Sakaki is an enthusiastic rookie investigator. She approaches things with curiosity and is not afraid to speak her mind, such as when she was grossed out by the details of Kurumizawa&#039;s autopsy. She is uncomfortable in the lifeless environment of the [[25th Ward]], and says she would rather live somewhere with warmth. She is said to be very skilled at her job.&lt;br /&gt;

Sakaki first appears in {{CR|1}}, investigating the death of [[Milu Yuzuki]] at the [[Bayside Towerland]] apartments. She arrived on the scene with her partner, [[Mokutaro Shiroyabu]], and [[Uehara]], who was posing as a building manager. She went over the details of the building administrator [[Kosuke Kurumizawa]]&#039;s death. When they arrived at the 75th Floor, she commented on the gigantic population of the building complex, and how despite that the place did not feel lived in. Upon arriving, they examined the crime scene, and the prominent blood splatters on the ceiling. Sakaki questioned whether Milu&#039;s death was really a suicide. She noticed a small hole in the ceiling, which revealed several beams of light when the room was darkened. Sakaki stood under the light, and was killed after being impaled by a delivery man&#039;s pin stick.&lt;br /&gt;

As a young man, Shinkai Tsuki was a hot-headed street punk. He picked a fight with [[Ishiki]], a member of the [[Okiai Syndicate]]. After being beaten by him, Tsuki was taken in by Ishiki and joined the syndicate. His backstory is seen through a flashback in {{MM|4}}, during Tsuki&#039;s fourth year with the syndicate. He meets Ishiki at the Okiai office, telling him that another criminal group, the Amihama Syndicate, has dissolved and left [[Ward 24]]. The two express their doubts about [[Shigino]] being brought on as an advisor by the boss. Shigino arrives, and he and Ishiki leave for a meeting. Tsuki falls asleep at the office, and is woken up by Ishiki&#039;s arguing from the other room. Ishiki enters and the two leave for Club Marine Blue. There they discuss how they met, and how their town is going to be absorbed into the soon-to-be-built [[25th Ward]].&lt;br /&gt;

The next day, Tsuki meets Ishiki and Shigino at the office. Shigino asks Tsuki to bring a package to the syndicate warehouse near the bay. At the warehouse, Tsuki is confronted by [[Junji Isoguchi]] and his goons, who reveal that Tsuki is there for a drug deal. The police arrive and arrest the group, finding drugs in the package. Tsuki&#039;s arrest eventually leads to the dissolution of the Okiai Syndicate. During his time in prison, Tsuki is scouted for the [[Republic]] security force by [[Daigo Natsume]]. He trains alongside [[Haruhiko Inomata]], [[Kenichi Sakamoto]], and [[Akira]], but due to a training accident he is placed in rehabilitation, during which the members of Republic were murdered by [[Ayame Shimohira]] posing as [[Kamui Uehara]]. Again left with nowhere to go, Tsuki is taken in by [[Tetsuo Kiryu]], and joins the [[Regional Adjustment Bureau]].&lt;br /&gt;

By 2005, Tsuki was assigned to work alongside [[Yotaro Osato]]. Tsuki first appears in {{MM|1}} at Seaside Park, where he scolds Osato for his eating habits. The two head to the [[Bayside Towerland]] apartments to make contact with [[Kamoguchi]], the [[diver]] assigned to the building. The two enter posing as [[Heinous Crimes Unit]] detectives investigating the death of [[Milu Yuzuki]] and subsequent slaughter of the building&#039;s delivery men by the HCU. They go to Milu&#039;s room, and question what caused the delivery men to go crazy. They discover a phone number, and upon calling it hear the voice of [[Sakura Natsume]] speaking to them. She comments on the amount of people becoming involved in the incident, which acts as an omen for the return of Kamui. She ends the call by saying that Kamui will &amp;quot;Kill The Life&amp;quot;. After being unable to trace the call, they head to Kamoguchi&#039;s room, where they&#039;ll wait to also meet with the surviving delivery men. Tsuki questions Kamuguchi about the incident, who tells him that the presence of a large amount of criminal power caused the delivery men to go out of his control. Tsuki tries to calm Kamoguchi down, and says that they&#039;ll escort him to the bureau office. Osato misinterprets this, and kills Kamoguchi with a gunshot to the head, &amp;quot;escorting&amp;quot; him to the afterlife. Tsuki snaps at Osato for his reckless behavior, and the two scramble to hide the body in a nearby dresser. The delivery men [[Iijima]] and [[Sakashita]] arrive, and are suspicious of Kamoguchi&#039;s absence. They reveal that they received a phone call from a man warning them about who they are about to meet. Tsuki calms them down and asks them to head to the bureau with them, when Kamoguchi&#039;s body falls out and is discovered. Tsuki and Osato quickly dispose of the two, with Tsuki slitting Ijima&#039;s throat with his knife. Tsuki continues scolding Osato for causing this situation. A dying Iijima warns Tsuki that he&#039;ll be dead soon, before Tsuki finishes him off. They contact the Cleaning Department to handle the bodies, when Iijima&#039;s phone starts ringing. The voice on the phone warns them that the 25th Ward is done, and that the hunters are about to become the hunted. [[Maejima]] arrives to clean the scene, and the two head back to the office. Tsuki apologizes to Kiryu, who tells him that the incident was able to be covered up. He warns Tsuki to take proper care of Osato, since he isn&#039;t just a random staff member. Kiryu orders Tsuki to continue the investigation into the incident, and work to &amp;quot;Save The Life&amp;quot; of the 25th Ward.&lt;br /&gt;
&lt;br /&gt;
In {{MM|2}}, Tsuki is briefed with the others about the stabbing of [[Judah Law]] by [[Tomiko Ozuya]], who then died by injecting herself with the [[Bloody High]] drug. The group is also informed about the apparent suicide of the famous diver [[Yasushi Kamijo]]. Kiryu orders Tsuki and Osato to investigate the phone call from earlier, which were narrowed down to a 25th Ward resident named [[Tomoya Shonai]]. Tsuki speaks with [[Yabukawa]] in the smoking room, where they discuss Yabukawa&#039;s relationship with Kamijo, and Tsuki&#039;s duty of taking care of Osato. Tsuki and Osato head to Shonai&#039;s apartment, where Tsuki uses the [[Catherine Nano]] for the first time to enter the building. Upon reaching the room, they&#039;re surprised by Shonai, who claims that Kamui will return to upend the society of the 25th Ward. He tells them to retrieve a key using the terminal in his room, to find a hint connected to Kamui. Shonai then kills himself by injecting Bloody High. They locate the key, and then head to have it appraised by [[Okamoto]]. The key leads them to a multi-tenant building, where they stumble upon a church for the members of the [[Kamui Fan Club (Pending)]]. Their leader, [[Yasushi Engawa]], tells them that they are a group dedicated to Kamui&#039;s return, and that he has invited them there to sacrifice them to help summon Kamui. Tsuki and Osato are unfazed by his threats, and begin to slaughter the members of the club. They then call Maejima to take Engawa in for &amp;quot;cleaning&amp;quot;. Back at the office, they learn from [[Ichigaya]] that Engawa was being fed information from someone calling themselves the &amp;quot;Translator&amp;quot;. Near the end of his interrogation, Engawa repeated the words &amp;quot;Ocean&amp;quot; and &amp;quot;Planetarium&amp;quot;, which directs them to investigate the newly built Seaside Planetarium. At the planetarium, Tsuki and Osato meet the Translator, [[Mitsuki Haijima]]. Haijima cryptically tells them that a present is waiting for them at the office, before disappearing in a flash of light. Back at the bureau, Tsuki finds [[Sasatani]] alone, having split up from Yabukawa to investigate different members of the HCU. By tracking Yabukawa&#039;s signal, they find him outside the front door, having bled to death.&lt;br /&gt;

