Shigino is a character in The 25th Ward: The Silver Case. He is the de facto leader of the Okiai Syndicate, and the main antagonist of the Matchmaker storyline.

Appearance and Personality

Shigino is a man in his middle ages, with combed back hair and a distinctive mole in the middle of his forehead. He is a criminal mastermind, seeking to expand his power in the criminal underworld of the city. Shigino is a ruthless psychopath, killing and inflicting pain on others for his own benefit. He has a deep sexual and romantic attraction towards Shinkai Tsuki, and seeing Tsuki in pain brings him pleasure. His need to satisfy this urge is the main motivation behind most of Shigino's actions, as he seems to care very little about the political and societal implications of his role in the conspiracy in the 25th Ward.

History

Backstory

Shigino was a criminal operating among the syndicates in Ward 24, eventually serving as an advisor to Ryuji Okiai, the head of the Okiai Syndicate. His involvement in the syndicate is shown through a flashback in "04 the lunar orbit. With the chairman of the syndicate aging and the criminal groups slowly being pushed out of Ward 24, Shigino continued to gain influence, much to the protest of syndicate member Ishiki. Shigino became infatuated with lower-ranking member Shinkai Tsuki, wishing to see him in pain for his own sexual gratification. Shigino arrives for a meeting with Ishiki and the other members, where he proposes a plan to allow Tsuki to take the fall for the syndicate through a staged drug deal. Shigino had made a deal with the police, who would publicly break up the Okiai Syndicate while allowing the "framework" to remain in place, so it could be reformed later. The idea of betraying Tsuki enrages Ishiki, who storms out of the meeting. Shigino would later convince Ishiki to go along with the plan, since Tsuki's arrest would save the organization.

The next day, Shigino meets Tsuki and Ishiki at the office. He asks Tsuki to deliver a package to the syndicate warehouse near the bay. The package contains drugs that lead to Tsuki's arrest, causing the staged downfall of the syndicate as planned. The syndicate continued to operate underground in the newly-constructed 25th Ward with Shigino as its de facto leader. Shigino had the chairman placed in hospice care at Evildiver University Hospital, where he would eventually pass away, a fact that Shigino would keep concealed from the rest of the syndicate. Shigino also entered the services of the Postal Federation and Mayor Kenichiro Mikoshiba, who planned to conduct an experiment involving criminal power in the city.

The 25th Ward

Shigino continued to work on behalf of the Postal Federation, orchestrating many of the events of the story through his underling Mitsuki Haijima, and Sasatani, his spy in the Regional Adjustment Bureau. Shigino continued to monitor Tsuki, who had now become an RA Bureau member, in order to revel in his sadness, such as after the death of Tsuki's fellow agent Yabukawa. Shigino's primary objective was to capture RAB Member Yotaro Osato, who contained a strong element of criminal power due to his relation to Sundance Shot.

Shigino first appears in "03 about nighthawk, finally revealing himself to Tsuki at the Thousand Hotel. Tsuki is enraged at the sight of Shigino and tries to attack him, but is subdued by Sasatani. In "04 the lunar orbit, Shigino lays a trap for Tsuki at Jugoya, where the RA Bureau planned to raid a decoy meeting of the Okiai Syndicate. The failed raid leads to the death of Ishiki, and the awakening of Osato's silver eyes. In "05 moon over 25, Osato is subdued and brought to the laboratory for experiments using his criminal power, after which he was released to Shigino. Shigino would meet with the mayor at the Sunset Building construction site, where the extraction of Osato's criminal power would take place. Following the disappearance of RA Bureau chief Tetsuo Kiryu, the remaining Bureau members launch a raid on the construction site to save Osato. Tsuki arrives at the Sunset Building with Nango and Mitsumoto, where they are confronted and taunted by Shigino and his men. Tsuki pursues Shigino to the roof, where he reveals Osato hooked up to a machine to painfully extract his criminal power. He tells Tsuki about the identity of his employers, and his secret infatuation for him. Shigino activates the machine, causing Osato to begin go into shock. Shigino revels in the pain on Tsuki's face, leading to Tsuki slitting his throat. Shigino continues to express his joy at Tsuki's suffering, and his killed.

Following Shigino's death, Tsuki would meet with Mayor Mikoshiba at his office at City Hall, where he discussed Shigino's role in the plan. Mikoshiba mentions having found another person with the same element as Osato, most likely referring to the recently awakened Mokutaro Shiroyabu. The repeated attacks on Shiroyabu by the Okiai hitmen in #03 boys don't cry was also likely orchestrated by Shigino, as part of the plan to awaken and harness Shiroyabu's criminal power.
