JohnnyJ7766: Mod. 29 is one of the more famous and recognizable firearms in the world, the P229s are evident in several scenes, as are their compensators, most visible in the elevator artwork where the front sights are visibly significantly rear of the end of the muzzle, indicative of a muzzle device, and in the character key visual on her wiki page, with the vent cut-outs visible. I would argue the customizations on her guns are worth noting, as almost no other characters in either HCU has modified weapons.

==Appearance and Personality==
Kuroyanagi is a woman of average height and build with black shoulder length hair. She wears red lipstick, a leather coat, tall boots and dark pants, and a bustier-like white top.

Aggressive, bull-headed, and vulgar, Kuroyanagi is a confident and commanding woman. Despite her brash attitude and cavalier attitude towards rules, she is a competent investigator. She also holds multiple part-time jobs outside of the HCU for fun, and, as a bouncer, for the ability to hold an HCU-prohibited revolver. Kuroyanagi swears openly, often criticizing her partner [[Mokutaro Shiroyabu]] harshly. In stark contrast to the partners seen in [[The Silver Case]]'s [[Transmitter]], Kuroyanagi harbors little warmth for Shiroyabu, even offering to kill him herself when the time comes. She does, however, have a soft spot for her superior [[Hatoba]]-- the only person on the HCU capable of reining Kuroyanagi in. She proposes that they run away together, and later fights to defend him in {{CR|7}}. She seems to treat women with more affection than she does men, admitting to a liking for "cute girls".

Kuroyanagi mentions during the {{CR|2}} investigation that she grew up in the shelter, implying that she is part of the Ayame Maspro line of the [[Shelter Kids Policy]]. At one point she joined the [[25th Ward Heinous Crimes Unit]], while also working a series of other jobs. In 2003, at the end of {{CR|6}}, she was made to take [[Mokutaro Shiroyabu]] on as her partner.

===Correctness===
Kuroyanagi first appears in {{CR|1}}, investigating the death of [[Milu Yuzuki]] at the [[Bayside Towerland]] apartment complex. On October 3rd, 2005, she waited at the crime scene, immediately scolding Shiroyabu and [[Sakaki]] once they arrived with [[Uehara]], who was posing as the building manager. The group discovered small holes in the ceiling with beams of light coming through them. Kuroyanagi warned everyone to stay away, after which Sakaki was killed by a delivery man's pin stick. Kuro ordered Shiroyabu to run to the elevator to lure the enemy out while she provided backup. After Shiro was confronted by a delivery man in the elevator, Kuro approached and executed him from behind. She told Shiro not to hesitate in the future. Coming out of the elevator on the 76th floor, they encountered a large group of delivery men. Kuro and Shiro prepared themselves, and proceeded to kill all of them.

In {{CR|2}}, Kuro participated in the investigation into the death of [[Yasushi Kamijo]]. On October 11th, she appeared at Kamijo's residence with Shiroyabu and Uehara, as Shiro read aloud Kamijo's will, stating a key was hidden in his stomach. She lashed out at Shiro, telling him to make the coroner bring the key to them. In the backyard, she noticed that Uehara had a response to the word "Shelter", calling him irritating. The bike courier [[Takahashi]] arrived to deliver the key, who annoyed Kuro by asking for payment. After opening the shelter, they discovered a mountain of keys inside. Back at the HCU Office, she discussed the case with Hatoba, [[Aoyama]], and [[Akama]]. She said that she believed the postal service was behind all of the recent events. Hatoba ordered Kuro and Shiro to search for the key. As Uehara left to meet [[Hirooka]], Kuro made Shiroyabu wait while she went to the salon for a facial, saying the inside of the shelter was dirty. She arrived at the Central Station coin lockers, where they found another key with a photo of a woman. Shiro told her she was late, causing Kuro to explode at him. Kuro points out that Kamijo was a master of rules, and has set up rules for them to follow to learn the truth.

She brought the two to a manga cafe which doubled as a sex chatroom. She introduced them to [[Fukamichi]], who told them the key was for Kamijo's room, where he used the handle "Good Looking Guy". Kuro accesses GLG's chat, and finds a video feed of another key. She ordered Shiroyabu to send Takahashi to find the key, and later spoke to her over the chat, first acting her to strip and then asking where she is. Takahashi revealed that she was in the next building over, where Kamijo was to be watched from to fulfill is exhibitionism. Kuro sent Shiro to meet Takahashi and retrieve the key. After Shiroyabu has the key appraised, they arrive at an apartment, where they find another key and photo. Kuro matches the key to a car in the parking lot, which automatically drives them to a house on the coast. Inside, they met [[Machiko]], Kamijo's contract lodger. Kuro told Machiko that Kamijo was dead, and wasn't coming back. She told Kuro that she was connected to Kamijo, explained his past of as a [[diver]], and told her that Kamijo was going to meet with the building administrator. She told Machiko not to give up hope, and took her gun from her. Later, Kuro told Shiro that Kamijo was trying to bring his past crimes to light, and said that finding the missing administrator was the final piece of the case.

In {{CR|3}}, Kuroyanagi and Shiroyabu begin their investigation into the building administrator, [[Kosuke Kurumizawa]]. On October 31st, they discovered a dead body at Gigazel Intersection, which had been dropped from the top of a building in a plastic bucket. Kuro deduces that it was done by Kurumizawa, to prove that he wasn't dead. She scolded Shiro for his lack of experience as an investigator, and told him that they have to handle the crimes that nobody will touch. The two separated while Shiro went after Kurumizawa. She met with Hatoba, and asked if he was leaving Shiro out to dry, and agrees with him putting his abilities to the test. Hatoba told her that the divers were working to assassinate Shiroyabu. Hatoba said he was worried about her, and she told him to stop talking. Kuro theorizes that the diver saw something he shouldn't have, and says she'll continue her investigation. She told him that Kurumizawa and Kamijo were alive, with Kamijo having eloped with Machiko. She asked Hatoba if he wanted to elope with her, which he brushes off. At the end of the chapter, Kuro met with [[Sumio Kodai]] at the [[Harakiri Batting Center]] to discus Kurumizawa. Their full meeting is shown in {{CR|4}}, where Sumio told her Kurumizawa is an observer with no physical body, and is just a harbinger of [[Kamui Uehara]]'s spread through the [[25th Ward]].

