In order to prevent the destruction of Lospass Island, Sundance began thwarting a terrorist attack committed by [[Edo Macalister]] by moving his bomb from the airport onto an airplane, where it would detonate in the air. Because of this, Edo enlists the help of Sumio Mondo to counter Sundance and ensure the island's destruction. Sundance is first shown in [[Request 00: Welcome to the "Flower,Sun,and Rain"]], entering the bathroom stall at Lospass Airport. He later appeared in [[Request 01: Gymnopédie#1]], on the fourth floor of the [[Flower, Sun, and Rain (hotel)|Flower, Sun, and Rain]], where he was seen by Toriko Kusabi.

He is a detective, a founding member of the [[Heinous Crimes Unit]], and the father of [[Toriko Kusabi]]. He made a name for himself in 1979 as "The Man who Arrested [[Kamui Uehara|Kamui]]".

Tetsugoro Kusabi generally talks rudely and coarsely, not giving much regard to what anybody else thinks about him; yet at the same time, he does this with a laid-back attitude that suggests that he isn't very serious about it. Despite his arrogance about his methods, he is a very accomplished detective. He has a soft side for his daughter Toriko, who he cares about deeply. He's also shown to be rather bad at handling money, as midway through the game he loses a bet over horse racing and begins asking other members of the Unit to lend him 50,000 yen that he needs, which becomes somewhat of a running joke to the point that he's still asking for the money two years later in ''Flower, Sun, and Rain''.

Kusabi is close friends with [[Sumio Kodai]], to the point that Tokio Morishima believes Kusabi to be gay, despite being married to a woman. While the status of their relationship is unclear, Kusabi does go to great lengths to find Sumio in ''Flower, Sun, and Rain'' and speaks with him privately at several points in ''The Silver Case''. Kusabi also takes a liking to [[Akira]], giving him "Big Dick" as an affectionate nickname.

Despite his rude, grizzled demeanor, Kusabi might be one of the most honest and good-hearted characters in the series. For example, when [[Michiru Kosaka]] confides in Kusabi that he is conflicted over whether their actions are the right thing to do, Kusabi responds with both understanding, but also advice to try to keep investigation simple and not get caught up in anxiety. In the climax of ''The Silver Case'', he guides Akira towards dealing with his past through philosophical instruction on dealing with inner darkness and seizing inner light.

In 1979, Kusabi, then a Regional Investigation Unit Special Agent, was involved in the event known as [[The Silver Case (event)|The Silver Case]], in which [[Ginji Nakane]], chairman of the [[TRO]]/[[CCO]] Alliance, was assassinated by [[Format Kamui]] in front of the TTV Station. Publicly, Kusabi arrested Kamui; however, as Kamui was actually killed, it is believed that Kusabi killed Kamui. Yet, Kusabi's personal version of the events maintain that Kusabi merely stood and watched as Kamui was killed by members of the Alliance, and had his [[silver eye]] stolen by [[Uminosuke Hachisuka]]. Regardless of the truth, Kusabi was promoted to the Security Department where he remained until 1990, when he became one of the founding members of the Heinous Crimes Unit.

In February of 1991, Kusabi and [[Shigeo Ishikawa]] headed the "Running Off" case, and faced off against violent bank robbers. In November of 1992, [[Sawa Kobayakawa]] and Ishikawa were killed by the [[Tsubaki Syndicate]]. Kusabi and [[Kiyoshi Morikawa]] took revenge against the syndicate, and made Tsubaki himself take responsibility. In December of 1994, he met [[Sumio Kodai]], a new recruit to the Unit. They became very close partners and makeup the sub-Unit 2. In December of 1996, Kusabi and Morikawa headed the "Still Town" case, during which they closed off and cleaned areas that had devolved into slums. The two completely wiped out a group of young criminals. In July of 1998, Kusabi and Sumio investigated the death of a truck driver in the "Gas Kids" Exhaust Fume Serial Murder Case.

In {{CL|0}}, in 1999, while driving through Area E3 late at night, Kusabi is fired upon by a crazed [[Ryo Kazan]] with a pistol. Kusabi calls for reinforcements and is reacquainted with his old associate [[Daigo Natsume]]. The two briefly speak of their families as the [[Republic]] force begin their operation. Kusabi and the Republic security force track Kazan down to the nearby [[Cauliflower]] building. The operation culminates in a standoff on the roof of the Cauliflower building. Republic member [[Akira]] hesitates in shooting Ryo but Kusabi arrives, shoots him dead and proceeds to fire four additional shots into him. Immediately after, [[Rumi Toba]] picks up Ryo's discarded pistol and begins rambling incoherently about [[Kamui Uehara|Kamui]], before being shot to death herself. Kusabi met with Akira for the first time in this incident, who Kusabi called a "chinchilla". As he left the Cauliflower building he began to ruminate on what Rumi had said, letting his mind drift back to [[The Silver Case (event)|the Silver Case]].