In {{MM|3}}, Tsuki is ordered by Kiryu to look into Yabukawa&#039;s death, and is told to let Osato move more freely to lure out the enemy. Osato shares his chatroom correspondence with [[Slash]], which points them to Akihiko Alley. Once there, they meet the informant [[Akihiko Ishizuka]], who directs them to the Thousand Hotel, where the Okiai Syndicate will be waiting for them. Tsuki and Sasatani enter the hotel, while Osato remains as back-up. Haijima speaks to them over the intercom, guiding them through the maze-like building to the 25th floor. Once there, Haijima introduces Tsuki to Shigino, who is now controlling the Okiai Syndicate. Tsuki threatens him, but is shot by Sasatani and chained up. Tsuki is reunited with Ishiki, who claims to be helping Shigino. Sasatani urges Ishiki to kill Tsuki, but he ignores him and leaves. Sasatani prepares to shoot Tsuki, and is killed by Osato. Now rescued, Tsuki recieves a call from Ichigaya, informing them about their next target for adjustment, [[Tokio Morishima]].&lt;br /&gt;

In {{MM|4}}, Tsuki relays his past to Osato on their way to the bureau. Once there, he discusses Sasatani&#039;s betrayal with Kiryu, who urges him to confront the remnants of the Okiai Syndicate and kill his past. The next day, Tsuki and Osato head to the port, where they take over for Ichigaya to stakeout Tokio&#039;s boat. On the boat, they look through Tokio&#039;s things until he finally arrives. Tsuki offers Tokio a way out of being adjusted if he agrees to help them later. Back at the office, Tokio emails them with cracked passwords, letting them learn about an Okiai Syndicate meeting taking place the following night. The next day, Tsuki, Osato, and fellow bureau members [[Nango]] and [[Mitsumoto]] prepare to raid the meeting at Resturant Full Moon, which will be followed with back-up from the delivery men. After their signal is jammed, Tsuki infiltrates the building and makes his way to the meeting room to signal the delivery men. After regrouping with Nango and Mitsumoto, they storm the room to find it empty. With the signal jammed, the delivery men begin their adjustment of the restaurant patrons. Nango and Mitsumoto leave to try and stop them, while Tsuki branches off to look for Osato. He meets Ishiki, and holds him at knife-point. Ishiki reveals his reasons for working with Shigino, as the Okiai Syndicate was doomed to fail, and Shigino offered a deal with the police to keep the underground framework of the Syndicate alive. Ishiki expresses his regret for sacrificing Tsuki, and offers him the chance to kill him as repayment. As Tsuki struggles with what to do, Osato arrives and shoots Ishiki without hesitation. Tsuki realizes that Osato is Shigino&#039;s target, and that something has changed about Osato since they arrived. Osato says that he feels refreshed, and that he can see the world clearly now, revealing his two awakened [[silver eye|silver eyes]].&lt;br /&gt;

In {{MM|5}}, Tsuki is shocked at Osato&#039;s appearance, before he is drugged by Mitsumoto and sent to the lab. At the office, Tsuki apologizes to Kiryu for the failed mission. Kiryu gives him a leave of absence, and points him to an art museum in the ward. Tsuki finds Haijima&#039;s name on the ticket, and recognizes it as a sign from the chief. At the museum, Tsuki finds a secret passage in the director&#039;s office which leads him directly to Haijima, who congratulates him. Haijima reveals that he is behind the 25-Today tabloid, of which Tsuki is a reader, and has been leaking information through his articles. He confirms that Osato was the target of the trap set at the restaurant, which also served as a way to dispose of Ishiki. Tsuki accuses Haijima of being behind everything they had encountered so far, including the phone call from Sakura, which Haijima dodges. He says that he was simply acting with Shigino&#039;s desires to stoke tension in the 25th Ward, before ingesting poison and killing himself. At Seaside Park, Tsuki meets with Maejima, who tells him that Osato has been taken from the lab. Maejima suspects that Osato was allowed to be taken, and that the Postal Federation was involved. Maejima leaves to have his chip removed and to flee the 25th Ward. At the office, Tsuki meets up with Nango and Mitsumoto, who tell him that the chief and Ichigaya have gone missing. In the smoking room, Tsuki and Nango question the nature of their jobs and if they are really benefiting society. They receive another message from Tokio, which leads them to the under-construction Sunset Building. Tsuki heads to meet with Ishizuka again, who gives him documents containing information on the lab&#039;s research into criminal power, and that Osato&#039;s innate criminal power was awakened to test the spread of criminal power in the ward. Tsuki agrees to be the one to eliminate Osato if it&#039;s necessary. The group head to the Sunset Building, where they encounter Shigino and his men. Nango and Mitsumoto hold off the others while Tsuki goes ahead to the roof to corner Shigino. There he finds Shigino with Osato restrained and hooked up to a machine. Shigino reveals that he was contracted by the ward office to shake up the RA Bureau. Shigino claims to have no interest in the political implications, and is truly motivated by his own deep infatuation with Tsuki and a desire to see him in pain. Shigino activates the machine, which begins painfully extracting Osato&#039;s criminal power. Tsuki slits Shigino&#039;s throat, killing him, and stops the machine by calling out Osato&#039;s name using the Catherine Nano. He speaks with a projection of Osato, who apologizes for the trouble he caused. Osato tells Tsuki that he&#039;s in pain, and asks to be killed by him. Osato tells Tsuki to keep living, and says goodbye.&lt;br /&gt;

After Osato&#039;s death, Tsuki and the others hide his body in an unknown location, to prevent it from being used again. Later, Tsuki arrives at the office of Mayor [[Kenichiro Mikoshiba]], who tells him that everything he experienced was an experiment controlled by him, to test the effects of a clash between the opposing powers of the city. He asks Tsuki to reveal where Osato&#039;s body is hidden, so that his data can be extracted for the new generation of Kamui. He offers Tsuki power and money in exchange, and tells him this is part of his work with the RA Bureau. Tsuki refuses, and tells him he is quitting the bureau. Afterwards, Tsuki leaves the 25th Ward.&lt;br /&gt;

As a young man, Shinkai Tsuki was a hot-headed street punk. He picked a fight with [[Ishiki]], a member of the [[Okiai Syndicate]]. After being beaten by him, Tsuki was taken in by Ishiki and joined the syndicate. His backstory is seen through a flashback in {{MM|4}}, during Tsuki&#039;s fourth year with the syndicate. He meets Ishiki at the Okiai office, telling him that another criminal group, the Amihama Syndicate, has dissolved and left [[Ward 24]]. The two express their doubts about [[Shigino]] being brought on as an advisor by the boss. Shigino arrives, and he and Ishiki leave for a meeting. Tsuki falls asleep at the office, and is woken up by Ishiki&#039;s arguing from the other room. Ishiki enters and the two leave for Club Marine Blue. There they discuss how they met, and how their town is going to be absorbed into the soon-to-be-built [[25th Ward]].&lt;br /&gt;