In {{CR|5}}, Kuro is briefed by Hatoba on the death of [[Yuki Ishimura]], which she is told is connected to Shiroyabu's disappearance. She and Uehara were ordered to go after the perpetrator. They arrived at the high-rise apartment where Ishimura lived. They split up, and she told Uehara to check every apartment in the building. During her investigation, Kuro found a postman attempting to enter an apartment to adjust the resident, who she killed by shooting in the head. She contacted Uehara over the radio, who had been killed by the recently death-filed Shiroyabu. Shiro told her that he met with Kurumizawa, and could sense that Uehara was Kamui. He tried to tell her something, before the radio went dead. Kuro spoke to Hatoba, who said that Shiro doesn't seem human anymore after having made contact with Kurumizawa, and left him to her. Finally, Kuroyanagi appeared before Shiroyabu at [[Ward 25 City Hall]], after Kurumizawa disappeared. She told him to think for himself, and that he is not like Kurumizawa. Kuro reminded Shiro that he is a detective, whose duty is to investigate in the name of justice. The two left to go back into the field.

In {{CR|7}}, Kuroyanagi is the first to interrupt the standoff between [[Akama]], [[Aoyama]] and [[Hatoba]]. She seemingly allies herself with Hatoba, threatening both of her former colleagues without mercy before the arrival of [[Uehara]]. Alongside Hatoba she urges Uehara and by extension the player to select one of the [[100 Endings]]. Kuroyanagi herself is featured prominently in these various endings, mercilessly and violently killing Uehara in many of them.

She became part of the investigation into the trafficking of children for the [[Euro Maspro]] project, and tracking down the terrorist [[Sundance Shot]].

In [[Request 12: I Got Rhythm]], Remy arrives on [[Lospass Island]] with her partner [[Yoshimitsu Koshimizu]] to investigate the terrorist attacks and the death of [[Sumio Mondo]]. She has a suspicion that the case actually goes deeper than it appears. Upon arrival she notices [[Step Sding]] fleeing with [[Catherine]], but dismisses him as a petty thief. After the pair meet with [[Edo Macalister]], Step becomes a suspect. She remains behind at the hotel while Koshimizu follows Step. Edo tells her that Step had just returned from France. She is contacted by French authorities, who inform her that the Step on Lospass Island is not Step, and is actually a living bomb. She informs Koshimizu just in time for him to escape the explosion.

In [[Request 13: La fille aux cheveux de lin]], she contacts Koshimizu with the discovery that Lospass Island is Euro Maspro's base of operations, and decides to pursue them. She meets [[Mati Sding]], who she informs about the death of the fake Step. Mati recognizes Remy as one of the Eleven Children and tells her to head to Eleki Island. Upon arriving at Eleki Island, she discovers the drawers full of stock bodies kept in the structure underneath. After finding one of her own bodies, she remembers her own past on the island. She escapes as the facility explodes.

In [[Request 14: Träumerei]], she meets the newly revived Mondo outside of the hotel. She informs him of his status as the savior of the island, and attempts to make him remember his past as one of the Eleven Children, but he brushes her off. She tells him to find Koshimizu at the [[Spice Shop]] to retrieve Catherine.

In [[Request 18: An American in Paris]], Remy and Koshimizu stop Sundance from boarding the plane disguised as Mondo. [[Toriko Kusabi]] appears and tells him that the savior, a friend of her father, would be there soon to release him. Mondo arrives and verifies his own identity, which causes Sundance to unmask himself and concede. He reveals to Mondo that he is one of sixteen Sumio Mondos who lived out the previous days on Lospass Island, whose memories have now become part of Sumio Kodai. He instructs him to impart their memories to the final seed, Step Sding. Remy and Koshimizu are confused by this, but allow Mondo to escape while they keep the other bodies captive. Her fate is not shown after this, but it can be assumed that she survived along with Koshimizu.

Akira's personality is rather unclear to both the characters and the player, and even his name is only a codename. He is a big, intimidating and stoic man, and a very good soldier and investigator. He is never shown speaking, and is stated to be mute due to psychosis from the events of the Kamui mission, though investigation scenes later on imply that he has some other way of communicating. [[Tetsugoro Kusabi]] takes a liking to him and calls him "Big Dick", and describes him as looking like a chinchilla. [[Tokio Morishima]], on the other hand, is terrified of him due to associating him with a traumatic experience at the [[Babylon Shopping Center]]. [[Akihiko Ishizuka]] is impressed by Akira, saying that he's "really got it on", but many others, such as [[Mokutaro Shiroyabu]], find him creepy or talk down to him.

==History==
Akira was one of the children who grew up in the [[Shelter]] as a stock body for Kamui. His history after this is largely a mystery, and there are signs of his government registration having been deleted. Eventually, he was recruited into Republic by [[Daigo Natsume]], where he was trained in firing bullets for the first time. He stayed on with Republic until Operation Secure Kamui in 1999, a mission of which he was the sole survivor. He was soon after discovered at [[IMM Hospital]] by Kusabi and [[Sumio Kodai]], who decided to take him with them due to him being the only witness. He ended up assisting in the Kamui Case despite not being an actual member of the HC Unit; he was later officially hired during {{CL|2}}, as a member of Unit 2 along with Kusabi and Sumio.

After the execution of Kamui in {{CL|5}}, Akira found his way to the Shelter while investigating the [[TRUMP]]. As he discovered his past, various characters began referring to him as Kamui, suggesting that he is the next body that [[Kamui Uehara]] was going to transfer into. Akira ascended the [[TV Tower]] with Kusabi, who changed his mind, telling him that's it up to him whether he becomes Kamui or not. At the top, they confronted [[Nezu]], and Akira shot him, symbolically releasing Akira from his past. After this, Akira met with Tetsu at the [[Tamura]] cafe in {{CL|!}}, where they talked about the events of the game. Curiously, despite presumably staying on with the HC Unit, Akira is not mentioned to have been involved with any of the cases on the [[History of 24th Ward|history timeline]] on the official website.

In 2003, as shown in [[06 white out|#06 white out]], [[Sakura Natsume]] was his new commanding officer. While underground looking for the [[Joker]], Mokutaro Shiroyabu mistakenly believed Akira to be the Joker instead. He shouted at Akira to answer him, but being mute, Akira could not; before Shiro could fire, though, Kusabi interrupted the altercation. Kusabi cleared up the misunderstanding, and Akira and Shiroyabu worked together to go after the Joker. They cornered him at the [[Hachisuka Dome]]; however, following the conclusion of the case, nothing is known of what happened to Akira.

