Daigo is a resolute officer, dedicated to eliminating crime by any means necessary. He is also very devoted to his daughter Sakura Natsume, and worked tirelessly to try and learn the truth behind her kidnapping. He has intimate knowledge of the true nature of crime, and believes that it must be erradicated completely to avoid transmission. He is very cautious and always warns others to follow orders exactly.&lt;br /&gt;

In his youth, Daigo served as an officer in [[Precinct 24]], later becoming an agent for the Public Security Department of [[Ward 24]]. He was one of the few individuals to know the truth about the events of [[The Silver Case (event)|the Silver Case]], and was friends with the arresting officer [[Tetsugoro Kusabi]]. He eventually had a daughter, [[Sakura Natsume]]. His wife passed away only months after her birth. When Sakura was two years old, she was kidnapped and raised as Ayame stock for the secondary [[Shelter Kids Policy]]. Daigo volunteered to join the investigation, but was taken off the case due to his personal involvement. He began an independent investigation into the kidnappings, which he documented extensively. By the time Sakura was returned to him two years later, he had made little progress. After realizing the power of who he was dealing with, he ceased his investigation, inscribing the notes on a data disc and hiding it inside of a photo album.&lt;br /&gt;

In the 1990s, Daigo was chosen to lead the Public Security Department&#039;s new special forces group [[Republic]], meant to compete with the [[Heinous Crimes Unit]]. He was allowed to scout his own members for the group, and hand-picked [[Akira]], [[Kenichi Sakamoto]], [[Haruhiko Inomata]], and [[Shinkai Tsuki]].&lt;br /&gt;

Daigo first appears in {{CL|0}} on January 30th, 1999. Republic was tasked with its first mission: eliminating [[Ryo Kazan]], who had retreated to the [[Cauliflower]] building. Since Tsuki had been injured in training, the team was comprised of Akira, Sakamoto, and Inomata. Daigo ordered them to make minimal contact with the jurisdiction detective on the scene, then lead the target to the roof for disposal. Daigo was surprised to learn that Kusabi was the detective in question. The two caught up, with Kusabi mentioning that he thought Natsume would join him in the Heinous Crimes Unit. Daigo said he couldn&#039;t, since he isn&#039;t as strong as Kusabi. Kusabi decided to provide the group back-up on the mission. Daigo remotely guided the group through the building, urging them to follow orders to avoid any accidents. Once Akira reached the roof, Daigo reminded him to move cautiously. Once he encountered Kazan, Daigo told him to shoot, but Kusabi disposed of him first. Daigo then told Sakamoto to calm down when he criticized Kusabi.&lt;br /&gt;

On March 27th, Republic began to track [[Ayame Shimohira]], believing her to be the escaped [[Kamui Fujiwara|Kamui Uehara]]. The group arrived in the woods in E Ward for &amp;quot;Operation Secure Kamui&amp;quot;. Daigo told the group to bring Kamui in alive, despite Inomata&#039;s protest. Once the mission had began he urged them to stay in formation and not get too close to the target. Sakamoto&#039;s radar malfunctioned, and he got too close to Ayame, who then killed him. Despite Daigo&#039;s best efforts, Inomata ran ahead to avenge Sakamoto and was subsequently killed. After both bodies had been discovered, he instructed Akira to fall back. He told Akira that Kamui would come for him soon, and to remember the phrase &amp;quot;flower, sun, and rain&amp;quot;, and that the answer lies inside Kamui. Ayame then appeared behind Daigo and attacked him with a customized harpoon gun, placing him in a coma.&lt;br /&gt;
&lt;br /&gt;
Daigo was placed in the ICU at [[IMM Hospital]], and remained in a coma. He was believed to be dead by most, including his own daughter. At the beginning of {{CL|5}}, Kusabi was told the truth by [[Shinji Kotobuki]], who asked him to look after Sakura. It is unknown what happened to Daigo after this point or if Sakura ever learned that he was alive.&lt;br /&gt;

Sakaguchi is a middle-aged Japanese man, notable for his long curly hair that earned him his nickname &amp;quot;Afro&amp;quot;. He dislikes the name is swears to &amp;quot;deal with&amp;quot; anyone who uses it. He is an old-school investigator who is not fond of the [[Heinous Crimes Unit]], who he refers to as a &amp;quot;band of killers&amp;quot;. He also holds them responsible for their inability to protect the chairman. According to Kusabi, he is known for having a contemptible personality. After the investigation fails, he willingly takes the fall for it to spare Central, showing that he has concern for his subordinates.&lt;br /&gt;