The next day, Tsuki meets Ishiki and Shigino at the office. Shigino asks Tsuki to bring a package to the syndicate warehouse near the bay. At the warehouse, Tsuki is confronted by [[Junji Isoguchi]] and his goons, who reveal that Tsuki is there for a drug deal. The police arrive and arrest the group, finding drugs in the package. Tsuki&#039;s arrest eventually leads to the dissolution of the Okiai Syndicate. During his time in prison, Tsuki is scouted for the [[Republic]] security force by [[Daigo Natsume]]. He trains alongside [[Haruhiko Inomata]], [[Kenichi Sakamoto]], and [[Akira]], but due to a training accident he is placed in rehabilitation, during which the members of Republic were murdered by [[Ayame Shimohira]] posing as [[Kamui Uehara]]. Again left with nowhere to go, Tsuki is taken in by [[Tetsuo Kiryu]], and joins the [[Regional Adjustment Bureau]].&lt;br /&gt;

By 2005, Tsuki was assigned to work alongside [[Yotaro Osato]]. Tsuki first appears in {{MM|1}} at Seaside Park, where he scolds Osato for his eating habits. The two head to the [[Bayside Towerland]] apartments to make contact with [[Kamoguchi]], the [[diver]] assigned to the building. The two enter posing as [[Heinous Crimes Unit]] detectives investigating the death of [[Milu Yuzuki]] and subsequent slaughter of the building&#039;s delivery men by the HCU. They go to Milu&#039;s room, and question what caused the delivery men to go crazy. They discover a phone number, and upon calling it hear the voice of [[Sakura Natsume]] speaking to them. She comments on the amount of people becoming involved in the incident, which acts as an omen for the return of Kamui. She ends the call by saying that Kamui will &amp;quot;Kill The Life&amp;quot;. After being unable to trace the call, they head to Kamoguchi&#039;s room, where they&#039;ll wait to also meet with the surviving delivery men. Tsuki questions Kamuguchi about the incident, who tells him that the presence of a large amount of criminal power caused the delivery men to go out of his control. Tsuki tries to calm Kamoguchi down, and says that they&#039;ll escort him to the bureau office. Osato misinterprets this, and kills Kamoguchi with a gunshot to the head, &amp;quot;escorting&amp;quot; him to the afterlife. Tsuki snaps at Osato for his reckless behavior, and the two scramble to hide the body in a nearby dresser. The delivery men [[Iijima]] and [[Sakashita]] arrive, and are suspicious of Kamoguchi&#039;s absence. They reveal that they received a phone call from a man warning them about who they are about to meet. Tsuki calms them down and asks them to head to the bureau with them, when Kamoguchi&#039;s body falls out and is discovered. Tsuki and Osato quickly dispose of the two, with Tsuki slitting Ijima&#039;s throat with his knife. Tsuki continues scolding Osato for causing this situation. A dying Iijima warns Tsuki that he&#039;ll be dead soon, before Tsuki finishes him off. They contact the Cleaning Department to handle the bodies, when Iijima&#039;s phone starts ringing. The voice on the phone warns them that the 25th Ward is done, and that the hunters are about to become the hunted. [[Maejima]] arrives to clean the scene, and the two head back to the office. Tsuki apologizes to Kiryu, who tells him that the incident was able to be covered up. He warns Tsuki to take proper care of Osato, since he isn&#039;t just a random staff member. Kiryu orders Tsuki to continue the investigation into the incident, and work to &amp;quot;Save The Life&amp;quot; of the 25th Ward.&lt;br /&gt;

In {{MM|2}}, Tsuki is briefed with the others about the stabbing of [[Judah Law]] by [[Tomiko Ozuya]], who then died by injecting herself with the [[Bloody High]] drug. The group is also informed about the apparent suicide of the famous diver [[Yasushi Kamijo]]. Kiryu orders Tsuki and Osato to investigate the phone call from earlier, which were narrowed down to a 25th Ward resident named [[Tomoya Shonai]]. Tsuki speaks with [[Yabukawa]] in the smoking room, where they discuss Yabukawa&#039;s relationship with Kamijo, and Tsuki&#039;s duty of taking care of Osato. Tsuki and Osato head to Shonai&#039;s apartment, where Tsuki uses the [[Catherine Nano]] for the first time to enter the building. Upon reaching the room, they&#039;re surprised by Shonai, who claims that Kamui will return to upend the society of the 25th Ward. He tells them to retrieve a key using the terminal in his room, to find a hint connected to Kamui. Shonai then kills himself by injecting Bloody High. They locate the key, and then head to have it appraised by [[Okamoto]]. The key leads them to a multi-tenant building, where they stumble upon a church for the members of the [[Kamui Fan Club (Pending)]]. Their leader, [[Yasushi Engawa]], tells them that they are a group dedicated to Kamui&#039;s return, and that he has invited them there to sacrifice them to help summon Kamui. Tsuki and Osato are unfazed by his threats, and begin to slaughter the members of the club. They then call Maejima to take Engawa in for &amp;quot;cleaning&amp;quot;. Back at the office, they learn from [[Ichigaya]] that Engawa was being fed information from someone calling themselves the &amp;quot;Translator&amp;quot;. Near the end of his interrogation, Engawa repeated the words &amp;quot;Ocean&amp;quot; and &amp;quot;Planetarium&amp;quot;, which directs them to investigate the newly built Seaside Planetarium. At the planetarium, Tsuki and Osato meet the Translator, [[Mitsuki Haijima]]. Haijima cryptically tells them that a present is waiting for them at the office, before disappearing in a flash of light. Back at the bureau, Tsuki finds [[Sasatani]] alone, having split up from Yabukawa to investigate different members of the HCU. By tracking Yabukawa&#039;s signal, they find him outside the front door, having bled to death.&lt;br /&gt;

In {{MM|3}}, Tsuki is ordered by Kiryu to look into Yabukawa&#039;s death, and is told to let Osato move more freely to lure out the enemy. Osato shares his chatroom correspondence with [[Slash]], which points them to Akihiko Alley. Once there, they meet the informant [[Akihiko Ishizuka]], who directs them to the Thousand Hotel, where the Okiai Syndicate will be waiting for them. Tsuki and Sasatani enter the hotel, while Osato remains as back-up. Haijima speaks to them over the intercom, guiding them through the maze-like building to the 25th floor. Once there, Haijima introduces Tsuki to Shigino, who is now controlling the Okiai Syndicate. Tsuki threatens him, but is shot by Sasatani and chained up. Tsuki is reunited with Ishiki, who claims to be helping Shigino. Sasatani urges Ishiki to kill Tsuki, but he ignores him and leaves. Sasatani prepares to shoot Tsuki, and is killed by Osato. Now rescued, Tsuki recieves a call from Ichigaya, informing them about their next target for adjustment, [[Tokio Morishima]].&lt;br /&gt;