[[Case 1 Decoyman|Two months on]] from the Cauliflower incident, Kusabi secretly meets his associate, [[Ryu Munakata]], at the [[Harakiri Batting Center]]. Munakata warns him that Kamui is going to "make a move". This ends up being metaphorically true, as although Kamui himself remained an empty shell, [[Ayame Shimohira]]'s actions reignited the idea of Kamui in the public eye of [[Ward 24]]. Kusabi helps investigate for part of this case, but is later given a paid vacation along with his wife by [[Shinji Kotobuki]], so he is absent for the conclusion.

Kusabi spends [[Case 2 Spectrum|a while]] with Sumio doing a stakeout on [[Chairman Yukimura]]'s house, which pays off when it explodes in {{CL|3}}. Kusabi investigates into the motives with Akira and discovers that Sumio headed the operation; Kusabi arrests him, but continues to [[Case 4 Kamuidrome|regularly]] talk to him, seemingly informing him about the [[Shelter Kids Policy]] and the concepts of light and darkness.

During {{CL|5}}, Kusabi seems to act based off of lots of unknown information that he either has obtained or has had the whole time. Speaking with Shinji Kotobuki on the roof of the precinct, they come to some agreement about how to proceed, after which Kusabi shoots and kills him. Later on, Akira and [[Sakura Natsume]] encounter him in the [[IEDU Building]], where he tells them that he plans on "disappearing for a while". After this, [[Morichika Nakategawa]] says that should anyone locate Kusabi, they can kill him on site, suggesting that Kusabi is on the run from the law. Kusabi heads into the Ward 24's underground, where he shoots and kills [[Kiyoshi Morikawa]]. He meets up with Akira in the [[Shelter]] and explains lots of information about the Silver Case, Kamui and Ward 24. They journey together from the underground to the [[TV Tower]] and kill [[Nezu]].

Kusabi, as Bockwinkel, acts as an agent sent by "The Commission" to meet with searcher [[Sumio Mondo]] - actually Sumio Kodai - and direct him to the [[Flower, Sun, and Rain (hotel)|Flower, Sun, and Rain]] hotel, where his services have been hired. After agreeing on "Peter"'s cut of Mondo's pay, they part ways.

In the final chapter of the game, Mondo boards an airplane to leave Lospass, where he re-encounters Bockwinkel, the only other passenger on board. During the flight, Bockwinkel heckles Mondo into remembering his true identity as Sumio Kodai; after this realization, Bockwinkel is seen to be Kusabi. Due to Sumio Mondo being an unreliable narrator, it is unclear if Kusabi was actually disguised as Peter (as certain dialogue suggests - "This costume is so hot, I can hardly take it!"), or if Sumio was merely seeing Kusabi as Peter.

Following the events of ''Flower, Sun, and Rain'', Kusabi continued to work with the Heinous Crimes Unit. He and Sumio investigated the "Hyena Shot" case, in which the imaginary hitman Genichiro Hara actually exists. The two eventually uncovered Hara's true identity. He later participated in the "Animal Hunting", "Door Lock", "Cut Doctor", and "Call" cases.

During [[06 white out|#06 white out]], in 2003, Kusabi is officially missing, and the authorities are unable to get ahold of him. However, he is actually doing independent investigations in his original position as a Regional Investigation Unit agent. He saves Akira from [[Mokutaro Shiroyabu]] underground when he shoots the latter in the ear, as Kusabi is looking into the same case that they are: that of the [[Joker]]. He gives the two a hint on how to proceed with the investigation and disappears.

Tetsu later appears at the [[Hachisuka Dome]] after the Joker's attempted suicide. He speaks in a way that makes it unclear whether he is talking to the police officer Shiroyabu or to the Joker, claiming that "Michiru killed [Shiro]" despite Michiru Kosaka not being present. Kusabi reveals Shiro's real name and the truth of his birth to him (that being that he is the son of Kamui). After this, Kusabi leaves Shiro to [[Hatoba]] to deal with.

Kusabi is not present at all for the main game of ''The 25th Ward''. Sumio says that he is currently in the States, but no further information is given on what he is doing there.

SHEEPB1T: This statement is not backed up anywhere, to my knowledge. This is only based off the eye glittering when Sumio is about to jack in to it for the first time, likely just as a visual indicator. It also doesn't match the other silver eyes (aka Tokio's) that we see in-game.

They were first introduced in ''[[The Silver Case]]'' and have been mentioned or alluded to in most subsequent works.

Silver eyes begin as the (non-silver) eyeballs of a special breed of [[hyena]] from [[Lospass Island]]. When placed in the eye socket of a human being, they have the potential to silverize, which grants the human supernatural powers, most prominently immortality and youth. The full extent of the powers and mechanisms of the silver eye is unclear; it is stated in ''[[Flower, Sun, and Rain]]'' that two silver eyes in the same place invokes the "will of God" which warps time, for example.

Silver eyes were originally utilized in ancient [[Sundance Tribe]] rituals. During the event known as [[The Silver Case (event)|the Silver Case]], Japanese politician [[Uminosuke Hachisuka]] acquired a silver eye from a Sundance man, the [[Format Kamui]]. The [[Shelter Kids Policy]] was put into place partially as an attempt to manufacture more; however, it never succeeded, and all hyena eyes in the program failed to silverize.

