01 new world order
#01 new world order is the second case of the Correctness story of The 25th Ward: The Silver Case and the third chapter of the game as a whole. It introduces the 25th Ward Heinous Crimes Unit and the beginning of the investigation into the death of Milu Yuzuki.
Description
This chapter acts as the first proper introduction to the Correctness storyline, establishing the 25th Ward Heinous Crimes Unit and its principal characters, Mokutaro Shiroyabu, Shinko Kuroyanagi, and Hatoba, as well as the details surrounding the death of Milu Yuzuki and the conspiracy involving the Postal Federation, which serve as the foundation for much of the game's story.
Summary
The chapter opens with a bucket being dropped from the upper floors of the Bayside Towerland complex. The night vision scope of a delivery man is shown switching on, and a shadowy figure appears to be dragging something along with the words "Life or Death".

At Seaside Park, Hatoba and Michiru Kosaka meet for the first time in five years. They mention that the last time they saw eachother was at Daikichi Sakaguchi's funeral, which Kosaka would rather forget. Hatoba asks where Kosaka is these days, with Kosaka saying he works as an official at the Ministry of International Trade and Industry, feeling he wasn't cut out for criminal investigation. Hatoba expresses doubts that Kosaka would work as a simple bureaucrat. He brings up a rumor that an administrative officer has been going out more recently, and is secretly assembling an investigation unit, but Kosaka denies it. Hatoba says that he feels death in the 25th Ward.

Two members of the 25th Ward Heinous Crimes Unit, Mokutaro Shiroyabu and his partner Sakaki ride the elevator to the 75th floor of Bayside Towerland, while examining a photo of the building's deceased administrator, Kosuke Kurumizawa. Little to no information was known about his past, and he was strangely found to have eaten a large amount of female hair. Shiroyabu says that one of his mentors once said that a crime where personal information goes missing isn't a normal crime, but that mentor is dead now.
On the 75th floor, Sakaki explains the layout of the building complex. It houses an estimate of around 300,000 people, but despite that it feels sterile and lifeless. Shiroyabu notes that most of the people living there want to get away from the government and typical city life, with the ward often targeting rural citizens with no group connections to invite as residents. Accompanied by Uehara, who is posing as a building manager, they make their way to Room 75028, where the body of Milu Yuzuki was discovered. Inside they meet with fellow HCU detective Shinko Kuroyanagi and the coroner Hiiragi. Kuro berates the two of them for being late. They note the prominent blood splatters on the ceiling, despite the lack of a major wound on the body. They notice a small hole, and when the lights are turned off, green beams of light are shown shining through. Kuro warns them to stay away, but Sakaki gets too close, and is impaled and killed by an unseen attack from above. Outside, Kosaka muses on the decay of the city, and that it'll soon go the way of Ward 24. He orders all units to "KILL THE LIFE", as power is cut to the building.
07:15pm
Kuro orders Shiroyabu to move ahead to the elevator with Uehara to lure the enemy out, and that she'll provide backup. Shiroyabu boards the elevator and heads to the 80th floor, but it stops partway. A Postal Federation delivery man forces open the door and fires his pin stick weapon at Shiro's head, which he narrowly avoids. He tells Shiro that his job is stressful, and not to get in his way. Shiro sees that the deaths in the building are organized and committed by the delivery men. He prepares to kill Shiro, but is shot in the head by Kuro. She reminds Shiroyabu that disposal is his job, and that he needs to man up. Outside, they find themselves cornered by a large group of delivery men. The two prepare themselves, and a fight between the groups ensues. Kosaka is seen receiving a report that 39 delivery men were killed, along with Sakaki. Kosaka looks up tot he top floor, and wonders who is there overseeing everything.

Uehara meets again with Sakura Natsume, who gives him a VIP card that allows him to access the top floor. At the top, Uehara meets Kinshiro Nakane. He comments on the nature of the city's high-rise buildings, and that they signal people's status to the world around them. He says that he has already reached the top of society, and established the 25th Ward as a Utopia for him to control. The citizens of the ward are carefully selected to be the ones most-easily controlled, to avoid the failings of the 24th Ward. Nakane plans to make 25th Ward the new second capital, to spread its society to the regions around it. Despite the ward's populace being specially chosen, some regressive elements exist that have to be purged, which is the purpose of the Heinous Crimes Unit. He chooses Uehara as his agent to make adjustments under the name "Kamui Uehara".

Hatoba and Kosaka meet up again, and discuss the large number of unconfirmed suicides int he area. Hatoba comments on the Postal Federation's involvement, and that someone sent by Kosaka collected the body of the delivery man. Hatoba asks why Kosaka didn't kill him earlier, with Kosaka saying he wasn't sure if Hatoba was his enemy yet. Kosaka decides to postpone Hatoba's adjustment until he becomes stronger. He says that the Ministry of International Trade and Industry is going to use the power of execution to change the laws of the country, and that the HC Unit will be destroyed. Hatoba says that the unit may not be able to be destroyed, and that the two of them will fight instead. The two part ways looking forward to their inevitable duel.