==Behind the scenes==
The name "Akira" is never actually spoken in-game, with the name instead being determined by the player at the very beginning of ''The Silver Case''. However, the name "Akira" is used instead of a user-inputted name in demos for the game, and it is also used in the internal script files, making it an unseen "official" name. In ''The 25th Ward'', Akira is never referred to by name, only as Big Dick. On the case descriptions on the website for ''The Silver Case'', he is only referred to as "you" or "the player".

Although Akira is stated to be mute, in {{CL|2}} he is implied to explicitly communicate information and questions to the [[Typhoon residents]]. It is not explained by what method he is doing this. The case descriptions on the game's website also mention a scene in {{CL|5}} in which Akira would apparently speak to Tokio, but such a scene does not actually occur in the game, as the case descriptions contain misinformation on their actual content.

Nakategawa is an eccentric loner who hates working in groups. He has a serious demeanor and keeps the other detectives on-track when they get into arguments; he also uses his connections for the sake of diplomatic correspondence with other groups. Naka has a professional appearance, always wearing expensive suits and keeping his hair slicked-back. Naka is the most tech-savvy of the HC Unit detectives, and seems to have friends and connections over the Internet.

In his confrontation with [[Ryu Munakata]], Naka is shown to be even colder, demanding that Munakata "talk or die". He also claims to have killed 20 people before. It would seem that Nakategawa's true allegiances lie with the [[FSO]] or some other higher purpose, but [[Sakura Natsume]] claims that Naka is actually more upset than anyone over having to "take out his friends" in the HCU.

It is strongly suggested that Nakategawa is a pedophile. Most explicitly, when asked if he's into Chizuru, he says he's into "younger" girls (with quotation marks). (In the Japanese script, he outright uses the word 'lolicon'.)

At some point he worked for the Public Security Department, and as an undercover specialist in the Department of Intelligence, before joining the [[Heinous Crimes Unit]] some time in the 1990s. As part of Unit 1, he provided support for Unit 2's on-site investigations. In October of 1997, he investigated a series of [[Moonlight Syndrome|serial murders]] of high school girls, of which the school principal turned out to be the culprit. At an unknown point he tutored the rookie HCU member [[Yoshimitsu Koshimizu]].

On March 29th, 1999, Naka briefed the other HCU members on the events surrounding the murder of [[Yuriko Sonoda]], and her relationship with her assumed killer [[Kamui Fujiwara|Kamui Uehara]]. On April 29th, he informed the others that [[Ayame Shimohira]] had admitted to the string of murders, and would likely receive the death penalty. He also relayed information on Kamui's past in the Shelters. Naka was later assigned to the investigation of a threatening letter received by [[Chairman Yukimura]]. He played a minor support role in the events of {{CL|2}} and {{CL|3}}.

On August 22nd, Naka briefed the HCU members on the recent disappearances connected to Internet crimes. He told them the story of the [[missing girl]], who had been drawn into the city's night-life before mysteriously disappearing. He tasked [[Akira]] with finding the girl. On August 24th, Naka purchased two passwords to a candid live-feed of the idol [[Sayaka Baian]], which he also recorded to sell later. According to the missing girl, Naka cried after learning of Baian's suicide. The next day, he informed the team about the details of the suicide and the arrest of the hardcore Baian fan-club. On September 9th, Naka told the team about the emergence of [[Method Tank]], and watched the end of the countdown.

On November 30th, Naka briefed the others on Unit 2's dissolution, his promotion to Chief Director of the HC Unit, and the addition of [[Sakura Natsume]] and [[Kenta Mikoshiba]] to the team. He then informed them of the plan to lead Kamui to the roof of the [[IEDU Building]]. After learning of [[Shinji Kotobuki]]'s death, he ordered Mikoshiba to dispose of [[Tetsugoro Kusabi]]. That night he provided remote support for the operation, directing Akira and Sakura to patrol different floors. On December 24th, he instructed Sakura and Mikoshiba to eliminate Kusabi and [[Kiyoshi Morikawa]] for abandoning their mission. Later that night, he met with [[Ryu Munakata]] at the [[Harakiri Batting Center]]. He questioned Munakata about his allegiance to the [[TRO]], and the whereabouts of Kusabi and Morikawa. While holding Munakata at gunpoint, he told him about his role in the Shelter Kids Policy, and that in reality all of the factions are just part of [[Elbow|one group]]. Before Naka could pull the trigger, he was shot and killed by Munakata.

Chizuru is a slight woman with light brown hair, most frequently pulled back into a ponytail. She briefly dons a bobbed wig and occasionally wears glasses.

Unlike her more eccentric colleagues, Chizuru takes a scientific and analytical approach to solving cases. This causes frequent tension between her and the others, who regard her methods as impractical despite their realism. Even though she only wants to take her job seriously, the others tend to treat her as if she was emotionless. She is also the only female in the Unit for most of the game, which makes it even harder for her to get along with the somewhat misogynistic older members. She has a troubled relationship with her partner, [[Kiyoshi Morikawa]], but they harbor feelings for each other.

After the project was concluded, her memories were wiped. Eventually, she found herself entering the [[Administrative Inspection Office]], where she became an HC Unit investigator in Unit 1.

Chizuru first appears briefly in {{CL|0}}, when [[Tetsugoro Kusabi]] radios her to request backup after encountering [[Ryo Kazan]]. Chizuru reports that Kusabi's partner, [[Sumio Kodai]] just left, but contacts [[Republic]] instead.

In {{CL|1}}, she is formally introduced to [[Akira]]. He is dragged along with Sumio and Kusabi, as both men didn't want to leave him at [[IMM Hospital]]. She appears cordial to Akira, as she realizes his state. She is later seen back at the [[24 Precinct]] HC Unit office arguing with Kusabi about the merit of her science against his leg work. After a lecture about data, Kusabi storms off with Akira and Sumio. Following the events at [[Babylon Shopping Center|Babylon]], Chizuru helped to direct Sumio to investigate [[Gladiolus]]. After Kamui and [[Ayame Shimohira]] were brought to the precinct, Chizuru was told to stay with her in the meeting room. Shortly after this Ayame stole Chizuru's gun and shot her to escape. She was later seen back at the precinct, commenting on how [[Kamui's Children|Kamui's children]] were drawn to the Shelters.

