrive and arrest the group, finding drugs in the package. Tsuki's arrest eventually leads to the dissolution of the Okiai Syndicate. During his time in prison, Tsuki is scouted for the Republic security force by Daigo Natsume. He trains alongside Haruhiko Inomata, Kenichi Sakamoto, and Akira, but due to a training accident he is placed in rehabilitation, during which the members of Republic were murdered by Ayame Shimohira posing as Kamui Uehara. Again left with nowhere to go, Tsuki is taken in by Tetsuo Kiryu, and joins the Regional Adjustment Bureau.

The 25th Ward

By 2005, Tsuki was assigned to work alongside Yotaro Osato. Tsuki first appears in "01 underground theater at Seaside Park, where he scolds Osato for his eating habits. The two head to the Bayside Towerland apartments to make contact with Kamoguchi, the diver assigned to the building. The two enter posing as Heinous Crimes Unit detectives investigating the death of Milu Yuzuki and subsequent slaughter of the building's delivery men by the HCU. They go to Milu's room, and question what caused the delivery men to go crazy. They discover a phone number, and upon calling it hear the voice of Sakura Natsume speaking to them. She comments on the amount of people becoming involved in the incident, which acts as an omen for the return of Kamui. She ends the call by saying that Kamui will "Kill The Life". After being unable to trace the call, they head to Kamoguchi's room, where they'll wait to also meet with the surviving delivery men. Tsuki questions Kamuguchi about the incident, who tells him that the presence of a large amount of criminal power caused the delivery men to go out of his control. Tsuki tries to calm Kamoguchi down, and says that they'll escort him to the bureau office. Osato misinterprets this, and kills Kamoguchi with a gunshot to the head, "escorting" him to the afterlife. Tsuki snaps at Osato for his reckless behavior, and the two scramble to hide the body in a nearby dresser. The delivery men Iijima and Sakashita arrive, and are suspicious of Kamoguchi's absence. They reveal that they received a phone call from a man warning them about who they are about to meet. Tsuki calms them down and asks them to head to the bureau with them, when Kamoguchi's body falls out and is discovered. Tsuki and Osato quickly dispose of the two, with Tsuki slitting Ijima's throat with his knife. Tsuki continues scolding Osato for causing this situation. A dying Iijima warns Tsuki that he'll be dead soon, before Tsuki finishes him off. They contact the Cleaning Department to handle the bodies, when Iijima's phone starts ringing. The voice on the phone warns them that the 25th Ward is done, and that the hunters are about to become the hunted. Maejima arrives to clean the scene, and the two head back to the office. Tsuki apologizes to Kiryu, who tells him that the incident was able to be covered up. He warns Tsuki to take proper care of Osato, since he isn't just a random staff member. Kiryu orders Tsuki to continue the investigation into the incident, and work to "Save The Life" of the 25th Ward.

In "02 quiet cradle, Tsuki is briefed with the others about the stabbing of Judah Law by Tomiko Ozuya, who then died by injecting herself with the Bloody High drug. The group is also informed about the apparent suicide of the famous diver Yasushi Kamijo. Kiryu orders Tsuki and Osato to investigate the phone call from earlier, which were narrowed down to a 25th Ward resident named Tomoya Shonai. Tsuki speaks with Yabukawa in the smoking room, where they discuss Yabukawa's relationship with Kamijo, and Tsuki's duty of taking care of Osato. Tsuki and Osato head to Shonai's apartment, where Tsuki uses the Catherine Nano for the first time to enter the building. Upon reaching the room, they're surprised by Shonai, who claims that Kamui will return to upend the society of the 25th Ward. He tells them to retrieve a key using the terminal in his room, to find a hint connected to Kamui. Shonai then kills himself by injecting Bloody High. They locate the key, and then head to have it appraised by Okamoto. The key leads them to a multi-tenant building, where they stumble upon a church for the members of the Kamui Fan Club (Pending). Their leader, Yasushi Engawa, tells them that they are a group dedicated to Kamui's return, and that he has invited them there to sacrifice them to help summon Kamui. Tsuki and Osato are unfazed by his threats, and begin to slaughter the members of the club. They then call Maejima to take Engawa in for "cleaning". Back at the office, they learn from Ichigaya that Engawa was being fed information from someone calling themselves the "Translator". Near the end of his interrogation, Engawa repeated the words "Ocean" and "Planetarium", which directs them to investigate the newly built Seaside Planetarium. At the planetarium, Tsuki and Osato meet the Translator, Mitsuki Haijima. Haijima cryptically tells them that a present is waiting for them at the office, before disappearing in a flash of light. Back at the bureau, Tsuki finds Sasatani alone, having split up from Yabukawa to investigate different members of the HCU. By tracking Yabukawa's signal, they find him outside the front door, having bled to death.

In "03 about nighthawk, Tsuki is ordered by Kiryu to look into Yabukawa's death, and is told to let Osato move more freely to lure out the enemy. Osato shares his chatroom correspondence with Slash, which points them to Akihiko Alley. Once there, they meet the informant Akihiko Ishizuka, who directs them to the Thousand Hotel, where the Okiai Syndicate will be waiting for them. Tsuki and Sasatani enter the hotel, while Osato remains as back-up. Haijima speaks to them over the intercom, guiding them through the maze-like building to the 25th floor. Once there, Haijima introduces Tsuki to Shigino, who is now controlling the Okiai Syndicate. Tsuki threatens him, but is shot by Sasatani and chained up. Tsuki is reunited with Ishiki, who claims to be helping Shigino. Sasatani urges Ishiki to kill Tsuki, but he ignores him and leaves. Sasatani prepares to shoot Tsuki, and is killed by Osato. Now rescued, Tsuki recieves a call from Ichigaya, informing them about their next target for adjustment, Tokio Morishima.