* [[Format Kamui]] had a silver eye inserted into him at the age of two. This eye was later stolen by [[Uminosuke Hachisuka]], and even later stolen from him by [[Tokio Morishima]]. This eye was seemingly taken from him before the events of ''[[The 25th Ward: The Silver Case]]''.
* The bomb-fitted clone of [[Step Sding]] seen in ''Flower, Sun, and Rain'' had one before he exploded.

* [[Yotaro Osato]] appears to have two silver eyes.
* [[Sundance Shot]] has been strongly suggested to have had a silver eye at some point, though now he wears an eyepatch.

It's entirely possible that some of these silver eyes are one and the same, having moved hands at some point, especially seeing as Sundance may have had one that is no longer there, and the various instances of plugging into eyes that Catherine performs.

In art on the cover and at the beginning of [[Pre-Lunatics]], [[Ryo Kazan]] and [[Kamui Fujiwara]] are both drawn with silver eyes, but they do not have them in canon, with Ryo's eyes being drawn normally in the comic itself.

==Allusions to silver eyes==
There are also instances in which the concept of silver eyes is alluded to but is tantalizingly not mentioned.

* [[Kevin Smith]]'s eyes have a reverse coloration that makes them resemble silver eyes. ''[[Hand in killer7]]'' states, "In the dark, his eyes are supposed to shine. However, this has not been confirmed." There are many other suspicious points about Kevin that seem to compare him to Kamui or Shelter Kids (liking dark places, not speaking) but the truth has not yet been confirmed.
* [[Uehara]]'s eyes are complimented at one point by [[Aoyama]]. In ''[[Travis Strikes Again: No More Heroes]]'', more characters make comments about Uehara's eyes, culminating in his left eye glowing with power, but whether he has a silver eye itself is not known. (Speculation: if he is a Shelter Kid, it is possible that he had a dormant hyena eye left in him that didn't silverize until later.)
* [[Travis Touchdown]] is conspicuously drawn with a scar over his left eye starting with ''Travis Strikes Again'', but how he got it has not been addressed. In a trailer for ''[[No More Heroes III]]'', the camera zooms into Travis' ''right'' eye instead, within which is silver and red particles. In the series overview trailer, his left eye briefly flashes silver when he says "Is today the 4th of July?" similar to Kusabi's while disguised as Peter Bockwinkle.

Osato says it’s just a habit from when he was a kid, but Tsuki says that he needs to fix it since their job is to create the general flow of things. Tsuki also brings up the way Osato was eating a Mont Blanc, but Osato points out the building they need to go to before he’s able to finish this thought.

The two arrive at the Bayside Towerland complex. Outside, Osato gives Tsuki a fake HCU ID card and says he made an appointment using the name "[[Shiroyabu]]", a member of the [[25th Ward Heinous Crimes Unit]]. When he explains that they’re going to go in and speak to the diver and surviving delivery men, Tsuki corrects him and says that they’re going to check out the room of the girl who was murdered first (which he told him yesterday) and that he's going to take the whole night to talk about the 'Mont Blanc thing'.

They enter the building and give the door boy the fake ID, telling him that they’re part of the HCU and they still have to finish cleaning up the scene, and that they made a request about three days ago. After clearing the name with them, the door boy tells them the building administrator is bedridden so they’ll have to go to the room themselves. They head to the elevator, discussing what kind of places they live in on the way (Tsuki lives in a one-room apartment, Osato lives in a newly built two-room-plus-kitchen apartment and doesn't have to pay rent since the landlord is a relative) and then go up to the 75th floor of Area 7.

Tsuki and Osato arrive at the room of [[Milu Yuzuki]]. They discuss what happened to her; she was mistakenly adjusted by a delivery man despite being marked "Not Applicable" for adjustment, and then a few days later a woman named [[Sakaki]] from the HCU was killed in this room by another delivery man during an investigation, initiating a standoff between these two sides. The HCU has sealed up all information regarding this case, but the gossip magazine 25-Today has gotten close to it with an article about reports of a possible UFO landing at the Bayside Towerland. To Osato's surprise, Tsuki admits that he's actually a regular reader and has an interest in the supernatural. Even though the scene has already been cleaned up, Tsuki wants to look over it because he thinks the HCU investigations are garbage. They don’t find much while searching; Tsuki finds books indicating that she was into fortune telling and zodiac, and Osato finds a rare CD from one of his favorite bands, Death Valley Bomb. While looking through a zodiac book, Tsuki notices a memo with a phone number written on it and concludes it must’ve been placed there after the HCU did their sweep. He goes to call the number and orders Osato to trace it.

A woman’s voice is heard on the other end, who asks if they're 'next up on stage'. She talks metaphorically about a performance that's about to begin, saying that it's all being led by the star of the show, Kamui, and that “KAMUI WILL KILL THE LIFE” before hanging up. Osato says that the trace was unsuccessful, leading to points all over the ward. The two realize it’s almost time to meet with the diver and they decide that they’ll have to report on the call later. Tsuki thinks to himself that the caller sounded like [[Sakura Natsume]], but there’s no way it would be her.