According to the official timeline, Hachisuka and Sumio investigated the "After Kamui" Copycat Case immediately following case#1:decoyman. They followed a series of crimes committed in May of 1999 with the same M.O. as Kamui. A certain national university student arose as a suspect.

In {{CL|2}}, due to Morikawa's tardiness, she has to reluctantly call in a recovering Akira to answer the suicide call at [[Typhoon]]. She is rude to Morikawa when he finally shows up, due to his lateness. They continue to argue back at the office. Fed up with his dismissive and casual attitude, she requests [[Shinji Kotobuki]] to transfer Morikawa. The Chief elects instead to offer her a chance to resign. He coldly remarks that she needs to reconsider her line of thinking. Deciding to cool off instead, Kotobuki sends her on leave to think about her future.

During the case, she is spotted by Morikawa and Akira, driving recklessly. Morikawa elects to have Akira finish the case while he talks to the distraught woman. After the case is solved, Chizuru apologizes to Akira for her behavior towards him. She flippantly blames the incident on PMS and offers to go on a date with him as a show of gratitude for babysitting Morikawa. (This is not shown to actually happen.)

It is strongly implied that, between {{CL|3}} and {{CL|4}}, Chizuru awakens to her latent Ayame persona, as she shows up in the latter case wearing a wig for unexplained reasons, suggesting that she [[Death-filing|death-filed]]. Chizuru also becomes detached and indifferent as part of this change. When remarking on the suicide of [[Sayaka Baian]], she blames the suicide on the victim. This causes [[Morichika Nakategawa]] to comment on her cold-hearted nature since her leave. Morikawa tries to deflect the negative attention away from her and restore focus to the case at hand.

Chizuru is last seen normally in {{CL|5}} in the [[IEDU Building]], as the HC Unit and Public Security hunt for [[Kamui Fujiwara]]. As they chase the killer, Hachisuka encounters Akira and his new charge, [[Sakura Natsume]]. Sakura starts realizing that killing Kamui is futile. Showing the inquisitive nature that Chizuru used to have, Sakura questions their assignment, but Hachisuka shows an emotionless and cold nature to the woman, promising to dispose of her when they next meet.

After her disappearance, she is charged by Nakategawa with the disposal of Kusabi and Morikawa, due to their abandonment of the mission. Akira meets her underground, where she has fully become the next Ayame Shimohira. She taunts Akira for a moment, as she was waiting on Kusabi to appear instead. With her last words lamenting her love for Morikawa, she asks Akira to kill her. Instead, she is shot twice by Sakura, with the fatal shot in the head. The last image that is seen of Chizuru is the bullet wound and a single tear down her face.

Sumio, due to the traumatic events of his childhood seems to lives a double life. On the exterior Sumio displays himself as a cool, collected and highly capable police officer. He displays incredible skill in the field and is known to be stubborn and short fused, snapping fiercely at [[Akira]] for the smallest of mistakes. Sumio also has a bit of a romantic side, seeing as he allegedly had shared a romance with a suspect and how openly he flirts with [[Ayame Shimohira]]. Sumio's interior however tells a different story. Sumio sees himself as nothing but an empty husk, void of anything aside from his desire for revenge against the [[Yukimura Zaibatsu]]. In order to bury the grief he feels over [[The Parade]] he seemingly killed nearly his entire identity. Despite this he still holds his own morals and desires but this does not quell how truly sad and lonely he feels on a daily basis. Throughout ''[[The 25th Ward: The Silver Case]]'' we get a closer glimpse of his true nature. Ultimately, Sumio's a person in pursuit of justice and what is truly right, by any means necessary, and at any cost to himself or anybody.

Although Sumio is potentially one of the [[Eleven Children]], he was the son of a poor factory worker, and spent his childhood in the rural industrial town of [[Mikumo 77]]. His childhood friends were [[Hanao Hiseki]], [[Fuyuki]] and [[Riru Yukimura]]. He seemingly lived a relatively normal life until The river near Mikumo 77 became gradually polluted by chemicals as a result of the activities of the [[Yukimura Zaibatsu]]. The people of Mikumo 77 protested against Yukimura's interference, but as the chemicals began to affect their mental states, they became more paranoid and erratic and their demonstrations grew increasingly violent. These riots became colloquially known as [[The Parade]]. During the Parade riots, Riru, abandoned by her parents as a "sacrifice", is targeted by townspeople who believe she is a witch. She is taken from her home, raped, and killed by the crowd of rioters. For their efforts to rescue Riru, Sumio and his friends are attacked and disabled; Sumio's ears were stabbed out, rupturing his eardrums and leaving him deaf. In response to the injustice, Sumio and his friends form the [[Mikumo Boys]], vowing revenge on the Yukimura Zaibatsu whose actions had caused the riots. What happened to Sumio after the riots is unknown. As a young man, Sumio Kodai trained at the [[Central Police Department]], keeping his deafness a secret in order to conceal his true motivations and identity. He resorted to bribery to skip his physical and hearing tests, became an expert in lipreading, and made use of accessibility technology invented by Hiseki (i.e. phones that translated incoming messages into Braille). Sumio Kodai is implied to have no higher education, as he stated that he was a high school graduate.

By 1994 Sumio had successfully been recruited into the [[Heinous Crimes Unit]] where is assigned to Unit 2 and met his partner [[Tetsugoro Kusabi]]. The two got off to a rough start but soon formed a tight bond despite Kusabi's volatility. Sumio's first case with the HCU was the Power Girl Case which involved a terrorist bomber on the east side of [[Ward 24]]. Details on this case are vague but it is known that Sumio shared some sort of romantic relationship with the main suspect. Sumio continued his work with the HCU contributing on the 1998 Gas Kids case as well as other non-specified cases.

===The Silver Case===
Sumio is first mentioned by Kusabi during {{CL|0}} after he is fired upon by a crazed [[Ryo Kazan]]. [[Chizuru Hachisuka]] however mentions that Sumio had already left the office for the night. This is shown in the supplemental manga [[Pre-Lunatics]], which shows Sumio awakening from a nap with a "bad feeling" before quickly leaving for a meeting with the [[Mikumo Boys]].

