Yotaro Osato is the youngest member of the RA Bureau and the partner to his superior, Shinkai Tsuki. He has short, fluffy, black hair and wears a black suit with a teal colored tie, his eyes are silver and cat-like, his height is never stated but it’s implied he is at least shorter than Tsuki. Yotaro Osato (大里洋太郎, オオサト ヨウタロウ, Ōsato Yōtarō) is a character in The 25th Ward: The Silver Case. He is a member of the Regional Adjustment Bureau, and along with Shinkai Tsuki, is one of the main characters of the Matchmaker storyline.
