As the first chapter, prototype serves as a brief introduction to the setting and mechanics of ''The 25th Ward''. It notably introduces [[Uehara]], the game's silent "protagonist", who parallels ''[[The Silver Case]]'''s [[Akira]], and the death of [[Milu Yuzuki]], the main subject of {{CR|1}} and much of the rest of the game. Kosaka instructs Uehara - and the player - on how to move around and interact with the environment. He gives Uehara a fake ID to pose as a building administrator. Inside, Uehara presents his ID and is allowed to pass. He takes the elevator to the 75th Floor, where he meets up with [[Sakura Natsume]]. She is surprised to see he is sent by Michiru, and advises Uehara to wipe any "facts" he sees from now on from his mind. Sakura remarks that Uehara reminds her of [[Akira]]. They head to Room 75028, where they find the body of [[Milu Yuzuki]]. Sakura tells Uehara that his main priority is not to apprehend the criminal, but to kill crime itself. She says that Uehara can perceive crime and "everyday life", and that Kosaka sent him into the field to awaken him. Sakura says that she can't go back until one of them has killed the other. She says that Kosaka is making a dangerous gamble by trying to use criminal power to control the crime-controlled 25th Ward, and remarks that Kamui will "Kill The Life".
