Tsuki questions Haijima's involvement, asking if he was the one behind the message Tsuki heard using [[Sakura Natsume]]'s voice, but Haijima evades the question. He points out the duality of life in the 25th Ward, and that he is simply following Shigino's desires to bring the Ward to an end. Believing that his own role has finished, Haijima kills himself by drinking poisoned wine.