Sakaguchi served as a crime investigation advisor for the [[Central Police Department]]. Two months before the events of {{CL|3}}, he asked the [[Heinous Crimes Unit]] to stakeout the Yukimura residence after a threatening note was received by [[Chairman Yukimura]]. On July 11th, 1999, Yukimura was kidnapped and his mansion was destroyed by an explosion. The next day, he delivered a briefing at HQ where he blames the HCU for failing to protect the Chairman. He calls for the entire department to be dedicated to solving the case.&lt;br /&gt;
&lt;br /&gt;
After the speech he speaks with [[Shinji Kotobuki]], criticizing the HCU&#039;s &amp;quot;band of killers&amp;quot;. He assures him that with himself as the head of the investigation, it&#039;ll be solved without issue. After the videos from the perpetrators are played, he expressed frustration at being unable to find meaning in them. After the ransom was revealed, he ordered [[Michiru Kosaka]] to divert funds from the [[Yukimura Zaibatsu]] to acquire it. After the Chairman was found, he returned to Central and asked Kosaka to send [[Tetsugoro Kusabi|Kusabi]] his regards, in an effort to scout him. After the destruction of [[Snow Tower]] by the Chairman, Central&#039;s reputation was ruined. Sakaguchi took full responsibility to save his subordinates&#039; jobs. Michiru Kosaka first appears in {{CL|3}}, as a subordinate of [[Daikichi Sakaguchi]] during the investigation into the kidnapping of [[Chairman Yukimura]]. He arrived after the meeting to show a video that had been sent by the kidnappers. He stated that the video confirmed that Yukimura was alive, but that nothing was revealed about their motive. At [[Snow Tower]], he introduced himself to [[Tetsugoro Kusabi]], [[Sumio Kodai]] and [[Akira]], and said there was no news. He pointed out the Yukimura Zaibatsu boardmembers nearby, and their growing resentment towards the Chairman. Kosaka later contacted Kusabi, begging him to assist in the investigation. Kosaka went on to provide support for Akira during the diamond exchange with the kidnappers. After the incident Kosaka met with Kusabi at [[Precinct 24]], thanking him and giving Sakaguchi&#039;s regards. He said that he began to understand the [[Heinous Crimes Unit]]&#039;s methods of disposal as a method of solving crimes, and pledged himself to finishing the investigation.&lt;br /&gt;

Early in 2000, Kosaka and [[Sakura Natsume]] spoke to Kusabi at Lounge Tamura to tell him about the death of [[Uminosuke Hachisuka]] and the return of Kamui. They left to the scene shortly after.&lt;br /&gt;

He displays incredible skill in the field and is known to be stubborn and short fused, snapping fiercely at [[Akira]] for the smallest of mistakes. Sumio also has a bit of a romantic side, seeing as he allegedly had shared a romance with a suspect and how openly he flirts with [[Ayame Shimohira]]. Sumio&#039;s interior however tells a different story. Sumio sees himself as nothing but an empty husk, void of anything aside from his desire for revenge against the [[Yukimura Zaibatsu]]. Although Sumio is potentially one of the [[Eleven Children]], he was the son of a poor factory worker, and spent his childhood in the rural industrial town of [[Mikumo 77]]. His childhood friends were [[Hanao Hiseki]], [[Fuyuki]] and [[Riru Yukimura]]. He seemingly lived a relatively normal life until The river near Mikumo 77 became gradually polluted by chemicals as a result of the activities of the [[Yukimura Zaibatsu]]. The people of Mikumo 77 protested against Yukimura&#039;s interference, but as the chemicals began to affect their mental states, they became more paranoid and erratic and their demonstrations grew increasingly violent. These riots became colloquially known as [[The Parade]]. During the Parade riots, Riru, abandoned by her parents as a &amp;quot;sacrifice&amp;quot;, is targeted by townspeople who believe she is a witch. She is taken from her home, raped, and killed by the crowd of rioters. For their efforts to rescue Riru, Sumio and his friends are attacked and disabled; Sumio&#039;s ears were stabbed out, rupturing his eardrums and leaving him deaf. In response to the injustice, Sumio and his friends form the [[Mikumo Boys]], vowing revenge on the Yukimura Zaibatsu whose actions had caused the riots. What happened to Sumio after the riots is unknown. As a young man, Sumio Kodai trained at the [[Central Police Department]], keeping his deafness a secret in order to conceal his true motivations and identity. He resorted to bribery to skip his physical and hearing tests, became an expert in lipreading, and made use of accessibility technology invented by Hiseki (i.e. phones that translated incoming messages into Braille). The two detectives learn that Kamui is in a comatose state and is physically and mentally incapable of committing any murders. After interviewing the doctor the two detective come across [[Akira]], one of two surviving members of the Republic Unit. Kusabi attempts to get information from Akira but Sumio quickly interrupts, telling Kusabi that Akira is mute from trauma. [[Chizuru Hachisuka]] calls the two detectives notifying them of another murder, they soon depart the hospital taking Akira with them. The body is identified as [[Yuka Kawai]]. The following day the detectives hold a meeting regarding the death. Later the two detectives manage to track Kamui to the [[Babylon Shopping Center]]. Sumio and Kusabi however and unable to get there in time and guide Akira by phone. Akira does not manage to apprehend Kamui but locates a panicked [[Tokio Morishima]] and the body of [[Kei Nanami]]. After their failure to apprehend Kamui, Kusabi ends up blaming himself. [[Shinji Kotobuki]] sends Kusabi away on a retreat with his wife [[Akemi Kusabi]] while Sumio and Akira are sent to the art studio [[Gladiolus]]; Kamui&#039;s former place of employment. &lt;br /&gt;

