History
Backstory
Ishiki was a high-ranking member of the Okiai Syndicate, and was close with its leader, Ryuji Okiai. One day Shinkai Tsuki, a young street punk, picked a fight with Ishiki. After Ishiki beat him, he took Tsuki under his wing and had him join the syndicate. As the boss aged and the syndicates began to be pushed out of Ward 24, Okiai took on Shigino as an advisor, who Ishiki distrusted. The events afterward are depicted in a flashback in "04 the lunar orbit. Tsuki arrives at the syndicate office to inform Ishiki that another criminal group, the Amihama Syndicate, has dissolved and left the city. The two discuss their doubts about Shigino and his true intentions with the boss. Shigino arrives, and Ishiki joins him for a meeting. There, Shigino proposes a plan that will involve Tsuki's arrest through a staged drug deal. As part of a deal with the police, the plan will allow the syndicate to be publicly dissolved while remaining active in the underworld. Enraged by the thought of betraying Tsuki, Ishiki storms out of the meeting and takes Tsuki to Club Marine. There they discuss how they met, and how their town is going to be absorbed into the soon-to-be-built 25th Ward.
Ishiki would later be convinced by Shigino to go along with the plan, since it would be the only way for the syndicate to survive. The next day, Tsuki meets Ishiki and Shigino at the office, where he is given a package with drugs to deliver. This results in Tsuki's arrest and the public break-up of the syndicate as planned. As the syndicate continued to operate underground, Shigino took over as the de facto leader. The boss was placed in hospice care at Evildiver University Hospital, where he would eventually pass away and be concealed from the rest of the organization. Some time before this point, Ishiki spoke with the boss, who told him that the syndicate's days were over. Ishiki continued to work under Shigino, who entered the services of the 25th Ward's Postal Federation and Mayor Kenichiro Mikoshiba, who planned to conduct an experiment involving the clash of factions in the Ward, and the extraction of Yotaro Osato's criminal power.
The 25th Ward
Ishiki first appears in "01 underground theater, at the entrance to the Bayside Towerland apartment complex. Following Tsuki and Osato receiving a mysterious call using the voice of Sakura Natsume, Ishiki is shown holding a cell phone, remarking to himself about Tsuki's presence and how "it's all cause and effect". Ishiki later appears in "03 about nighthawk, after Shigino reveals himself to Tsuki at the Thousand Hotel. After Tsuki is apprehended and chained up by Sasatani, Ishiki meets with him. Ishiki tells him that he's lending Shigino a hand, and tells him that he won't make excuses. As Ishiki leaves, Sasatani questions why he hasn't eliminated Tsuki, which Ishiki dismisses by saying Tsuki isn't the type to die. In "04 the lunar orbit, Ishiki waits for Tsuki at Jugoya, which he was led to as part of a trap laid by Shigino to awaken Osato's criminal power. In the restaurant, Tsuki finds Ishiki and holds him at knifepoint, revealing the trap. Ishiki apologizes to Tsuki, and explains the reasoning behind his betrayal. He tells Tsuki that he's prepared to die and for him to be the one to kill him. Osato arrives and executes Ishiki with a gunshot, having awakened his silver eyes.