In "04 the lunar orbit, Tsuki relays his past to Osato on their way to the bureau. Once there, he discusses Sasatani's betrayal with Kiryu, who urges him to confront the remnants of the Okiai Syndicate and kill his past. The next day, Tsuki and Osato head to the port, where they take over for Ichigaya to stakeout Tokio's boat. On the boat, they look through Tokio's things until he finally arrives. Tsuki offers Tokio a way out of being adjusted if he agrees to help them later. Back at the office, Tokio emails them with cracked passwords, letting them learn about an Okiai Syndicate meeting taking place the following night. The next day, Tsuki, Osato, and fellow bureau members Nango and Mitsumoto prepare to raid the meeting at Resturant Full Moon, which will be followed with back-up from the delivery men. After their signal is jammed, Tsuki infiltrates the building and makes his way to the meeting room to signal the delivery men. After regrouping with Nango and Mitsumoto, they storm the room to find it empty. With the signal jammed, the delivery men begin their adjustment of the restaurant patrons. Nango and Mitsumoto leave to try and stop them, while Tsuki branches off to look for Osato. He meets Ishiki, and holds him at knife-point. Ishiki reveals his reasons for working with Shigino, as the Okiai Syndicate was doomed to fail, and Shigino offered a deal with the police to keep the underground framework of the Syndicate alive. Ishiki expresses his regret for sacrificing Tsuki, and offers him the chance to kill him as repayment. As Tsuki struggles with what to do, Osato arrives and shoots Ishiki without hesitation. Tsuki realizes that Osato is Shigino's target, and that something has changed about Osato since they arrived. Osato says that he feels refreshed, and that he can see the world clearly now, revealing his two awakened silver eyes.

In "05 moon over 25, Tsuki is shocked at Osato's appearance, before he is drugged by Mitsumoto and sent to the lab. At the office, Tsuki apologizes to Kiryu for the failed mission. Kiryu gives him a leave of absence, and points him to an art museum in the ward. Tsuki finds Haijima's name on the ticket, and recognizes it as a sign from the chief. At the museum, Tsuki finds a secret passage in the director's office which leads him directly to Haijima, who congratulates him. Haijima reveals that he is behind the 25-Today tabloid, of which Tsuki is a reader, and has been leaking information through his articles. He confirms that Osato was the target of the trap set at the restaurant, which also served as a way to dispose of Ishiki. Tsuki accuses Haijima of being behind everything they had encountered so far, including the phone call from Sakura, which Haijima dodges. He says that he was simply acting with Shigino's desires to stoke tension in the 25th Ward, before ingesting poison and killing himself. At Seaside Park, Tsuki meets with Maejima, who tells him that Osato has been taken from the lab. Maejima suspects that Osato was allowed to be taken, and that the Postal Federation was involved. Maejima leaves to have his chip removed and to flee the 25th Ward. At the office, Tsuki meets up with Nango and Mitsumoto, who tell him that the chief and Ichigaya have gone missing. In the smoking room, Tsuki and Nango question the nature of their jobs and if they are really benefiting society. They receive another message from Tokio, which leads them to the under-construction Sunset Building. Tsuki heads to meet with Ishizuka again, who gives him documents containing information on the lab's research into criminal power, and that Osato's innate criminal power was awakened to test the spread of criminal power in the ward. Tsuki agrees to be the one to eliminate Osato if it's necessary. The group head to the Sunset Building, where they encounter Shigino and his men. Nango and Mitsumoto hold off the others while Tsuki goes ahead to the roof to corner Shigino. There he finds Shigino with Osato restrained and hooked up to a machine. Shigino reveals that he was contracted by the ward office to shake up the RA Bureau. Shigino claims to have no interest in the political implications, and is truly motivated by his own deep infatuation with Tsuki and a desire to see him in pain. Shigino activates the machine, which begins painfully extracting Osato's criminal power. Tsuki slits Shigino's throat, killing him, and stops the machine by calling out Osato's name using the Catherine Nano. He speaks with a projection of Osato, who apologizes for the trouble he caused. Osato tells Tsuki that he's in pain, and asks to be killed by him. Osato tells Tsuki to keep living, and says goodbye.

After Osato's death, Tsuki and the others hide his body in an unknown location, to prevent it from being used again. Later, Tsuki arrives at the office of Mayor Kenichiro Mikoshiba, who tells him that everything he experienced was an experiment controlled by him, to test the effects of a clash between the opposing powers of the city. He asks Tsuki to reveal where Osato's body is hidden, so that his data can be extracted for the new generation of Kamui. He offers Tsuki power and money in exchange, and tells him this is part of his work with the RA Bureau. Tsuki refuses, and tells him he is quitting the bureau. Afterwards, Tsuki leaves the 25th Ward.

Spends his days "adjusting" ward residents considered to be troublesome or bad influences. Has a complicated past with ties to many organizations in the 24 Wards and 25th Ward alike, and bears a deep-seated hatred toward violent crimes and criminals. Specializes in carrying out "adjustments" using his trusty knife.

Involved with a slew of organizations throughout the 24th and 25th Wards in the past, while he shows strong contempt for the Heinous Crimes Unit, he is no match for his boss, R.A. Bureau Chief Kiryu. Especially proficient with a knife when it comes to adjustment. Also has an acute interest in occult matters such as fortune-telling and UMA.

  • In *05 MISOGI, Tsuki and Shiroyabu are both referred to as "Kamuis each attached to one of the groups in the 25th Ward", implying that Tsuki may have been raised through the Shelter Kids Policy.