A short cutaway shows [[Ishiki]] hunched over on the phone, who says that "it's all cause and effect".

They arrive at the diver [[Kamoguchi]]’s room, who peeks through the door and appears to be on high alert. He lets the duo in and asks them where [[Iijima]] and [[Sakashita]] are. Tsuki tells him that those two will arrive later, but they wanted to talk with him one on one first. They discuss the incident with the delivery men and the HCU, but Kamoguchi says they’ve wasted their time and that he already reported that he has no idea why the delivery men went off the rails. They say that in that case he’s failed at his job since it's the divers' job to watch over them, and he's a top suspect since their system shouldn't have failed. Kamoguchi then explains that this place has been permeated by a weird sense of pressure recently that he can’t explain, but he can feel that there's a powerful presence nearby. The delivery men went off the rails shortly after this presence was felt, and even Kamoguchi himself felt physically immobilized by it. Since he's still visibly agitated by this, Tsuki tells him to calm down and suggests they go back to the bureau to talk things out, asking Osato to ‘escort’ him. In response, Osato shoots Kamoguchi. Tsuki freaks out, asking why Osato did that, who replies that he thought Tsuki meant 'escort him to the next life'. Tsuki berates him, saying that they were supposed to bring Kamoguchi in for cerebral inspection, and he worries that the delivery men who they're supposed to meet will get frightened and take desperate measures if they find out about him being dead. Osato decides to try and hide the corpse in a dresser and does so as there's a knock at the door, making him rush the task.

This turns out to be Iijima and Sakashita. Tsuki lets them in, but they immediately question where Kamoguchi is; he tells them that they sent him off to the bureau already to fill out some paperwork and ask them to come back with them. The two delivery men are suspicious, believing that they killed Kamoguchi. Before arriving, they received a strange phone call from a man saying that they need to be careful or they’ll be taken out, and this paired with Kamoguchi not being there is why they’re on edge. They’re also resistant because they had nothing to do with the HCU conflict and only survived because they were out working on another case. Tsuki and Osato assure them that nothing is going on and to come back to the bureau, and they reluctantly agree to leave. Before they're able to, though, Kamoguchi’s corpse falls out of its hiding place. Osato adjusts Sakashita and Tsuki once again yells at him for being an idiot. Before Tsuki slits his throat, Iijima tells him that he had bad chills during the phone call and that Tsuki's going to die soon. After, Tsuki points out that there are now three corpses on the floor, and Osato’s lighthearted reply leads him to ask if he wants to be number four. Osato makes a call to the cleaning department and then the two receive another call, but this one is from Iijima’s phone. After ringing for a bit, the answering machine takes the call. The person on the other end asks if “they’re both dead” and says he is speaking to whoever may be listening. The voice says that the 25th Ward is done and that they need to prepare themselves. They determine that this must’ve been the mystery caller Iijima had mentioned, and they take the phone. [[Maejima]], a member of the cleaning department, arrives and jokingly threatens to arrest Tsuki and Osato before lamenting that having to deal with this many adjustments at once makes his job harder. He then briefly inspects the bodies, applauding Osato's work but reminding him that adjustment needs to be dealt with carefully, and he points out to Tsuki that Iijima died with a weird smile on his face.

At the Regional Adjustment Bureau office, Tsuki meets with chief [[Tetsuo Kiryu]] who is disappointed that the original mission was not carried out and says that since Osato's still a rookie, Tsuki should be keeping him under control. The chief then reminds him that he needs to take care of Osato since he isn’t a regular employee. They then discuss the mystery phone calls and the mention of Kamui; Tsuki requests to continue investigating this case. Kiryu agrees with him, says that's not going to let anyone “kill this life”, and says that their job is to "save the life".

The chapter closes with a short segment that explains the functions and hierarchy of the Postal Service, the delivery men, the divers, the cleaning department, and lastly, the Regional Adjustment Bureau. This system was used to successfully uphold order within the ward, but recently, everyday life had begun to change.

==Appearance and Personality==
Yotaro Osato is the newest member of the RA Bureau and the partner to his superior, Shinkai Tsuki. He has short, fluffy, black hair and wears a black suit with a teal colored tie. His eyes typically appear dark, but they become silver with cat-like pupils when in an ‘awakened’ state. His height is never stated, but it’s implied he is at least shorter than Tsuki. 
Osato can come across as dense and is pretty childish, but he’s also very committed to his job, his friends, and his interests, such as jumping at the opportunity to investigate what happened to the singer of his favorite band, Death Valley Bomb. He is also shown to be more adept with technology than Tsuki, having knowledge about Catherine Nano and how it operates. He has a remarkable killer instinct, showing no hesitation when it comes to adjusting others, even on accident; it’s said that he has great amounts of latent criminal power, likely due to his lineage. Osato also has odd eating habits such as when eating his favorite food, Mont Blanc— he eats the cake part first and then eats the mousse afterwards. Despite the way he and Tsuki bicker, Osato looks up to Tsuki very highly, not afraid to help or even save his partner on multiple occasions.