Sumio makes his first physical appearance in {{CL|2}} alongside Kusabi at [[IMM Hospital]] interviewing [[Kamui Fujiwara|Kamui Fujiwara's]] personal doctor [[Tachibana]] in the aftermath of the [[Republic|Republic Unit's]] Destruction. The two detectives learn that Kamui is in a comatose state and is physically and mentally incapable of committing any murders. After interviewing the doctor the two detective come across [[Akira]], one of two surviving members of the Republic Unit. Kusabi attempts to get information from Akira but Sumio quickly interrupts, telling Kusabi that Akira is mute from trauma. [[Chizuru Hachisuka]] calls the two detectives notifying them of another murder, they soon depart the hospital taking Akira with them. The body is identified as [[Yuka Kawai]]. The following day the detectives hold a meeting regarding the death. Later the two detectives manage to track Kamui to the [[Babylon Shopping Center]]. Sumio and Kusabi however and unable to get there in time and guide Akira by phone. Akira does not manage to apprehend Kamui but locates a panicked [[Tokio Morishima]] and the body of [[Kei Nanami]]. After their failure to apprehend Kamui, Kusabi ends up blaming himself. [[Shinji Kotobuki]] sends Kusabi away on a retreat with his wife [[Akemi Kusabi]] while Sumio and Akira are sent to the art studio [[Gladiolus]]; Kamui's former place of employment.

Sumio begins to interview the owner of Gladiolus [[Ayame Shimohira]] about her relationship with Kamui. Ayame makes vague statements about making "contact" with Kamui causing Sumio to interrogate her further as he has a hunch that Kamui had been there. Sumio and Akira are shown some of the digital art created by both Ayame and Kamui. Sumio's interogation however quickly devolves into flirting as he comments on Ayame's beauty and asks her out on a date. Sumio deduces that Kamui had in fact been to the art studio to which Ayame confirms his suspicions. Akira opens the closet and finds Kamui bound in her closet. Ayame and Kamui are brought back the HCU precinct. Ayame is interrogated by Chizuru while Kamui remains in a vegetative state doing nothing but mouthing words. [[Kiyoshi Morikawa]] asks Sumio to lipread, Sumio reveals what he is continuously mouthing is the word [[Shelter]]. The two detectives discuss Kamui's condition and whether or not to investigate the shelters but their conversation is cut short by a gunshot. Sumio and Morikawa find Hachisuka injured and she reveals that Ayame has escaped. Sumio and Akira track Ayame to the [[Shelter Exhibition Hall]]. While searching for her the Sumio and Akira encounter [[Kamui's Children]] before finally locating Ayame herself. Sumio laments his inability to protect the ones he loves and the two detectives confront Ayame. Ayame asks for Sumio to kill her as it is what she truly desires. Sumio tells her that he can't kill her even when she threatens to kill the children. The two begin to flirt once again while pointing guns at each other. Ayame declares that she is grateful for meeting Sumio before turning the gun on herself. Kamui's children however convince her not to shoot herself and she is taken into custody. Kamui is taken back to IMM Hospital and Ayame is discovered to be the true murderer, acting out of jealousy towards Kamui's other lovers. Sumio meets with Kusabi and Akira at IMM Hospital as they depart to their next assignment.

Sumio spends the entirety of {{CL|2}} on a stakeout with Kusabi of the Yukimura Estate following vague threats, presumably from the [[Mikumo Boys]]. The two detectives talk about various topics, including Sumio's attraction to Ayame despite her being a serial killer, Kusabi's money issues as well as complaining about how bored they are. Sumio and Kusabi are both approached by [[Tokio Morishima]] and share a quick interaction much to Sumio's annoyance.
Sumio and Kusabi are still staking out the Yukimura Estate at the beginning of {{CL|3}}. Sumio tells Kusabi a dark fairy tale that is a coded metaphor for his own childhood back in [[Mikumo]] ominously foreshadowing what is about to unfold. He rudely orders Akira to surveille the estate's perimeter. When Akira returns to the car the estate explodes. Kusabi tells Sumio to never forget this moment to which Sumio replies knowingly that he won't.

Following the kidnapping of [[Chairman Yukimura]] Sumio accompanies Kusabi and Akira to the [[Snow Tower]]. while there the detectives consider the Yukimura Zaibatsu board of directors to be suspects and discuss the case with Central Detective [[Michiru Kosaka]]. Later that night they discover the hanging corpse of [[Hanao Hiseki]] the alleged bomber of the Yukimura Estate. The detectives lament the suicide of their only lead but soon Central receives a video confirming that Yukimura is still alive. Sumio, Akira and Kusabi analyze the footage at a forensic lab and discover a coded demand for a diamond worth 600 billion yen to be delivered the following day.
The diamond is paid for by the Yukimura Zaibatsu effectively ruining the company financially. Akira is chosen to make the exchange at the [[Garbage Incineration Plant]]. However during the exchange the perpetrator [[Fuyuki]] commits suicide destroying the diamond in the process. Yukimura is later found and rescued at the plant but is found heavily sedated.

While the HCU attempts to figure out the motive behind the kidnapping, Sumio is seen to be meeting with Chairman Yukimura along Route 4 of Area A4. A few days later Sumio is missing at the HCU precinct. Chairman Yukimura returns to work only to trigger a remote explosive killing himself and the entire executive board, no other staff were killed.
On August 1st Sumio met with [[Tokio Morishima]] at the [[Harakiri Batting Center]]. Initially Sumio thought thought that the journalist was looking for Kusabi but Tokio insisted on speaking to Sumio. After some reluctance, Sumio explained his life to Tokio.

The following day Sumio is finally apprehended by Kusabi and Akira outside of [[Mikumo 77]]. As the three men watch Mikumo get destroyed Sumio explains his desire to [[Kill the Past]] and that his entire self was trapped in the past. The two former partners reminisce about their first encounter with each other as Sumio is arrested.

Shortly after the events of {{CL|4}} Sumio is still incarcerated due to the events of [[Case 3 Parade|case#03 Parade]]. While incarcerated he is interviewed by [[Sakura Natsume]] as part of her training. During their first interview Sumio showed himself to be cold, emotionless and unhelpful. Initially Sakura attempts to ask him about his crimes but he rebukes her arguing that analyzing the past is pointless in the context of investigating heinous crimes. He ascertains that searching for meaning in all things is an incorrect method of investigation much to Sakura's annoyance. Once Sakura mentioned [[Tetsugoro Kusabi]] however, his demeanor changed completely to something resembling his older 'self'. Sakura soon asks Sumio why a seasoned and respected detective would commit a crime like he did. Sakura tells Sumio that she believes crime is something that needs to be eradicated however Sumio argues that an inability to connect with your own inner darkness makes it impossible to understand the nature of crime and how crimes are committed.

