The CCO was one of the primary non-governmental organizations that served as the roots of Ward 24&amp;#039;s government, alongside the TRO and FSO. As the Kanto government weakened, these non-profit groups became more and more powerful, like political parties. The CCO is referred to as the &amp;quot;civic faction&amp;quot;, and worked on maintaining the city&amp;#039;s purity. TRO and CCO joined together as the TRO/CCO Alliance, feigning a balance of power which was rivaled the conservative FSO &amp;quot;frontier faction&amp;quot;. In reality, all three factions were secretly divisions of [[Elbow|one group]].&lt;br /&gt;
&lt;br /&gt;
The conflict between the TRO/CCO Alliance and the FSO culminated in the event known as [[the Silver Case]]. TRO/CCO Alliance Chairman [[Ginji Nakane]] was murdered outside the TTV Station by [[Format Kamui|Kamui Uehara]], who had been allegedly hired by the FSO. Kamui then entered the [[TV Tower]], where ten high-ranking Alliance members were having a secret meeting. The old men of the Alliance killed Kamui, then eachother, with the last man standing being [[Uminosuke Hachisuka]], who replaced his own eye with Kamui&amp;#039;s [[silver eye]], gaining a younger appearance and later taking the place of his son [[Kaoru Hachisuka]].&lt;br /&gt;
&lt;br /&gt;
In 1980, through the TRO/CCO Alliance, Uminosuke enacted the [[Shelter Kids Policy]], which raised 1,440 boys under the secret &amp;quot;Kamui Maspro&amp;quot; project, with the goal of molding their personalities to resemble Kamui, and to create more silver eyes. The project was mainly backed by the TRO.&lt;br /&gt;

As the mayor of Ward 24, Uminosuke launched the government&amp;#039;s anti-conflict reforms, leading to the restructuring of the factions. The city&amp;#039;s Department of the Environment and Department of Investment were structured around the former CCO. The former CCO also managed one part of the Department of Security, the Public Security Department&amp;#039;s Secret Security Division. This division formed the special forces unit [[Republic]] to compete with the former TRO&amp;#039;s [[Heinous Crimes Unit]].&lt;br /&gt;
