*00 UTSUTSU is the first chapter of the Placebo story of The 25th Ward: The Silver Case and the second chapter of the game as a whole. It is a short chapter that recaps the important events of the story so far.

UTSUTSU serves as a recap of the major events of The Silver Case. It contains no gameplay and only functions to brief the player on important details going forward.

Summary

The chapter's narration recaps the relevant history of the setting of The 25th Ward, through an unseen character speaking to Tokio Morishima. It first describes the event known as the Silver Case and the arrest of the serial killer Kamui Uehara by the detective Tetsugoro Kusabi. Kamui would reemerge in 1999, leading to the Heinous Crimes Unit apprehending Kamui's lover Ayame Shimohira, who was killing in his place. Kamui escaped from his confinement at the hospital, and was then publicly executed to hide his identity. It then delves into the history of the Shelter Kids Policy, created by the major political factions of Ward 24 to train obedient citizens with Kamui as the "format". The recap alludes to Kiyoshi Morikawa's notebook, which contains writings pertaining to the truth about the Silver Case. Kamui Uehara was born on a certain island, which is also home to the mysterious immortality-granting silver eyes. The Shelter Kids Policy itself was simply a front for the creation of more of these eyes by raising suitable hosts. Neither the Kamui Maspro or its counterpart, the Ayame Maspro, were able to produce any silver eyes. The subjects were released into society, and waited as Kamui stock. The narration then goes through a list of the major characters of the story, stating whether they are dead or alive, however it states that this information is uncertain. It is said that the cross-fertilization of Kamuis and Ayames may lead to unforeseen results. Finally, the true version of the Silver Case is revealed, with Kamui possibly only being a simple citizen, who was murdered by Tokio's father Uminosuke Hachisuka, who then stole the silver eye for himself, and acting as the architect of the entire conspiracy to follow.

The narrator says that he will use hypnotic suggestion to remove these memories from Tokio's mind. A message will be sent to Tokio's phone reading "A crow is none whiter for washing".

Trivia

  • UTSUTSU was not featured in the original release of The 25th Ward, and was one of the chapters added in the 2018 remake.
  • The narration states that Ayame Shimohira is alive, and that Ryu Munakata is dead. This is not true, with Ayame shown to have died and become a lingering consciousness, and Munakata being shown to be alive in #03 boys don't cry.