The two detectives discuss Kamui&#039;s condition and whether or not to investigate the shelters but their conversation is cut short by a gunshot. Sumio and Morikawa find Hachisuka injured and she reveals that Ayame has escaped. Sumio and Akira track Ayame to the [[Shelter Exhibition Hall]]. While searching for her the Sumio and Akira encounter [[Kamui&#039;s Children]] before finally locating Ayame herself. Sumio laments his inability to protect the ones he loves and the two detectives confront Ayame. Ayame asks for Sumio to kill her as it is what she truly desires. Sumio tells her that he can&#039;t kill her even when she threatens to kill the children. The two begin to flirt once again while pointing guns at each other. Ayame declares that she is grateful for meeting Sumio before turning the gun on herself. Kamui&#039;s children however convince her not to shoot herself and she is taken into custody. Following the kidnapping of [[Chairman Yukimura]] Sumio accompanies Kusabi and Akira to the [[Snow Tower]]. while there the detectives consider the Yukimura Zaibatsu board of directors to be suspects and discuss the case with Central Detective [[Michiru Kosaka]]. Later that night they discover the hanging corpse of [[Hanao Hiseki]] the alleged bomber of the Yukimura Estate. The detectives lament the suicide of their only lead but soon Central receives a video confirming that Yukimura is still alive. Sumio, Akira and Kusabi analyze the footage at a forensic lab and discover a coded demand for a diamond worth 600 billion yen to be delivered the following day. &lt;br /&gt;
The diamond is paid for by the Yukimura Zaibatsu effectively ruining the company financially. Akira is chosen to make the exchange at the [[Garbage Incineration Plant]]. However during the exchange the perpetrator [[Fuyuki]] commits suicide destroying the diamond in the process. During their first interview Sumio shows himself to be cold, emotionless and unhelpful. Initially Sakura attempts to ask him about his crimes, but he rebukes her by arguing that analyzing the past is pointless in the context of investigating heinous crimes. He ascertains that searching for meaning in all things is an incorrect method of investigation, much to Sakura&#039;s annoyance. Once Sakura mentions [[Tetsugoro Kusabi]] however, his demeanor changes completely to something resembling his older &#039;self&#039;. Sakura soon asks Sumio why a seasoned and respected detective would commit a crime like he did. Sakura tells Sumio that she believes crime is something that needs to be eradicated, however Sumio argues that an inability to connect with your own inner darkness makes it impossible to understand the nature of crime and how crimes are committed.&lt;br /&gt;