In {{MM|4}}, Tsuki relays his past to Osato on their way to the bureau. Once there, he discusses Sasatani&#039;s betrayal with Kiryu, who urges him to confront the remnants of the Okiai Syndicate and kill his past. The next day, Tsuki and Osato head to the port, where they take over for Ichigaya to stakeout Tokio&#039;s boat. On the boat, they look through Tokio&#039;s things until he finally arrives. Tsuki offers Tokio a way out of being adjusted if he agrees to help them later. Back at the office, Tokio emails them with cracked passwords, letting them learn about an Okiai Syndicate meeting taking place the following night. The next day, Tsuki, Osato, and fellow bureau members [[Nango]] and [[Mitsumoto]] prepare to raid the meeting at Resturant Full Moon, which will be followed with back-up from the delivery men. After their signal is jammed, Tsuki infiltrates the building and makes his way to the meeting room to signal the delivery men. After regrouping with Nango and Mitsumoto, they storm the room to find it empty. With the signal jammed, the delivery men begin their adjustment of the restaurant patrons. Nango and Mitsumoto leave to try and stop them, while Tsuki branches off to look for Osato. He meets Ishiki, and holds him at knife-point. Ishiki reveals his reasons for working with Shigino, as the Okiai Syndicate was doomed to fail, and Shigino offered a deal with the police to keep the underground framework of the Syndicate alive. Ishiki expresses his regret for sacrificing Tsuki, and offers him the chance to kill him as repayment. As Tsuki struggles with what to do, Osato arrives and shoots Ishiki without hesitation. Tsuki realizes that Osato is Shigino&#039;s target, and that something has changed about Osato since they arrived. Osato says that he feels refreshed, and that he can see the world clearly now, revealing his two awakened [[silver eye|silver eyes]].&lt;br /&gt;

In {{MM|5}}, Tsuki is shocked at Osato&#039;s appearance, before he is drugged by Mitsumoto and sent to the lab. At the office, Tsuki apologizes to Kiryu for the failed mission. Kiryu gives him a leave of absence, and points him to an art museum in the ward. Tsuki finds Haijima&#039;s name on the ticket, and recognizes it as a sign from the chief. At the museum, Tsuki finds a secret passage in the director&#039;s office which leads him directly to Haijima, who congratulates him. Haijima reveals that he is behind the 25-Today tabloid, of which Tsuki is a reader, and has been leaking information through his articles. He confirms that Osato was the target of the trap set at the restaurant, which also served as a way to dispose of Ishiki. Tsuki accuses Haijima of being behind everything they had encountered so far, including the phone call from Sakura, which Haijima dodges. He says that he was simply acting with Shigino&#039;s desires to stoke tension in the 25th Ward, before ingesting poison and killing himself. At Seaside Park, Tsuki meets with Maejima, who tells him that Osato has been taken from the lab. Maejima suspects that Osato was allowed to be taken, and that the Postal Federation was involved. Maejima leaves to have his chip removed and to flee the 25th Ward. At the office, Tsuki meets up with Nango and Mitsumoto, who tell him that the chief and Ichigaya have gone missing. In the smoking room, Tsuki and Nango question the nature of their jobs and if they are really benefiting society. They receive another message from Tokio, which leads them to the under-construction Sunset Building. Tsuki heads to meet with Ishizuka again, who gives him documents containing information on the lab&#039;s research into criminal power, and that Osato&#039;s innate criminal power was awakened to test the spread of criminal power in the ward. Tsuki agrees to be the one to eliminate Osato if it&#039;s necessary. The group head to the Sunset Building, where they encounter Shigino and his men. Nango and Mitsumoto hold off the others while Tsuki goes ahead to the roof to corner Shigino. There he finds Shigino with Osato restrained and hooked up to a machine. Shigino reveals that he was contracted by the ward office to shake up the RA Bureau. Shigino claims to have no interest in the political implications, and is truly motivated by his own deep infatuation with Tsuki and a desire to see him in pain. Shigino activates the machine, which begins painfully extracting Osato&#039;s criminal power. Tsuki slits Shigino&#039;s throat, killing him, and stops the machine by calling out Osato&#039;s name using the Catherine Nano. He speaks with a projection of Osato, who apologizes for the trouble he caused. Osato tells Tsuki that he&#039;s in pain, and asks to be killed by him. Osato tells Tsuki to keep living, and says goodbye.&lt;br /&gt;

After Osato&#039;s death, Tsuki and the others hide his body in an unknown location, to prevent it from being used again. Later, Tsuki arrives at the office of Mayor [[Kenichiro Mikoshiba]], who tells him that everything he experienced was an experiment controlled by him, to test the effects of a clash between the opposing powers of the city. He asks Tsuki to reveal where Osato&#039;s body is hidden, so that his data can be extracted for the new generation of Kamui. He offers Tsuki power and money in exchange, and tells him this is part of his work with the RA Bureau. Tsuki refuses, and tells him he is quitting the bureau. Afterwards, Tsuki leaves the 25th Ward.&lt;br /&gt;

Yotaro Osato is the youngest member of the RA Bureau and the partner to his superior, Shinkai Tsuki. He has short, fluffy, black hair and wears a black suit with a teal colored tie, his eyes are silver and cat-like, his height is never stated but it’s implied he is at least shorter than Tsuki. Osato isn&#039;t very smart and is pretty childish, but he’s also very committed to his job, his friends, and his interests, such as jumping at the opportunity to investigate what happened to the singer of his favorite band, Death Valley Bomb. He has a remarkable killer instinct, showing no hesitation when it comes to adjusting others, even on accident. Osato also has odd eating habits such as when eating his favorite food, Mont Blanc, he eats the cake part first and then eats the mousse afterwards. Despite the way he and Tsuki bicker, Osato looks up to Tsuki very highly, not afraid to help or even save his partner on multiple occasions.&lt;br /&gt;

He is a member of the [[Regional Adjustment Bureau]], and along with [[Shinkai Tsuki]], is one of the main characters of the [[Matchmaker]] storyline.&lt;br /&gt;

==Appearance and Personality==&lt;br /&gt;
Yotaro Osato is the youngest member of the RA Bureau and the partner to his superior, Shinkai Tsuki. He has short, fluffy, black hair and wears a black suit with a teal colored tie, his eyes are silver and cat-like, his height is never stated but it’s implied he is at least shorter than Tsuki. Osato isn&#039;t very smart and is pretty childish, but he’s also very committed to his job, his friends, and his interests, such as jumping at the opportunity to investigate what happened to the singer of his favorite band, Death Valley Bomb. He has a remarkable killer instinct, showing no hesitation when it comes to adjusting others, even on accident. Osato also has odd eating habits such as when eating his favorite food, Mont Blanc, he eats the cake part first and then eats the mousse afterwards. Despite the way he and Tsuki bicker, Osato looks up to Tsuki very highly, not afraid to help or even save his partner on multiple occasions.&lt;br /&gt;

Kuroyanagi is a woman of average height and build with black shoulder length hair. She wears red lipstick, a leather coat, tall boots and dark pants, and a bustier-like white top.&lt;br /&gt;

