Mitsuki Haijima
Mitsuki Hajima is a character in The 25th Ward: The Silver Case. He is a major antagonist in the Matchmaker storyline.
Appearance and Personality
Haijima is a slim, dapper man in his upper middle ages. His almost completely grey hair is parted in the middle and swept to the sides. He wears a dark purple suit with a matching purple tie. Hajima is secretive yet smug and theatrical, frequently taunting Tsuki and Osato when meeting them. Ever scheming, he is shown to be an expert planner and manipulator working from the shadows.
History
Backstory
Mitsuki Haijima is a mysterious figure operating in the underground world of the 25th Ward. He is aligned with Shigino, the de facto leader of the Okiai Syndicate, and works to fulfill Shigino's desires. Haijima also works under the pseudonym "Hatsuo Mikijima", which he uses to publish conspiracy-laden articles in the 25-Today newspaper, of which Shinkai Tsuki is an avid reader. The articles deal with fantastical concepts such as alien invaders, but actually reveal hidden truths about happenings in the city. Haijima also established KamuiNet 25, an online community of cult-like groups dedicated to the return of Kamui Uehara. Haijima claimed to be working as Kamui's spokesman, and fed information to the groups to incite their actions. As an underling of Shigino, Haijima's main goal was to carry out an experiment in the Ward put on by the Postal Federation and Mayor Kenichiro Mikoshiba, to study the clash between the two major factions of the city, and to bring about a new generation of Kamui by harnessing Yotaro Osato's criminal power.
The 25th Ward
Haijima first properly appears in "02 quiet cradle, when Tsuki and Osato encounter him at the Seaside Planetarium. He withholds his name from them, and asks if they have enjoyed what has happened so far. He cryptically hints at a people from Tsuki's past being involved, before saying that he has sent a present to their workplace. He then disappeared in a flash of light. Back at the Bureau, Tsuki would discover the "present" was the body of Yabukawa. In "03 about nighthawk, Tsuki finds Haijima at the Thousand Hotel. He reveals his name to him, and reintroduces Tsuki to Shigino. Enraged, Tsuki attempts to kill Shigino, but is subdued by Sasatani. In "05 moon over 25, Tsuki is directed by Tetsuo Kiryu to a meeting with Haijima at an art museum. Tsuki finds Haijima is a secret room connected to the museum director's office. Haijima reveals his other identity as the journalist for 25-Today, and that it will cease publishing tomorrow. He tells Tsuki that the trap at Jugoya had a dual purpose of capturing Osato while also eliminating Ishiki, who was no longer useful. Tsuki questions Haijima's involvement, asking if he was the one behind the message Tsuki heard using Sakura Natsume's voice, but Haijima evades the question. He points out the duality of life in the 25th Ward, and that he is simply following Shigino's desires to bring the Ward to an end. Believing that his own role has finished, Haijima kills himself by drinking poisoned wine.