As a young man, Shinkai Tsuki was a hot-headed street punk. He picked a fight with [[Ishiki]], a member of the [[Okiai Syndicate]]. After being beaten by him, Tsuki was taken in by Ishiki and joined the syndicate. His backstory is seen through a flashback in {{MM|4}}, during Tsuki's fourth year with the syndicate. He meets Ishiki at the Okiai office, telling him that another criminal group, the Amihama Syndicate, has dissolved and left [[Ward 24]]. The two express their doubts about [[Shigino]] being brought on as an advisor by the boss. Shigino arrives, and he and Ishiki leave for a meeting. Tsuki falls asleep at the office, and is woken up by Ishiki's arguing from the other room. Ishiki enters and the two leave for Club Marine Blue. There they discuss how they met, and how their town is going to be absorbed into the soon-to-be-built [[25th Ward]].

The next day, Tsuki meets Ishiki and Shigino at the office. Shigino asks Tsuki to bring a package to the syndicate warehouse near the bay. At the warehouse, Tsuki is confronted by [[Junji Isoguchi]] and his goons, who reveal that Tsuki is there for a drug deal. The police arrive and arrest the group, finding drugs in the package. Tsuki's arrest eventually leads to the dissolution of the Okiai Syndicate. During his time in prison, Tsuki is scouted for the [[Republic]] security force by [[Daigo Natsume]]. The two head to the [[Bayside Towerland]] apartments to make contact with [[Kamoguchi]], the [[diver]] assigned to the building. The two enter posing as [[Heinous Crimes Unit]] detectives investigating the death of [[Milu Yuzuki]] and subsequent slaughter of the building's delivery men by the HCU. They go to Milu's room, and question what caused the delivery men to go crazy. They discover a phone number, and upon calling it hear the voice of [[Sakura Natsume]] speaking to them. She comments on the amount of people becoming involved in the incident, which acts as an omen for the return of Kamui. She ends the call by saying that Kamui will "Kill The Life". After being unable to trace the call, they head to Kamoguchi's room, where they'll wait to also meet with the surviving delivery men. Tsuki questions Kamuguchi about the incident, who tells him that the presence of a large amount of criminal power caused the delivery men to go out of his control. Tsuki tries to calm Kamoguchi down, and says that they'll escort him to the bureau office. Osato misinterprets this, and kills Kamoguchi with a gunshot to the head, "escorting" him to the afterlife. Tsuki snaps at Osato for his reckless behavior, and the two scramble to hide the body in a nearby dresser. The delivery men [[Iijima]] and [[Sakashita]] arrive, and are suspicious of Kamoguchi's absence. They reveal that they received a phone call from a man warning them about who they are about to meet. Tsuki calms them down and asks them to head to the bureau with them, when Kamoguchi's body falls out and is discovered. Tsuki and Osato quickly dispose of the two, with Tsuki slitting Ijima's throat with his knife. Tsuki continues scolding Osato for causing this situation. A dying Iijima warns Tsuki that he'll be dead soon, before Tsuki finishes him off. They contact the Cleaning Department to handle the bodies, when Iijima's phone starts ringing. The voice on the phone warns them that the 25th Ward is done, and that the hunters are about to become the hunted. [[Maejima]] arrives to clean the scene, and the two head back to the office. Tsuki apologizes to Kiryu, who tells him that the incident was able to be covered up. He warns Tsuki to take proper care of Osato, since he isn't just a random staff member. Kiryu orders Tsuki to continue the investigation into the incident, and work to "Save The Life" of the 25th Ward.

In {{MM|2}}, Tsuki is briefed with the others about the stabbing of [[Judah Law]] by [[Tomiko Ozuya]], who then died by injecting herself with the [[Bloody High]] drug. The group is also informed about the apparent suicide of the famous diver [[Yasushi Kamijo]]. Kiryu orders Tsuki and Osato to investigate the phone call from earlier, which were narrowed down to a 25th Ward resident named [[Tomoya Shonai]]. Tsuki speaks with [[Yabukawa]] in the smoking room, where they discuss Yabukawa's relationship with Kamijo, and Tsuki's duty of taking care of Osato. Tsuki and Osato head to Shonai's apartment, where Tsuki uses the [[Catherine Nano]] for the first time to enter the building. Upon reaching the room, they're surprised by Shonai, who claims that Kamui will return to upend the society of the 25th Ward. He tells them to retrieve a key using the terminal in his room, to find a hint connected to Kamui. Shonai then kills himself by injecting Bloody High. They locate the key, and then head to have it appraised by [[Okamoto]]. The key leads them to a multi-tenant building, where they stumble upon a church for the members of the [[Kamui Fan Club (Pending)]]. Their leader, [[Yasushi Engawa]], tells them that they are a group dedicated to Kamui's return, and that he has invited them there to sacrifice them to help summon Kamui. Tsuki and Osato are unfazed by his threats, and begin to slaughter the members of the club. They then call Maejima to take Engawa in for "cleaning". Back at the office, they learn from [[Ichigaya]] that Engawa was being fed information from someone calling themselves the "Translator". Near the end of his interrogation, Engawa repeated the words "Ocean" and "Planetarium", which directs them to investigate the newly built Seaside Planetarium. At the planetarium, Tsuki and Osato meet the Translator, [[Mitsuki Haijima]]. Haijima cryptically tells them that a present is waiting for them at the office, before disappearing in a flash of light. Back at the bureau, Tsuki finds [[Sasatani]] alone, having split up from Yabukawa to investigate different members of the HCU. By tracking Yabukawa's signal, they find him outside the front door, having bled to death.

