As a young man, Shinkai Tsuki was a hot-headed street punk. He picked a fight with [[Ishiki]], a member of the [[Okiai Syndicate]]. After being beaten by him, Tsuki was taken in by Ishiki and joined the syndicate. His backstory is seen through a flashback in {{MM|4}}, during Tsuki's fourth year with the syndicate. He meets Ishiki at the Okiai office, telling him that another criminal group, the Amihama Syndicate, has dissolved and left [[Ward 24]]. The two expressed their doubts about [[Shigino]] being brought on as an advisor by the boss. Shigino arrives, and he and Ishiki leave for a meeting. Shinkai Tsuki is a character in The 25th Ward: The Silver Case. He is a member of the Regional Adjustment Bureau, and along with Yotaro Osato, is the main character of the Matchmaker storyline.
