==Personality and Appearance==
Harvey is dressed in a flamboyant magician's outfit. He wields the [[Magic Double Saber]], two blue and red striped glowing wands. Harvey has a confident and performative personality on stage. He seems to take pride in fighting Travis, and despite placing him in a potentially lethal trap, simply uses it as a trick before the battle begins properly. He is also shown bowing alongisde Travis during the fight. After he is blinded, Harvey's confidence disappears and he begins to panic.

Harvey's past is mostly unknown. He was born in Russia, and became famous as a magician in America. He is also an assassin, and came to be ranked fourth in the [[United Assassins Association]].

===''No More Heroes''===
Harvey Moiseiwitsch Volodarrskii appears when [[Travis Touchdown]] and [[Sylvia Christel]] arrive at the Bow and Arrow Theatre to watch his Magic Freak Show of the Century. He starts by doing a series of tricks where he pretends to kill is assistants. He chooses Travis from the audience to come on stage with him, and places him in restraints beneath a giant saw blade that appears to cut him in half. However it is shown to just be a trick, and the two start their battle. Harvey fights Travis with an arsenal of magic tricks and illusions, including trapping him in a box that he must escape, changing Travis's perception of the arena, and attacking him with flying doves. Harvey is defeated after Travis throws his [[beam katana]] at his eyes, blinding him. He was placed into the trap by his assistants, and killed by being bisected by the giant saw blade.