Aggressive, bull-headed, and vulgar, Kuroyanagi is a confident and commanding woman. Despite her brash attitude and cavalier attitude towards rules, she is a competent investigator. She also holds multiple part-time jobs outside of the HCU for fun, and, as a bouncer, for the ability to hold an HCU-prohibited revolver. Kuroyanagi swears openly, often criticizing her partner [[Mokutaro Shiroyabu]] harshly. In stark contrast to the partners seen in [[The Silver Case]]&#039;s [[Transmitter]], Kuroyanagi harbors little warmth for Shiroyabu, even offering to kill him herself when the time comes. She does, however, have a soft spot for her superior [[Hatoba]]-- the only person on the HCU capable of reining Kuroyanagi in. She proposes that they run away together, and later fights to defend him in {{CR|7}}. She seems to treat women with more affection than she does men, admitting to a liking for &amp;quot;cute girls&amp;quot;. &lt;br /&gt;

Kuroyanagi mentions during the {{CR|2}} investigation that she grew up in the shelter, implying that she is part of the Ayame Maspro line of the [[Shelter Kids Policy]]. At one point she joined the [[25th Ward Heinous Crimes Unit]], while also working a series of other jobs. In 2003, at the end of {{CR|6}}, she was made to take [[Mokutaro Shiroyabu]] on as her partner.&lt;br /&gt;

Kuroyanagi first appears in {{CR|1}}, investigating the death of [[Milu Yuzuki]] at the [[Bayside Towerland]] apartment complex. On October 3rd, 2005, she waited at the crime scene, immediately scolding Shiroyabu and [[Sakaki]] once they arrived with [[Uehara]], who was posing as the building manager. The group discovered small holes in the ceiling with beams of light coming through them. Kuroyanagi warned everyone to stay away, after which Sakaki was killed by a delivery man&#039;s pin stick. Kuro ordered Shiroyabu to run to the elevator to lure the enemy out while she provided backup. After Shiro was confronted by a delivery man in the elevator, Kuro approached and executed him from behind. She told Shiro not to hesitate in the future. Coming out of the elevator on the 76th floor, they encountered a large group of delivery men. Kuro and Shiro prepared themselves, and proceeded to kill all of them.&lt;br /&gt;

In {{CR|2}}, Kuro participated in the investigation into the death of [[Yasushi Kamijo]]. On October 11th, she appeared at Kamijo&#039;s residence with Shiroyabu and Uehara, as Shiro read aloud Kamijo&#039;s will, stating a key was hidden in his stomach. She lashed out at Shiro, telling him to make the coroner bring the key to them. In the backyard, she noticed that Uehara had a response to the word &amp;quot;Shelter&amp;quot;, calling him irritating. The bike courier [[Takahashi]] arrived to deliver the key, who annoyed Kuro by asking for payment. After opening the shelter, they discovered a mountain of keys inside. Back at the HCU Office, she discussed the case with Hatoba, [[Aoyama]], and [[Akama]]. She said that she believed the postal service was behind all of the recent events. Hatoba ordered Kuro and Shiro to search for the key. As Uehara left to meet [[Hirooka]], Kuro made Shiroyabu wait while she went to the salon for a facial, saying the inside of the shelter was dirty. She arrived at the Central Station coin lockers, where they found another key with a photo of a woman. Shiro told her she was late, causing Kuro to explode at him. Kuro points out that Kamijo was a master of rules, and has set up rules for them to follow to learn the truth.&lt;br /&gt;

She brought the two to a manga cafe which doubled as a sex chatroom. She introduced them to [[Fukamichi]], who told them the key was for Kamijo&#039;s room, where he used the handle &amp;quot;Good Looking Guy&amp;quot;. Kuro accesses GLG&#039;s chat, and finds a video feed of another key. She ordered Shiroyabu to send Takahashi to find the key, and later spoke to her over the chat, first acting her to strip and then asking where she is. Takahashi revealed that she was in the next building over, where Kamijo was to be watched from to fulfill is exhibitionism. Kuro sent Shiro to meet Takahashi and retrieve the key. After Shiroyabu has the key appraised, they arrive at an apartment, where they find another key and photo. Kuro matches the key to a car in the parking lot, which automatically drives them to a house on the coast. Inside, they met [[Machiko]], Kamijo&#039;s contract lodger. Kuro told Machiko that Kamijo was dead, and wasn&#039;t coming back. She told Kuro that she was connected to Kamijo, explained his past of as a [[diver]], and told her that Kamijo was going to meet with the building administrator. She told Machiko not to give up hope, and took her gun from her. Later, Kuro told Shiro that Kamijo was trying to bring his past crimes to light, and said that finding the missing administrator was the final piece of the case.&lt;br /&gt;

In {{CR|3}}, Kuroyanagi and Shiroyabu begin their investigation into the building administrator, [[Kosuke Kurumizawa]]. On October 31st, they discovered a dead body at Gigazel Intersection, which had been dropped from the top of a building in a plastic bucket. Kuro deduces that it was done by Kurumizawa, to prove that he wasn&#039;t dead. She scolded Shiro for his lack of experience as an investigator, and told him that they have to handle the crimes that nobody will touch. The two separated while Shiro went after Kurumizawa. She met with Hatoba, and asked if he was leaving Shiro out to dry, and agrees with him putting his abilities to the test. Hatoba told her that the divers were working to assassinate Shiroyabu. Hatoba said he was worried about her, and she told him to stop talking. Kuro theorizes that the diver saw something he shouldn&#039;t have, and says she&#039;ll continue her investigation. She told him that Kurumizawa and Kamijo were alive, with Kamijo having eloped with Machiko. She asked Hatoba if he wanted to elope with her, which he brushes off. At the end of the chapter, Kuro met with [[Sumio Kodai]] at the [[Harakiri Batting Center]] to discus Kurumizawa. Their full meeting is shown in {{CR|4}}, where Sumio told her Kurumizawa is an observer with no physical body, and is just a harbinger of [[Kamui Uehara]]&#039;s spread through the [[25th Ward]].&lt;br /&gt;

In {{CR|5}}, Kuro is briefed by Hatoba on the death of [[Yuki Ishimura]], which she is told is connected to Shiroyabu&#039;s disappearance. She and Uehara were ordered to go after the perpetrator. They arrived at the high-rise apartment where Ishimura lived. They split up, and she told Uehara to check every apartment in the building. During her investigation, Kuro found a postman attempting to enter an apartment to adjust the resident, who she killed by shooting in the head. She contacted Uehara over the radio, who had been killed by the recently death-filed Shiroyabu. Shiro told her that he met with Kurumizawa, and could sense that Uehara was Kamui. He tried to tell her something, before the radio went dead. Kuro spoke to Hatoba, who said that Shiro doesn&#039;t seem human anymore after having made contact with Kurumizawa, and left him to her. Finally, Kuroyanagi appeared before Shiroyabu at [[Ward 25 City Hall]], after Kurumizawa disappeared. She told him to think for himself, and that he is not like Kurumizawa. Kuro reminded Shiro that he is a detective, whose duty is to investigate in the name of justice. The two left to go back into the field.&lt;br /&gt;