The details of how Sumio was released (or escaped) from prison are unknown. The two exchange pleasantries and threats before Kuroyanagi asks what Sumio knows about [[Kosuke Kurumizawa]]. Their conversation however is cut short. Sumio returns in the subsequent {{CR|4}} as the lead protagonist. Sumio is shown speaking with a strange young girl named [[Alice]] at a bus stop in the [[Ward 24]]. She declares that they have reached the &amp;quot;end of despair&amp;quot; and that she willing to talk to Sumio about his problems. Koichi is an average Japanese boy. He experiences bullying at school, which his friend Koichi tries to protect him from. He has a weaker personality than Koichi and often needs someone to stand up for him. Koichi says that he &amp;quot;laughs like a frog&amp;quot;. As a ghost, Hikaru is concerned with helping Koichi, and feels apologetic for making him feel guilty. On one occasion, he appears as a frightening mangled  spirit, angrily declaring he won&#039;t let anyone bully Koichi.&lt;br /&gt;

==History==&lt;br /&gt;
Hikaru was born with a weak heart. His mother divorced at an early age, and she eventually got a boyfriend, who Hikaru didn&#039;t like. In Summer of 1998, they moved to room 403 of the [[Typhoon]] apartment complex. He befriended [[Koichi Sugita]], and the two often played in an around the building. Koichi would protect him from the bullying they both received at school. Eventually the two of them built a &amp;quot;secret base&amp;quot; under a trash can in the complex&#039;s inner garden.&lt;br /&gt;
&lt;br /&gt;
One of their neighbors, [[Kenichi Hiruma]], was driven into a jealous rage from watching the two play, due to his own autonomic nerve issues. On June 22th, 1999, he chased after the two boys, possibly planning to kill them. When Hikaru was cornered, he had a heart attack. A neighbor immediately called an ambulance, and Hikaru died while undergoing emergency treatment. Out of guilt for being unable to protect his friend, Koichi believed the only way for Hikaru to forgive him would be to allow himself to be killed. In reality, Hikaru&#039;s ghost continued watching over Koichi and had always forgiven him. On June 29th, Koichi placed a sticker on the door lock to Hiruma&#039;s apartment to prevent him from opening it, and after confronting him, Hiruma fell from the balcony and died.&lt;br /&gt;

On June 30th, detectives from the [[Heinous Crimes Unit]] arrived to investigate the apparent suicide. [[Akira]] began speaking with Koichi, who had begun believing a delusion that Hikaru was still alive, and just hidden somewhere by their fellow classmates. On July 3rd, Hikaru&#039;s ghost appeared to Akira after he visited Typhoon and told him to &amp;quot;HELP KOICHI&amp;quot;. Later on July 5th, Hikaru appeared to Akira again as a manged apparition, saying he &amp;quot;WON&#039;T LET ANYONE BULLY KOICHI&amp;quot;. After Koichi called out to Akira from the fourth floor, Hikaru&#039;s spirit returned to normal and began apologizing to him.&lt;br /&gt;

On July 6th, Koichi&#039;s delusion ended and he told Akira the full truth of Hikaru&#039;s death. Around the same time he had been meeting with [[Erika Yukawa]], and gave her a letter confessing to killing Hiruma. The letter was then given to [[Tokio Morishima]]. It is unknown what happened after this point. According to [[Kiyoshi Morikawa]], the is no conclusive evidence linking Koichi to Hiruma&#039;s death, meaning he likely went unpunished after the incident.&lt;br /&gt;

He is a freelance investigative journalist initially tasked with investigating the infamous [[Kamui Uehara]] but soon finds himself immersed in the numerous conspiracies of [[Ward 24]], [[Lospass Island]] and eventually [[Ward 25]].&lt;br /&gt;

Tokio is a rather odd man prone to bouts of complaining and laziness, but despite this, he is considered a quality journalist. He has an intense fixation with his pet turtle, [[Red]], and is rather socially awkward, especially around women. His appearance in [[Transmitter]] shows him with spiky blonde hair, soft features wearing a leather jacket and cargo pants. This is inconsistent with his appearance in [[Placebo]], which shows him with dark hair and sharper features, most likely as a byproduct of his skewed perspectives in Placebo&#039;s artwork - however, his appearance in &#039;&#039;[[Flower, Sun, and Rain]]&#039;&#039; seems to be consistent with his Transmitter design. In &#039;&#039;[[The 25th Ward: The Silver Case|The 25th Ward]]&#039;&#039;, both his personality and appearance have changed considerably; he has grown a short stubble, wears a black muscle shirt and seems to have bulked up considerably, along with more sharper facial features. In addition, his personality is far more detached and sullen.&lt;br /&gt;