In {{MM|3}}, Tsuki is ordered by Kiryu to look into Yabukawa's death, and is told to let Osato move more freely to lure out the enemy. Osato shares his chatroom correspondence with [[Slash]], which points them to Akihiko Alley. Once there, they meet the informant [[Akihiko Ishizuka]], who directs them to the Thousand Hotel, where the Okiai Syndicate will be waiting for them. Tsuki and Sasatani enter the hotel, while Osato remains as back-up. Haijima speaks to them over the intercom, guiding them through the maze-like building to the 25th floor. Once there, Haijima introduces Tsuki to Shigino, who is now controlling the Okiai Syndicate. Tsuki threatens him, but is shot by Sasatani and chained up. Tsuki is reunited with Ishiki, who claims to be helping Shigino. Sasatani urges Ishiki to kill Tsuki, but he ignores him and leaves. Sasatani prepares to shoot Tsuki, and is killed by Osato. Now rescued, Tsuki recieves a call from Ichigaya, informing them about their next target for adjustment, [[Tokio Morishima]].

In {{MM|4}}, Tsuki relays his past to Osato on their way to the bureau. Once there, he discusses Sasatani's betrayal with Kiryu, who urges him to confront the remnants of the Okiai Syndicate and kill his past. The next day, Tsuki and Osato head to the port, where they take over for Ichigaya to stakeout Tokio's boat. On the boat, they look through Tokio's things until he finally arrives. Tsuki offers Tokio a way out of being adjusted if he agrees to help them later. Back at the office, Tokio emails them with cracked passwords, letting them learn about an Okiai Syndicate meeting taking place the following night. The next day, Tsuki, Osato, and fellow bureau members [[Nango]] and [[Mitsumoto]] prepare to raid the meeting at Resturant Full Moon, which will be followed with back-up from the delivery men. After their signal is jammed, Tsuki infiltrates the building and makes his way to the meeting room to signal the delivery men. After regrouping with Nango and Mitsumoto, they storm the room to find it empty. With the signal jammed, the delivery men begin their adjustment of the restaurant patrons. Nango and Mitsumoto leave to try and stop them, while Tsuki branches off to look for Osato. He meets Ishiki, and holds him at knife-point. Ishiki reveals his reasons for working with Shigino, as the Okiai Syndicate was doomed to fail, and Shigino offered a deal with the police to keep the underground framework of the Syndicate alive. Ishiki expresses his regret for sacrificing Tsuki, and offers him the chance to kill him as repayment. As Tsuki struggles with what to do, Osato arrives and shoots Ishiki without hesitation. Tsuki realizes that Osato is Shigino's target, and that something has changed about Osato since they arrived. Osato says that he feels refreshed, and that he can see the world clearly now, revealing his two awakened [[silver eye|silver eyes]].

In {{MM|5}}, Tsuki is shocked at Osato's appearance, before he is drugged by Mitsumoto and sent to the lab. At the office, Tsuki apologizes to Kiryu for the failed mission. Kiryu gives him a leave of absence, and points him to an art museum in the ward. Tsuki finds Haijima's name on the ticket, and recognizes it as a sign from the chief. At the museum, Tsuki finds a secret passage in the director's office which leads him directly to Haijima, who congratulates him. Haijima reveals that he is behind the 25-Today tabloid, of which Tsuki is a reader, and has been leaking information through his articles. He confirms that Osato was the target of the trap set at the restaurant, which also served as a way to dispose of Ishiki. Tsuki accuses Haijima of being behind everything they had encountered so far, including the phone call from Sakura, which Haijima dodges. He says that he was simply acting with Shigino's desires to stoke tension in the 25th Ward, before ingesting poison and killing himself. At Seaside Park, Tsuki meets with Maejima, who tells him that Osato has been taken from the lab. Maejima suspects that Osato was allowed to be taken, and that the Postal Federation was involved. Maejima leaves to have his chip removed and to flee the 25th Ward. At the office, Tsuki meets up with Nango and Mitsumoto, who tell him that the chief and Ichigaya have gone missing. In the smoking room, Tsuki and Nango question the nature of their jobs and if they are really benefiting society. They receive another message from Tokio, which leads them to the under-construction Sunset Building. Tsuki heads to meet with Ishizuka again, who gives him documents containing information on the lab's research into criminal power, and that Osato's innate criminal power was awakened to test the spread of criminal power in the ward. Tsuki agrees to be the one to eliminate Osato if it's necessary. The group head to the Sunset Building, where they encounter Shigino and his men. Nango and Mitsumoto hold off the others while Tsuki goes ahead to the roof to corner Shigino. There he finds Shigino with Osato restrained and hooked up to a machine. Shigino reveals that he was contracted by the ward office to shake up the RA Bureau. Shigino claims to have no interest in the political implications, and is truly motivated by his own deep infatuation with Tsuki and a desire to see him in pain. Shigino activates the machine, which begins painfully extracting Osato's criminal power. Tsuki slits Shigino's throat, killing him, and stops the machine by calling out Osato's name using the Catherine Nano. Osato wakes up from his drugged state, and he apologizes for the trouble he caused. He tells Tsuki that he's in pain, and asks to be adjusted by him. Though Tsuki is upset by this and initially does not want to, he eventually agrees after Osato begs him. Osato tells Tsuki to keep living, and says goodbye.