Kuroyanagi swears openly, often criticizing her partner [[Mokutaro Shiroyabu]] harshly. In stark contrast to the partners seen in [[The Silver Case]]&#039;s [[Transmitter]], Kuroyanagi harbors little warmth for Shiroyabu, even offering to kill him herself when the time comes. She does, however, have a soft spot for her superior [[Hatoba]]-- the only person on the HCU capable of reining Kuroyanagi in. She proposes that they run away together, and later fights to defend him in {{CR|7}}. Kuroyanagi first appears in {{CR|1}}, investigating the death of [[Milu Yuzuki]] at the [[Bayside Towerland]] apartment complex. On October 3rd, 2005, she waited at the crime scene, immediately scolding Shiroyabu and [[Sakaki]] once they arrived with [[Uehara]], who was posing as the building manager. The group discovered small holes in the ceiling with beams of light coming through them. Kuroyanagi warned everyone to stay away, after which Sakaki was killed by a delivery man&#039;s pin stick. Kuro ordered Shiroyabu to run to the elevator to lure the enemy out while she provided backup. After Shiro was confronted by a delivery man in the elevator, Kuro approached and executed him from behind. She told Shiro not to hesitate in the future. Coming out of the elevator on the 76th floor, they encountered a large group of delivery men. Kuro and Shiro prepared themselves, and proceeded to kill all of them.&lt;br /&gt;

In {{CR|2}}, Kuro participated in the investigation into the death of [[Yasushi Kamijo]]. On October 11th, she appeared at Kamijo&#039;s residence with Shiroyabu and Uehara, as Shiro read aloud Kamijo&#039;s will, stating a key was hidden in his stomach. She lashed out at Shiro, telling him to make the coroner bring the key to them. In the backyard, she noticed that Uehara had a response to the word &amp;quot;Shelter&amp;quot;, calling him irritating. The bike courier [[Takahashi]] arrived to deliver the key, who annoyed Kuro by asking for payment. After opening the shelter, they discovered a mountain of keys inside. Back at the HCU Office, she discussed the case with Hatoba, [[Aoyama]], and [[Akama]]. She said that she believed the postal service was behind all of the recent events. Hatoba ordered Kuro and Shiro to search for the key. As Uehara left to meet [[Hirooka]], Kuro made Shiroyabu wait while she went to the salon for a facial, saying the inside of the shelter was dirty. She arrived at the Central Station coin lockers, where they found another key with a photo of a woman. Shiro told her she was late, causing Kuro to explode at him. Kuro points out that Kamijo was a master of rules, and has set up rules for them to follow to learn the truth.&lt;br /&gt;

She brought the two to a manga cafe which doubled as a sex chatroom. She introduced them to [[Fukamichi]], who told them the key was for Kamijo&#039;s room, where he used the handle &amp;quot;Good Looking Guy&amp;quot;. Kuro accesses GLG&#039;s chat, and finds a video feed of another key. She ordered Shiroyabu to send Takahashi to find the key, and later spoke to her over the chat, first acting her to strip and then asking where she is. Takahashi revealed that she was in the next building over, where Kamijo was to be watched from to fulfill is exhibitionism. Kuro sent Shiro to meet Takahashi and retrieve the key. After Shiroyabu has the key appraised, they arrive at an apartment, where they find another key and photo. Kuro matches the key to a car in the parking lot, which automatically drives them to a house on the coast. Inside, they met [[Machiko]], Kamijo&#039;s contract lodger. Kuro told Machiko that Kamijo was dead, and wasn&#039;t coming back. She told Kuro that she was connected to Kamijo, explained his past of as a [[diver]], and told her that Kamijo was going to meet with the building administrator. She told Machiko not to give up hope, and took her gun from her. Later, Kuro told Shiro that Kamijo was trying to bring his past crimes to light, and said that finding the missing administrator was the final piece of the case.&lt;br /&gt;

In {{CR|3}}, Kuroyanagi and Shiroyabu begin their investigation into the building administrator, [[Kosuke Kurumizawa]]. On October 31st, they discovered a dead body at Gigazel Intersection, which had been dropped from the top of a building in a plastic bucket. Kuro deduces that it was done by Kurumizawa, to prove that he wasn&#039;t dead. She scolded Shiro for his lack of experience as an investigator, and told him that they have to handle the crimes that nobody will touch. The two separated while Shiro went after Kurumizawa. She met with Hatoba, and asked if he was leaving Shiro out to dry, and agrees with him putting his abilities to the test. Hatoba told her that the divers were working to assassinate Shiroyabu. Hatoba said he was worried about her, and she told him to stop talking. Kuro theorizes that the diver saw something he shouldn&#039;t have, and says she&#039;ll continue her investigation. She told him that Kurumizawa and Kamijo were alive, with Kamijo having eloped with Machiko. She asked Hatoba if he wanted to elope with her, which he brushes off. At the end of the chapter, Kuro met with [[Sumio Kodai]] at the [[Harakiri Batting Center]] to discus Kurumizawa. Their full meeting is shown in {{CR|4}}, where Sumio told her Kurumizawa is an observer with no physical body, and is just a harbinger of [[Kamui Uehara]]&#039;s spread through the [[25th Ward]].&lt;br /&gt;

During her investigation, Kuro found a postman attempting to enter an apartment to adjust the resident, who she killed by shooting in the head. She contacted Uehara over the radio, who had been killed by the recently death-filed Shiroyabu. Shiro told her that he met with Kurumizawa, and could sense that Uehara was Kamui. In stark contrast to the partners seen in [[The Silver Case]]&#039;s [[Transmitter]], Kuroyanagi harbors little warmth for Shiroyabu, even offering to kill him herself when the time comes. She does, however, have a soft spot for her superior [[Hatoba]]-- the only person on the HCU capable of reining Kuroyanagi in. In 2003, at the end of {{CR|6}}, she was made to take [[Mokutaro Shiroyabu]] on as her partner.&lt;br /&gt;

On October 3rd, 2005, she waited at the crime scene, immediately scolding Shiroyabu and [[Sakaki]] once they arrived with [[Uehara]], who was posing as the building manager. The group discovered small holes in the ceiling with beams of light coming through them. Kuroyanagi warned everyone to stay away, after which Sakaki was killed by a delivery man&#039;s pin stick. Kuro ordered Shiroyabu to run to the elevator to lure the enemy out while she provided backup. After Shiro was confronted by a delivery man in the elevator, Kuro approached and executed him from behind. She told Shiro not to hesitate in the future. Coming out of the elevator on the 76th floor, they encountered a large group of delivery men. Kuro and Shiro prepared themselves, and proceeded to kill all of them.&lt;br /&gt;

She lashed out at Shiro, telling him to make the coroner bring the key to them. In the backyard, she noticed that Uehara had a response to the word &amp;quot;Shelter&amp;quot;, calling him irritating. The bike courier [[Takahashi]] arrived to deliver the key, who annoyed Kuro by asking for payment. After opening the shelter, they discovered a mountain of keys inside. Back at the HCU Office, she discussed the case with Hatoba, [[Aoyama]], and [[Akama]]. She said that she believed the postal service was behind all of the recent events. Hatoba ordered Kuro and Shiro to search for the key. As Uehara left to meet [[Hirooka]], Kuro made Shiroyabu wait while she went to the salon for a facial, saying the inside of the shelter was dirty. She arrived at the Central Station coin lockers, where they found another key with a photo of a woman. Shiro told her she was late, causing Kuro to explode at him. After Shiroyabu has the key appraised, they arrive at an apartment, where they find another key and photo. Kuro matches the key to a car in the parking lot, which automatically drives them to a house on the coast. Inside, they met [[Machiko]], Kamijo&#039;s contract lodger. Kuro told Machiko that Kamijo was dead, and wasn&#039;t coming back. She told Kuro that she was connected to Kamijo, explained his past of as a [[diver]], and told her that Kamijo was going to meet with the building administrator. She told Machiko not to give up hope, and took her gun from her. Later, Kuro told Shiro that Kamijo was trying to bring his past crimes to light, and said that finding the missing administrator was the final piece of the case.&lt;br /&gt;

