History
Shigeo Ishikawa was a founding member of the Heinous Crimes Unit. He was present for the formation of the group in November of 1990, alongside Shinji Kotobuki, Tetsugoro Kusabi, Kiyoshi Morikawa, and Sawa Kobayakawa. In February of 1991, he participated in the "Running Off" case, where he and Kusabi faced off against a group of violent bank robbers. During the "Royal Nine" Tsubaki Syndicate Conflict in November of 1992, the Unit's first female investigator Kobayakawa was killed by the syndicate member Kenta Arai, leading to all-out war between the syndicate and the Heinous Crimes Unit. Ishikawa was later killed by Arai, sending Kusabi and Morikawa into a revenge-fueled rage. The incident ended with Tsubaki himself taking responsibility.