The events following this are unclear, including whether or not Tsuki did follow through with the adjustment. Two and a half weeks after the incident at the Sunset Building, Tsuki arrives at the office of Mayor [[Kenichiro Mikoshiba]], who tells him that everything he experienced was an experiment controlled by him, to test the effects of a clash between the opposing powers of the city. He believes that Tsuki, along with Nango and Mitsumoto, hid Osato’s body somewhere, and he asks Tsuki to reveal its location so that his data can be extracted for the new generation of Kamui. He offers Tsuki power and money in exchange, and tells him this is part of his work with the RA Bureau. Tsuki refuses, and tells him he is quitting the bureau. Afterwards, Tsuki plans to leave the 25th Ward, commenting that first, he wants to get a Mont Blanc.

Tsuki apologizes to Kiryu, who tells him that the incident was able to be covered up. He warns Tsuki to take proper care of Osato, since he isn't just a random staff member. Kiryu orders Tsuki to continue the investigation into the incident, and work to "Save The Life" of the 25th Ward.

In {{MM|2}}, Tsuki is briefed with the others about the stabbing of [[Judah Law]] by [[Tomiko Ozuya]], who then died by injecting herself with the [[Bloody High]] drug. The group is also informed about the apparent suicide of the famous diver [[Yasushi Kamijo]]. Kiryu orders Tsuki and Osato to investigate the phone call from earlier, which were narrowed down to a 25th Ward resident named [[Tomoya Shonai]]. Tsuki speaks with [[Yabukawa]] in the smoking room, where they discuss Yabukawa's relationship with Kamijo, and Tsuki's duty of taking care of Osato. Tsuki and Osato head to Shonai's apartment, where Tsuki uses the [[Catherine Nano]] for the first time to enter the building. Upon reaching the room, they're surprised by Shonai, who claims that Kamui will return to upend the society of the 25th Ward. He tells them to retrieve a key using the terminal in his room, to find a hint connected to Kamui. Shonai then kills himself by injecting Bloody High. They locate the key, and then head to have it appraised by [[Okamoto]]. The key leads them to a multi-tenant building, where they stumble upon a church for the members of the [[Kamui Fan Club (Pending)]]. Their leader, [[Yasushi Engawa]], tells them that they are a group dedicated to Kamui's return, and that he has invited them there to sacrifice them to help summon Kamui. Tsuki and Osato are unfazed by his threats, and begin to slaughter the members of the club. They then call Maejima to take Engawa in for "cleaning". Back at the office, they learn from [[Ichigaya]] that Engawa was being fed information from someone calling themselves the "Translator". Near the end of his interrogation, Engawa repeated the words "Ocean" and "Planetarium", which directs them to investigate the newly built Seaside Planetarium. At the planetarium, Tsuki and Osato meet the Translator, [[Mitsuki Haijima]]. Haijima cryptically tells them that a present is waiting for them at the office, before disappearing in a flash of light. Back at the bureau, Tsuki finds [[Sasatani]] alone, having split up from Yabukawa to investigate different members of the HCU. By tracking Yabukawa's signal, they find him outside the front door, having bled to death.

In {{MM|3}}, Tsuki is ordered by Kiryu to look into Yabukawa's death, and is told to let Osato move more freely to lure out the enemy. Osato shares his chatroom correspondence with [[Slash]], which points them to Akihiko Alley. Once there, they meet the informant [[Akihiko Ishizuka]], who directs them to the Thousand Hotel, where the Okiai Syndicate will be waiting for them. Tsuki and Sasatani enter the hotel, while Osato remains as back-up. Haijima speaks to them over the intercom, guiding them through the maze-like building to the 25th floor. Once there, Haijima introduces Tsuki to Shigino, who is now controlling the Okiai Syndicate. Tsuki threatens him, but is shot by Sasatani and chained up. Tsuki is reunited with Ishiki, who claims to be helping Shigino. Sasatani urges Ishiki to kill Tsuki, but he ignores him and leaves. Sasatani prepares to shoot Tsuki, and is killed by Osato. Now rescued, Tsuki recieves a call from Ichigaya, informing them about their next target for adjustment, [[Tokio Morishima]].