Shiroyabu is a reckless and overconfident cop. As a [[Central Police Department]] officer, he shows enthusiasm to the concept of dying in the line of duty, tries to shoot [[Akira]] based on presumption and shows fanboyism towards [[Tetsugoro Kusabi]]. As an HC Unit detective, he is considerably more competent; however, he is still prone to recklessness and is frequently berated by his partner, [[Shinko Kuroyanagi]]. When left on his own devices in {{CR|3}}, he acts unnecessarily aggressive and violent towards both his enemies and civilians.&lt;br /&gt;

Shiroyabu is the son of [[Format Kamui]] and a woman, presumably the source of his true name, Shimohira. He was presumably brought up in a controlled environment, and cloned many times to create stock bodies similar to those of the [[Eleven Children]], if he is not in fact one of the Eleven himself. As a young man he lived in the country with a mother of unknown identity and three siblings. At some point he became obsessed with [[The Silver Case (event)|the Silver Case]] and [[Tetsugoro Kusabi]], and sent requests to join the [[Heinous Crimes Unit]]. Eventually he was scouted for the police force in the wards.&lt;br /&gt;

In 2003 (in {{CL|25}} and its completed counterpart {{CR|6}}), Shiroyabu had been hired for the [[Central Police Department]] in [[Ward 24]]. As one of his first jobs, Shiroyabu received orders to assassinate the final member of [[TRUMP]]: [[Joker]]. In doing so he encountered [[Akira]] in the [[Shelter]], immediately confusing him for the Joker. Before he could shoot Akira (who, being mute, was unable to answer Shiro&#039;s accusations), [[Tetsugoro Kusabi]] appeared and shot Shiro in the left ear. Kusabi made Shiro work together with Akira to find the Joker.&lt;br /&gt;

After a complicated investigation, the two cornered the Joker at the [[Hachisuka Dome]]. When they went in to take him down, Shiro&#039;s memories began flowing backwards as the Joker prepared to kill himself. After the Joker was knocked to the floor, Shiro realized that the Joker was in fact one of his own stock bodies. The narrative abruptly cuts to Shiro himself apparently having been killed by [[Michiru Kosaka]]. Kusabi then hands Shiro off to [[Hatoba]], who assigns him as Kuroyanagi&#039;s partner.&lt;br /&gt;

Between 2003 and 2005, Shiro worked for the [[25th Ward Heinous Crimes Unit]]. He lost at least one partner, apparently having been paired up with other detectives when not working with Kuro. At some point in his police career, he also had a mentor-and-student relationship with [[Ryu Munakata]], who taught him the secrets of death-filing.&lt;br /&gt;

By the time of {{CR|1}}, he was partnered with [[Sakaki]], investigating the death of [[Milu Yuzuki]] in the [[Bayside TowerLand]] apartment complex. During this investigation, Sakaki was killed by one of the [[Postal Federation]]&#039;s [[deliverymen]] going berserk, and a bloody shootout ensued. Shiro, Kuro and new recruit [[Uehara]] also investigated the mysterious death of [[Yasushi Kamijo]]. After this, he was set off on his own by Kuro to investigate the truth behind Kosuke Kurumizawa. When left to his own devices, not only did he violently kill civilians and deliverymen alike, he was also targeted by the [[Okiai hitmen]]. He gradually spun further out of control while being simultaneously strung along a path by the hitmen that resulted in him death-filing and coming into a confrontation with Kurumizawa at the [[Alternative Batting Center]].&lt;br /&gt;

Seemingly before this confrontation could take place, Shiro was shot in the head by [[Sumio Kodai]], who encouraged him to battle Kurumizawa with everything he has. The results of the battle are ambiguous; Shiro believed that he had killed Kurumizawa, but Kurumizawa would appear later to say he only allowed himself to appear as if he was killed. Following this, Shiroyabu gained some of Kurumizawa&#039;s observation power for his own. Thanks to this Shiroyabu gained an awareness of his past life and the existence of his stock bodies. He began to see himself as an observer that keeps the balance by eliminating Kamui. Shiro disappeared from the Unit, and continued investigating Kurumizawa&#039;s actions, tracing them back to the mayor, [[Kenichiro Mikoshiba]]. He met with Hatoba at one of the mayor&#039;s rallies, and assured him that he wasn&#039;t going to kill the mayor and to give him more time to move freely. Later Shiro would confront Uehara and seemingly kill him, believing him to be Kamui. Shiro wandered the city, pondering the nature of Kamui and how to contact him. Using his powers to track Kamui&#039;s &amp;quot;point&amp;quot;, Shiroyabu was led to the city hall, where he found the dead body of Mikoshiba. Kurumizawa revealed himself to Shiro, taunting him and discussing his new existence. Shiroyabu is a reckless and overconfident cop. As a [[Central Police Department]] officer, he shows enthusiasm to the concept of dying in the line of duty, tries to shoot [[Akira]] based on presumption and shows fanboyism towards [[Tetsugoro Kusabi]]. As an HC Unit detective, he is considerably more competent; however, he is still prone to recklessness and is frequently berated by his partner, [[Shinko Kuroyanagi]]. When left on his own devices in {{CR|3}}, he acts unnecessarily aggressive and violent towards both his enemies and civilians.&lt;br /&gt;

Shiroyabu is the son of [[Format Kamui]] and a woman, presumably the source of his true name, Shimohira. He was presumably brought up in a controlled environment, and cloned many times to create stock bodies similar to those of the [[Eleven Children]], if he is not in fact one of the Eleven himself. As a young man he lived in the country with a mother of unknown identity and three siblings. At some point he became obsessed with [[The Silver Case (event)|the Silver Case]] and [[Tetsugoro Kusabi]], and sent requests to join the [[Heinous Crimes Unit]]. Eventually he was scouted for the police force in the wards.&lt;br /&gt;

In 2003 (in {{CL|25}} and its completed counterpart {{CR|6}}), Shiroyabu had been hired for the [[Central Police Department]] in [[Ward 24]]. As one of his first jobs, Shiroyabu received orders to assassinate the final member of [[TRUMP]]: [[Joker]]. In doing so he encountered [[Akira]] in the [[Shelter]], immediately confusing him for the Joker. Before he could shoot Akira (who, being mute, was unable to answer Shiro&#039;s accusations), [[Tetsugoro Kusabi]] appeared and shot Shiro in the left ear. Kusabi made Shiro work together with Akira to find the Joker.&lt;br /&gt;

After a complicated investigation, the two cornered the Joker at the [[Hachisuka Dome]]. When they went in to take him down, Shiro&#039;s memories began flowing backwards as the Joker prepared to kill himself. After the Joker was knocked to the floor, Shiro realized that the Joker was in fact one of his own stock bodies. The narrative abruptly cuts to Shiro himself apparently having been killed by [[Michiru Kosaka]]. Kusabi then hands Shiro off to [[Hatoba]], who assigns him as Kuroyanagi&#039;s partner.&lt;br /&gt;