Sakura later felt she needed to speak with Sumio again and continue their discussion. After convincing her instructor to let her interview him again Sakura conducted a second interview. Sakura began to ask him about [[Minato Sawaguchi|Jack the Ripper]] but instead of answering he merely criticized her makeup. This caused the overworked trainee to lose her temper and lash out at Sumio regarding the death of her close friend [[Kana Makina]]. This caused Sumio to laugh much to her surprise, he tells her that she sees things the way that he used to. Sumio described the events of the traumatic events of the [[Parade]] declaring that was the source of his own darkness. He elaborated that his life after the Parade was a battle to prevent his inner darkness from consuming him and that his revenge against [[Chairman Yukimura|Yukimura]] was his way of taking control of it instead. However even afterwards his darkness still existed and always would. Sakura tells Sumio the true reason for her second visit; that she wants his help to apprehend Jack the Ripper. The two then began to discuss the [[Shelter Kids]] and Sumio advises her to figure out her own connection to the shelters.

After the death of Minato Sawaguchi and the end of the Jack the Ripper case; Sakura meets Sumio in prison one last time. The two finished their discussion about inner darkness. She thanks him for his help as Sumio declares they probably will never meet again.

===Flower, Sun, and Rain===

A different version of Sumio, using the surname [[Sumio Mondo|Mondo]], appears as the protagonist of [[Flower, Sun, and Rain]]. He takes the role of an amnesiac searcher contracted by an unknown source to stop a terrorist bombing on the Micronesian island of Lospass. The details of how Sumio was released (or escaped) from prison are unknown. However, [[Tokio Morishima]] alludes to [[Tetsugoro Kusabi]]'s romantic feelings for Sumio Kodai and the fact that they "caused problems"; therefore, it can be inferred that Kusabi had some role in Sumio's release.

Ultimately, not only is it revealed that Sumio Mondo is in actuality Sumio Kodai, he is also revealed to be one of 16 cloned Mondo bodies originating from Eleki Island. Kodai specifically is one of 11 individuals who escaped the Eleki compound, known as the [[Eleven Children]]. The exact details of how Sumio and the other 10 children escaped from Eleki, as well as when these events take place chronologically in relation to the rest of Sumio's past, are unknown.

The ending text of the game reiterates Sumio's true identity: "The long day of Sumio Mondo has ended, and a new day for Sumio Kodai has started."

Following the events of Flower, Sun, and Rain, Sumio was re-integrated into the Heinous Crimes Unit, and worked on a number of cases. He and Kusabi investigated the "Hyena Shot" case, in which the imaginary hitman Genichiro Hara actually exists. The two eventually uncovered Hara's true identity. He later participated in the "Life & Money", "Animal Hunting", "Door Lock", "Angel X", and "Cut Doctor" cases.

In 2005, Sumio is once again working with the Heinous Crimes Unit. Sumio makes his first appearance in {{CR|3}} in the midst of a cryptic discussion at the [[Harakiri Batting Center]] with [[Shinko Kuroyanagi]]. The two exchange pleasantries and threats before Kuroyanagi asks what Sumio knows about [[Kosuke Kurumizawa]]. Their conversation however is cut short. Sumio returns in the subsequent {{CR|4}} as the lead protagonist. Sumio is shown speaking with a strange young girl named [[Alice]] at a bus stop in the [[Ward 24]]. She declares that they have reached the "end of despair" and that she willing to talk to Sumio about his problems. Sumio quickly rebuffs her causing her to claim that he isn't very nice. Alice then begins to speak cryptically about Sumio's desire to see somebody he [[Ayame Shimohira|loves]]. She claims that he cannot see them unless he "beats" her. She subjects Sumio to a nonsense quiz in which the answer is a joke. Sumio fails to answer correctly only for Alice to tell him that it is time for his "Punishment". A bus arrives and Sumio boards it. He is then accosted by a bizarre monster that ominously teases and warns him against meeting Kurumizawa. The Monster declares that it is going to eat him all the way down to the bone. Sumio gets off the bus at another stop where he begins to have a conversation with a double of himself. The two Sumios have a crytpic discussion about Kurumizawa and Sumio states "The wind enters my body".

Sumio is then seen at the Precinct 24 with [[Sakura Natsume]]. The two seem to be investigating Kurumizawa and are watching a tape he sent to the HCU. The tape shows Kurumizawa with a bloodied knife looming over the corpse of an anachronistically dressed woman. Sakura notes the seeming artificiality of Kurumizawa while Sumio argues that both Kurumizawa and the girl are real. Sakura and Sumio deduce that the video was a challenge to find the location in which it was filmed. Sakura goes to interview an [[Observer]] while Sumio visits the same forensic lab from {{CL|3}}. Sumio meets with [[Kira]], and the two go over the footage of Kurumizawa. Kira confirms that the footage is in fact real and figures out the location on the tape.

Sumio is then shown continuing his conversation with Kuroyanagi. Kuroyanagi explains that her partner [[Mokutaro Shiroyabu]] has disappeared while hunting for Kurumizawa. Sumio agrees to help, Kuroyanagi asks if Kusabi is able to help as well but Sumio tells her that he is currently in America and will be gone for "a while". Sumio explains that crime in Ward 24 has changed into a formless invisible kind of crime. Sumio tells Kuroyanagi that Kurumizawa is an observer and warns her that going up against him will kill her. The conversation moves to the topic of Kamui, which Sumio says has now "Become an idea".

Sakura and Sumio arrive at [[Mansion no 20]]; the alleged location from the tape. Sumio follows his instincts and locates Kurumizawa in room D203. Kurumizawa appears to them on the balcony of the apartment in a distorted form resembling a TV image. Sumio asks Kurumizawa if what he is experiencing is in fact reality. Kurumizawa speaks cryptically and declares that he can see the world of the dead. Sumio begins to get frustrated at Kurumizawa's indirect answers to his questions. Kurumizawa explains that he is now on a higher level of existence and cannot bring himself down to Sumio's level. Sumio asks what he plans to observe next and Kurumizawa ominously answers "Your Life Weight". Sumio figures out that Kurumizawa has no physical form and attempts find out what he can see past his "observations". Kurumizawa simply replies "Hallelujah". The two detectives are dumbstruck and unable to fully comprehend what exactly had transpired. They find that the "corpse" was merely a mannequin and that Kurumizawa's thoughts changed it into a corpse. Sumio then proceeds to make contact with Kurumizawa.