Tokio seems to think of himself as cool at first, but is often berated by other characters and has an unprofessional conduct with his client. At this time he also often acts out of self-interest, getting in touch with people for his own gain. However, he appears to have recovered somewhat by the time of {{RL25|6}}, in which he acts as a mentor figure to [[Yuki Shimohira]].&lt;br /&gt;

Here, he grew up and began working as a police journalist for a magazine before later quitting and going freelance. He is assisted by his ex-girlfriend [[Erika Yukawa]] as well as other contacts on the internet. He soon encounters [[Akira]] at the [[Babylon Shopping Center]] in the middle of a traumatic experience, and associates him with that experience from then on. During the course of investigations, Tokio is threatened and spied on by [[Kaiji Enzawa|the Bat]]. After just barely escaping the Bat with his life, Tokio flees his home, leaving Red in Erika&#039;s care. His actions during this time are unclear, but he runs into the HC Unit during their mission to execute Kamui. He also comes into possession of [[Kiyoshi Morikawa]]&#039;s notebook, and learns about the shelters. Tokio returns to his home near the end of 1999, now contending with numerous &amp;quot;[[Remnant Psyche|lingering consciousnesses]]&amp;quot; in his head, which become magnified as a result of acquiring [[Uminosuke Hachisuka]]&#039;s [[silver eye]]. He explains what he discovered about the hyenas and the silver eye production, and also claims to be accidentally responsible for the problems with time. Tokio seems to be taking care of one of the hyenas at this time, which ends up being used by [[Elbow]] for mysterious purposes later on.&lt;br /&gt;

He is a user of Kamui Net that becomes a hacker to surpass Kamui Uehara. He is a major character in the events of {{CL|4}}.&lt;br /&gt;

==Appearance and Personality==&lt;br /&gt;
Furuya appears to be a timid and anti-social young man, with little social life outside of the internet. In reality Furuya has a god complex, and secretly wishes to change the world through the power of the Internet. While he idolizes Kamui, this created a resentment towards him and Furuya wished to surpass him in scale. After the launch of [[Method Tank]], Furuya changed his demeanor and appearance significantly, speaking in cryptic terms and fully embracing his status as a revolutionary.&lt;br /&gt;
&lt;br /&gt;
==History==&lt;br /&gt;
Furuya was a user of [[Kamui Net]] under the username &#039;&#039;oldman&#039;&#039;. He lived alone with his mother, who was often away at work. He frequented the online chatrooms where he discussed his resentment for his mother and the power of the internet. He eventually discovered Kamui Net and the history of [[Kamui Uehara]], who he came to idolize. On August 23rd, 1999, he antagonized the users in the Kamui Net chatroom, who threatened to find his address and kill him. His online friend [[Nakama|Neutral]] warned him to be careful. On August 26th, Furuya used his hacking skills to destroy Kamui Net, leaving the message &amp;quot;Get out&amp;quot; for anyone who accessed it. Neutral criticized him over email, saying he just wants to become a dictator. Neutral warned that he had angered the users of Kamui Net and that they would come after him. Over the next two days, he became paranoid and remained holed up in his apartment. On August 28th, he answered his door expecting to be attacked, but instead found that Neutral had visited him. Neutral was really a girl named Nakama, and the two had been watching eachother, believing they were connected by fate. The two embraced and had sex. Nakama told him that she believed he was special, and that he would &amp;quot;become the moon&amp;quot; and surpass Kamui. After this the two radically altered their appearances, and became revolutionaries under their aliases &amp;quot;Oldman&amp;quot; and &amp;quot;Neutral&amp;quot;. They launched a website called [[Method Tank]], and planned to release a next-generation OS to connect the entire world over the Internet. They made an announcement to the media, saying they would change the world on &amp;quot;9/9/1999&amp;quot;. On September 9th, the countdown on the website ended, and Ward 24 experienced a blackout.&lt;br /&gt;
&lt;br /&gt;
After the fact, [[Ryu Munakata]] said that he dished out punishment to Furuya and Nakama, implying that the government cracked down on Method Tank and they were arrested. The impact of Method Tank didn&#039;t last for long, since according to Tokio Morishima, it had become a thing of the past by New Year&#039;s Eve of 1999. As if to punish the Method Tank rebellion, Kamui became active again and escaped captivity.&lt;br /&gt;