Between 2003 and 2005, Shiro worked for the [[25th Ward Heinous Crimes Unit]]. He lost at least one partner, apparently having been paired up with other detectives when not working with Kuro. At some point in his police career, he also had a mentor-and-student relationship with [[Ryu Munakata]], who taught him the secrets of death-filing.&lt;br /&gt;

By the time of {{CR|1}}, he was partnered with [[Sakaki]], investigating the death of [[Milu Yuzuki]] in the [[Bayside TowerLand]] apartment complex. During this investigation, Sakaki was killed by one of the [[Postal Federation]]&#039;s [[deliverymen]] going berserk, and a bloody shootout ensued. Shiro, Kuro and new recruit [[Uehara]] also investigated the mysterious death of [[Yasushi Kamijo]]. After this, he was set off on his own by Kuro to investigate the truth behind Kosuke Kurumizawa. When left to his own devices, not only did he violently kill civilians and deliverymen alike, he was also targeted by the [[Okiai hitmen]]. He gradually spun further out of control while being simultaneously strung along a path by the hitmen that resulted in him death-filing and coming into a confrontation with Kurumizawa at the [[Alternative Batting Center]].&lt;br /&gt;

Seemingly before this confrontation could take place, Shiro was shot in the head by [[Sumio Kodai]], who encouraged him to battle Kurumizawa with everything he has. The results of the battle are ambiguous; Shiro believed that he had killed Kurumizawa, but Kurumizawa would appear later to say he only allowed himself to appear as if he was killed. Following this, Shiroyabu gained some of Kurumizawa&#039;s observation power for his own. Thanks to this Shiroyabu gained an awareness of his past life and the existence of his stock bodies. He began to see himself as an observer that keeps the balance by eliminating Kamui. Shiro disappeared from the Unit, and continued investigating Kurumizawa&#039;s actions, tracing them back to the mayor, [[Kenichiro Mikoshiba]]. He met with Hatoba at one of the mayor&#039;s rallies, and assured him that he wasn&#039;t going to kill the mayor and to give him more time to move freely. Later Shiro would confront Uehara and seemingly kill him, believing him to be Kamui. Shiro wandered the city, pondering the nature of Kamui and how to contact him. Using his powers to track Kamui&#039;s &amp;quot;point&amp;quot;, Shiroyabu was led to the city hall, where he found the dead body of Mikoshiba. Kurumizawa revealed himself to Shiro, taunting him and discussing his new existence. After a chime sounds, which Kurumizawa claims is Kamui&#039;s &amp;quot;ringtone&amp;quot;, he prepared to switch places with Shiroyabu, before exploding into particles. Kuroyanagi arrived and spoke to Shiroyabu, telling him to think for himself and that he is not like Kurumizawa. Shiro&#039;s nickname in the English version, &amp;quot;Jabroni&amp;quot;, is a wrestling term based on &amp;quot;jobber&amp;quot;, which describes a wrestler whose role is to deliberately lose matches. Shiro is indeed set up to lose to others both by the characters in the story (to Kurumizawa) as well as by the narrative itself (to Travis). His Japanese nickname, &amp;quot;Jaburo&amp;quot;, is a more specific reference to the headquarters of the Earth Federation in the &#039;&#039;Gundam&#039;&#039; Universal Century setting. Akama appears to be an overweight young man with glasses. His typical appearance, however, is a disguise, and he dons futuristic clothing when he acts as a time-traveling cop. As the time-traveler Red Ribbon, he wears a large helmet and rectangular sunglasses.&lt;br /&gt;

Not much is shown of Akama&#039;s personality since he appears for a short period of time in &#039;&#039;The 25th Ward&#039;&#039;. Akama is normally a serious person when the time calls for it, but has been shown to go on eccentric comedic rants as well. He is close with his partner [[Aoyama]], who both think of the other HCU members as their friends. He is shown to dislike the noise and bustle of the city.&lt;br /&gt;

Very little is known about Akama&#039;s origin. He is said to be a time-cop from another place in space-time, sent to the [[25th Ward]] with [[Aoyama]] to carry out a mission. At one point the two joined the [[25th Ward Heinous Crimes Unit]].&lt;br /&gt;

Akama first appears in {{CR|2}}, working as part of the investigation into the death of [[Yasushi Kamijo]]. He and Aoyama were tasked with digging up information from Kamijo&#039;s workplace, and were introduced to the new member, [[Uehara]].&lt;br /&gt;

Akama would not appear again until the beginning of {{CR|5}}, being briefed by [[Hatoba]] on the death of [[Yuki Ishimura]], who may have a connection to the divers and Kurumizawa. He and Aoyama were given orders to look into the identity of the victim.&lt;br /&gt;

Akama is one of the main characters of &#039;&#039;Red, Blue, and Green&#039;&#039;. He appears in &#039;&#039;Red Out&#039;&#039;, meeting with Hatoba at the [[Union Hotel]] during the events of {{CR|5}}. They&#039;re brought coffee, and debate how terrible the coffee is and how to make it taste like the Italian dessert affogato. They move on to discuss the state of their teammate [[Mokutaro Shiroyabu]], who underwent a change after coming into contact with [[Kosuke Kurumizawa]]. Hatoba recalls his conversation with him at the rally of [[Kenichiro Mikoshiba|Mayor Mikoshiba]], where he could sense his bloodlust. Hatoba tells Akama that Shiro is waiting in Room 303 of the hotel. Akama meets with Aoyama, who thinks the boss is hiding something from them. They decide that Jabroni has to be dealt with, and Akama agrees to go after him while Aoyama goes after Hatoba. Akama makes his way to the hotel room, but finds the door already unlocked. Inside, he meets [[Garcian Smith]].&lt;br /&gt;

Akama and Aoyama appeared once again in {{CR|7}}, immediately following the shootout between Hatoba and [[Michiru Kosaka]]. They said that they were listening in, and asked what was going on. Hatoba told them to dispose of the body, but the two instead held Hatoba at gunpoint. They went on to make jokes about the film &#039;&#039;Taken&#039;&#039;, a movie from the future. They claimed to be executioner-cops sent there by their boss. After [[Shinko Kuroyanagi]] arrived to defend Hatoba, the three entered a stand-off. They agreed to allow Uehara to choose the outcome of the fight.&lt;br /&gt;

Following the destruction of the 25th Ward, Akama and Aoyama were sent to the United States until their next destination was decided. Akama appears alongside Aoyama in [[#1: Absolute Zero]], using the name Red Ribbon. They stop [[Travis Touchdown]] on the road and explain that their mission is to inform Travis of the &amp;quot;connecting points&amp;quot; to the [[Death Balls]]. They tell him to head to [[Nightmare Burger]] where he&#039;ll meet Uehara. When Travis asks why the 25th Ward disappeared, they explain that it was destroyed in a &amp;quot;man-made natural disaster&amp;quot; called the [[Rage Earth Plan]], which Aoyama calls a &amp;quot;genocide&amp;quot;. They joke about hitching a ride with Travis next time, and teleport away.&lt;br /&gt;