Sumio is next seen at the [[Model House]] sitting across from Ayame Shimohira. The two share vague pleasantries as he expresses his wishes to stay with her and leave everything else behind him. She however reminds him that she needs to pay her rent. It is unclear whether this meeting really happened or if Sumio was peeking into the [[Other Side]] using Kurumizawa's power. Sumio makes his final appearance interrupting the conversation Kurumizawa and [[Mokutaro Shiroyabu]] were having. He shoots Shiroyabu in the head and states "Kamui can fuck off."

==Appearance and Personality==
Tetsugoro Kusabi generally talks rudely and coarsely, not giving much regard to what anybody else thinks about him; yet at the same time, he does this with a laid-back attitude that suggests that he isn't very serious about it. Despite his arrogance about his methods, he is a very accomplished detective. He has a soft side for his daughter Toriko, who he cares about deeply. He's also shown to be rather bad at handling money, as midway through the game he loses a bet over horse racing and begins asking other members of the Unit to lend him 50,000 yen that he needs, which becomes somewhat of a running joke to the point that he's still asking for the money two years later in ''Flower, Sun, and Rain''.

Kusabi is close friends with [[Sumio Kodai]], to the point that Tokio Morishima believes Kusabi to be gay, despite being married to a woman. While the status of their relationship is unclear, Kusabi does go to great lengths to find Sumio in ''Flower, Sun, and Rain'' and speaks with him privately at several points in ''The Silver Case''. Kusabi also takes a liking to [[Akira]], giving him "Big Dick" as an affectionate nickname.

Despite his rude, grizzled demeanor, Kusabi might be one of the most honest and good-hearted characters in the series. For example, when [[Michiru Kosaka]] confides in Kusabi that he is conflicted over whether their actions are the right thing to do, Kusabi responds with both understanding, but also advice to try to keep investigation simple and not get caught up in anxiety. In the climax of ''The Silver Case'', he guides Akira towards dealing with his past through philosophical instruction on dealing with inner darkness and seizing inner light.

===Backstory===
In 1979, Kusabi, then a Regional Investigation Unit Special Agent, was involved in the event known as [[The Silver Case (event)|The Silver Case]], in which [[Ginji Nakane]], chairman of the [[TRO]]/[[CCO]] Alliance, was assassinated by [[Format Kamui]] in front of the TTV Station. Publicly, Kusabi arrested Kamui; however, as Kamui was actually killed, it is believed that Kusabi killed Kamui. Yet, Kusabi's personal version of the events maintain that Kusabi merely stood and watched as Kamui was killed by members of the Alliance, and had his [[silver eye]] stolen by [[Uminosuke Hachisuka]]. Regardless of the truth, Kusabi was promoted to the Security Department where he remained until 1990, when he became one of the founding members of the Heinous Crimes Unit.

In February of 1991, Kusabi and [[Shigeo Ishikawa]] headed the "Running Off" case, and faced off against violent bank robbers. In November of 1992, [[Sawa Kobayakawa]] and Ishikawa were killed by the [[Tsubaki Syndicate]]. Kusabi and [[Kiyoshi Morikawa]] took revenge against the syndicate, and made Tsubaki himself take responsibility. In December of 1994, he met [[Sumio Kodai]], a new recruit to the Unit. They became very close partners and makeup the sub-Unit 2. In December of 1996, Kusabi and Morikawa headed the "Still Town" case, during which they closed off and cleaned areas that had devolved into slums. The two completely wiped out a group of young criminals. In July of 1998, Kusabi and Sumio investigated the death of a truck driver in the "Gas Kids" Exhaust Fume Serial Murder Case.

In {{CL|0}}, in 1999, while driving through Area E3 late at night, Kusabi is fired upon by a crazed [[Ryo Kazan]] with a pistol. Kusabi calls for reinforcements and is reacquainted with his old associate [[Daigo Natsume]]. The two briefly speak of their families as the [[Republic]] force begin their operation. Kusabi and the Republic security force track Kazan down to the nearby [[Cauliflower]] building. The operation culminates in a standoff on the roof of the Cauliflower building. Republic member [[Akira]] hesitates in shooting Ryo but Kusabi arrives, shoots him dead and proceeds to fire four additional shots into him. Immediately after, [[Rumi Toba]] picks up Ryo's discarded pistol and begins rambling incoherently about [[Kamui Uehara|Kamui]], before being shot to death herself. Kusabi met with Akira for the first time in this incident, who Kusabi called a "chinchilla". As he left the Cauliflower building he began to ruminate on what Rumi had said, letting his mind drift back to [[The Silver Case (event)|the Silver Case]].

[[Case 1 Decoyman|Two months on]] from the Cauliflower incident, Kusabi secretly meets his associate, [[Ryu Munakata]], at the [[Harakiri Batting Center]]. Munakata warns him that Kamui is going to "make a move". This ends up being metaphorically true, as although Kamui himself remained an empty shell, [[Ayame Shimohira]]'s actions reignited the idea of Kamui in the public eye of [[Ward 24]]. Kusabi helps investigate for part of this case, but is later given a paid vacation along with his wife by [[Shinji Kotobuki]], so he is absent for the conclusion.

Kusabi spends [[Case 2 Spectrum|a while]] with Sumio doing a stakeout on [[Chairman Yukimura]]'s house, which pays off when it explodes in {{CL|3}}. Kusabi investigates into the motives with Akira and discovers that Sumio headed the operation; Kusabi arrests him, but continues to [[Case 4 Kamuidrome|regularly]] talk to him, seemingly informing him about the [[Shelter Kids Policy]] and the concepts of light and darkness.

During {{CL|5}}, Kusabi seems to act based off of lots of unknown information that he either has obtained or has had the whole time. Speaking with Shinji Kotobuki on the roof of the precinct, they come to some agreement about how to proceed, after which Kusabi shoots and kills him. Later on, Akira and [[Sakura Natsume]] encounter him in the [[IEDU Building]], where he tells them that he plans on "disappearing for a while". After this, [[Morichika Nakategawa]] says that should anyone locate Kusabi, they can kill him on site, suggesting that Kusabi is on the run from the law. Kusabi heads into the Ward 24's underground, where he shoots and kills [[Kiyoshi Morikawa]]. He meets up with Akira in the [[Shelter]] and explains lots of information about the Silver Case, Kamui and Ward 24. They journey together from the underground to the [[TV Tower]] and kill [[Nezu]].