In {{MM|4}}, Tsuki relays his past to Osato on their way to the bureau. Once there, he discusses Sasatani's betrayal with Kiryu, who urges him to confront the remnants of the Okiai Syndicate and kill his past. The next day, Tsuki and Osato head to the port, where they take over for Ichigaya to stakeout Tokio's boat. On the boat, they look through Tokio's things until he finally arrives. Tsuki offers Tokio a way out of being adjusted if he agrees to help them later. Back at the office, Tokio emails them with cracked passwords, letting them learn about an Okiai Syndicate meeting taking place the following night. The next day, Tsuki, Osato, and fellow bureau members [[Nango]] and [[Mitsumoto]] prepare to raid the meeting at Resturant Full Moon, which will be followed with back-up from the delivery men. After their signal is jammed, Tsuki infiltrates the building and makes his way to the meeting room to signal the delivery men. After regrouping with Nango and Mitsumoto, they storm the room to find it empty. With the signal jammed, the delivery men begin their adjustment of the restaurant patrons. Nango and Mitsumoto leave to try and stop them, while Tsuki branches off to look for Osato. He meets Ishiki, and holds him at knife-point. Ishiki reveals his reasons for working with Shigino, as the Okiai Syndicate was doomed to fail, and Shigino offered a deal with the police to keep the underground framework of the Syndicate alive. Ishiki expresses his regret for sacrificing Tsuki, and offers him the chance to kill him as repayment. As Tsuki struggles with what to do, Osato arrives and shoots Ishiki without hesitation. Tsuki realizes that Osato is Shigino's target, and that something has changed about Osato since they arrived. Osato says that he feels refreshed, and that he can see the world clearly now, revealing his two awakened [[silver eye|silver eyes]].

In {{MM|5}}, Tsuki is shocked at Osato's appearance, before he is drugged by Mitsumoto and sent to the lab. At the office, Tsuki apologizes to Kiryu for the failed mission. Kiryu gives him a leave of absence, and points him to an art museum in the ward. Tsuki finds Haijima's name on the ticket, and recognizes it as a sign from the chief. At the museum, Tsuki finds a secret passage in the director's office which leads him directly to Haijima, who congratulates him. Haijima reveals that he is behind the 25-Today tabloid, of which Tsuki is a reader, and has been leaking information through his articles. He confirms that Osato was the target of the trap set at the restaurant, which also served as a way to dispose of Ishiki. Tsuki accuses Haijima of being behind everything they had encountered so far, including the phone call from Sakura, which Haijima dodges. He says that he was simply acting with Shigino's desires to stoke tension in the 25th Ward, before ingesting poison and killing himself. At Seaside Park, Tsuki meets with Maejima, who tells him that Osato has been taken from the lab. Maejima suspects that Osato was allowed to be taken, and that the Postal Federation was involved. Maejima leaves to have his chip removed and to flee the 25th Ward. At the office, Tsuki meets up with Nango and Mitsumoto, who tell him that the chief and Ichigaya have gone missing. In the smoking room, Tsuki and Nango question the nature of their jobs and if they are really benefiting society. They receive another message from Tokio, which leads them to the under-construction Sunset Building. Tsuki heads to meet with Ishizuka again, who gives him documents containing information on the lab's research into criminal power, and that Osato's innate criminal power was awakened to test the spread of criminal power in the ward. Tsuki agrees to be the one to eliminate Osato if it's necessary. The group head to the Sunset Building, where they encounter Shigino and his men. Nango and Mitsumoto hold off the others while Tsuki goes ahead to the roof to corner Shigino. There he finds Shigino with Osato restrained and hooked up to a machine. Shigino reveals that he was contracted by the ward office to shake up the RA Bureau. Shigino claims to have no interest in the political implications, and is truly motivated by his own deep infatuation with Tsuki and a desire to see him in pain. Shigino activates the machine, which begins painfully extracting Osato's criminal power. Tsuki slits Shigino's throat, killing him, and stops the machine by calling out Osato's name using the Catherine Nano. Osato wakes up from his drugged state, and he apologizes for the trouble he caused. He tells Tsuki that he's in pain, and asks to be adjusted by him. Though Tsuki is upset by this and initially does not want to, he eventually agrees after Osato begs him. Osato tells Tsuki to keep living, and says goodbye.

The events following this are unclear, including whether or not Tsuki did follow through with the adjustment. Two and a half weeks after the incident at the Sunset Building, Tsuki arrives at the office of Mayor [[Kenichiro Mikoshiba]], who tells him that everything he experienced was an experiment controlled by him, to test the effects of a clash between the opposing powers of the city. He believes that Tsuki, along with Nango and Mitsumoto, hid Osato’s body somewhere, and he asks Tsuki to reveal its location so that his data can be extracted for the new generation of Kamui. He offers Tsuki power and money in exchange, and tells him this is part of his work with the RA Bureau. Tsuki refuses, and tells him he is quitting the bureau. Afterwards, Tsuki leaves the 25th Ward, commenting that first, he wants to get a Mont Blanc.