Despite Nakategawa's order, Kusabi is shown peacefully chatting at a public cafe in {{CL|!}} and takes on more cases after the events of ''The Silver Case'', suggesting that he peacefully integrated back into the Heinous Crimes Unit.

However, he has another purpose there, and disguises himself as a truck driver named '''Peter Bockwinkel''' (ピーター・ポックウィンクル, romanized as "Peter Bocchwinkurr" in the official translation). Kusabi, as Bockwinkel, acts as an agent sent by "The Commission" to meet with searcher [[Sumio Mondo]] - actually Sumio Kodai - and direct him to the [[Flower, Sun, and Rain (hotel)|Flower, Sun, and Rain]] hotel, where his services have been hired. After agreeing on "Peter"'s cut of Mondo's pay, they part ways. Curiously, as Peter, Kusabi appears to have a [[silver eye]], which [[Catherine]] is able to [[jack-in]] to.

In the final chapter of the game, Mondo boards an airplane to leave Lospass, where he re-encounters Bockwinkel, the only other passenger on board. During the flight, Bockwinkel heckles Mondo into remembering his true identity as Sumio Kodai; after this realization, Bockwinkel is seen to be Kusabi. Due to Sumio Mondo being an unreliable narrator, it is unclear if Kusabi was actually disguised as Peter (as certain dialogue suggests - "This costume is so hot, I can hardly take it!"), or if Sumio was merely seeing Kusabi as Peter.

During [[06 white out|#06 white out]], in 2003, Kusabi is officially missing, and the authorities are unable to get ahold of him. However, he is actually doing independent investigations in his original position as a Regional Investigation Unit agent. He saves Akira from [[Mokutaro Shiroyabu]] underground when he shoots the latter in the ear, as Kusabi is looking into the same case that they are: that of the [[Joker]]. He gives the two a hint on how to proceed with the investigation and disappears.

Tetsu later appears at the [[Hachisuka Dome]] after the Joker's attempted suicide. He speaks in a way that makes it unclear whether he is talking to the police officer Shiroyabu or to the Joker, claiming that "Michiru killed [Shiro]" despite Michiru Kosaka not being present. Kusabi reveals Shiro's real name and the truth of his birth to him (that being that he is the son of Kamui). After this, Kusabi leaves Shiro to [[Hatoba]] to deal with.

Kusabi is not present at all for the main game of ''The 25th Ward''. Sumio says that he is currently in the States, but no further information is given on what he is doing there.

Kusabi is only mentioned in one of [[07 black out|#07 black out]]'s endings, No. 100, "Go and see Kusabi". In this ending, Kusabi's body is buried under the sea under [[Ward 26]] in the future. [[Uehara]] rescues Kusabi's sleeping body, bringing an end to the war. Kusabi presumably goes along with Uehara to Ward 27 on the spacetime ship Natsume, but it cannot be said for certain.

He warns Travis that Kamui is dangerous, remarks on Travis' bloodlust, and leaves before Uehara returns.

==Appearance and Personality==
Morikawa has a confounding personality to most, as he is often perceived as lazy, strange or volatile. He is at times rude or aggressive, but not nearly as frequently as his friend and colleague [[Tetsugoro Kusabi]]. Morikawa is actually a very skilled veteran investigator, and tends to be doing more work behind-the-scenes than others would realize. He has a troubled relationship with his partner, [[Chizuru Hachisuka]], but they harbor feelings for each other.

Morikawa was originally one of Kusabi's colleagues in the Regional Investigation Unit, and later became one of the founding members of the HC Unit. During the events of ''The Silver Case'', Morikawa is doing an investigation into the truth about [[The Silver Case (event)|the Silver Case]] for [[Shinji Kotobuki]]. This information is referred to as "Silver Case reports", but this investigation is kept in the background of the group's main cases.

In November of 1992, [[Sawa Kobayakawa]] and [[Shigeo Ishikawa]] were killed by the [[Tsubaki Syndicate]]. Morikawa and Kusabi took revenge against the syndicate, and made Tsubaki himself take responsibility. In December of 1996, Morikawa and Kusabi headed the "Still Town" case, during which they closed off and cleaned areas that had devolved into slums. The two completely wiped out a group of young criminals.

Morikawa first appears in {{CL|1}} in the [[sewer]]s, investigating the body of [[Yuka Kawai]] with most of the rest of the Unit. He also delivers a letter to Kusabi from [[Ryu Munakata]]. Morikawa's biggest role is in {{CL|2}}, in which he irritates Chizuru with his treatment of her, prompting her to attempt to get him transferred. Kotobuki refuses, and Morikawa and Chizuru deal with their strained relationship in the background of the case. It is also implied that they have been having sexual relations. Around the same time Morikawa is tasked with [[Akira|Akira's]] induction into the Heinous Crimes Unit, in which he administers the 100 Question Kumite. In {{CL|3}} Morikawa aids in the Yukimura investigation behind the scenes making brief appearances. Morikawa is next seen in {{CL|4}} discussing recent missing persons cases with [[Morichika Nakategawa|Nakategawa]]. He displays a more lecherous side of his personality while watching popular idol [[Sayaka Bayan|Sayaka Bayan's]] tapped apartment and is taken aback by Chizuru's harshness following Bayan's suicide. He later watches the [[Method Tank]] countdown with the other HCU detectives.

Morikawa makes his first appearance in {{CL|5}} during the HCU raid on the [[IEDU Building]]. He tells Akira and [[Sakura Natsume]] that he has been tasked with killing Kusabi by the late Kotobuki. He then goes on to discuss the true nature of [[Kamui Uehara|Kamui]] but quickly stops himself. He is later seen at the underground platform [[Thanatos]] where he urges Akira to "Seek out Kamui with your mind's eye." and claims this will be their last meeting due to a coming war. He tells Akira that everything is written down in his notebook, which he had earlier entrusted to [[Tokio Morishima]]. Following his conversation with Akira he is shot in the head and killed by Kusabi.

In ''[[Flower, Sun, and Rain]]'', Tokio reveals that the notebook he received from his "friend with the shades" was actually blank. He would later come to realize that Morikawa wished for him to "succeed" him. In their last conversation, he told Tokio "Keep at it, don't give up".
