==Personality==
Shiroyabu is a reckless and overconfident cop. As a [[Central Police Department]] officer, he shows enthusiasm to the concept of dying in the line of duty, tries to shoot [[Akira]] based on presumption and shows fanboyism towards [[Tetsugoro Kusabi]]. As an HC Unit detective, he is considerably more competent; however, he is still prone to recklessness and is frequently berated by his partner, [[Shinko Kuroyanagi]]. When left on his own devices in {{CR|3}}, he acts unnecessarily aggressive and violent towards both his enemies and civilians.

After [[death-filing]] and being "overpowered" by [[Kosuke Kurumizawa]], Shiro mellows out considerably and begins carefully planning out his actions. He gains an existential awareness of [[Kamui Uehara]] and his own past selves. He is still dangerous, however, and has to be talked down from this state by Kuroyanagi. Shiro has a vindictive attitude towards crime and Kamui, and feels the need to kill anyone who he believes to be Kamui, even after the events of ''The 25th Ward''.
==History==
===Backstory===
Shiroyabu is the son of [[Format Kamui]] and a woman, presumably the source of his true name, Shimohira. He was presumably brought up in a controlled environment, and cloned many times to create stock bodies similar to those of the [[Eleven Children]], if he is not in fact one of the Eleven himself. As a young man he lived in the country with a mother of unknown identity and three siblings. At some point he became obsessed with [[The Silver Case (event)|the Silver Case]] and [[Tetsugoro Kusabi]], and sent requests to join the [[Heinous Crimes Unit]]. Eventually he was scouted for the police force in the wards.
===Whiteout===
In 2003 (in {{CL|25}} and its completed counterpart {{CR|6}}), Shiroyabu had been hired for the [[Central Police Department]] in [[Ward 24]]. As one of his first jobs, Shiroyabu received orders to assassinate the final member of [[TRUMP]]: [[Joker]]. In doing so he encountered [[Akira]] in the [[Shelter]], immediately confusing him for the Joker. Before he could shoot Akira (who, being mute, was unable to answer Shiro's accusations), [[Tetsugoro Kusabi]] appeared and shot Shiro in the left ear. Kusabi made Shiro work together with Akira to find the Joker.

After a complicated investigation, the two cornered the Joker at the [[Hachisuka Dome]]. When they went in to take him down, Shiro's memories began flowing backwards as the Joker prepared to kill himself. After the Joker was knocked to the floor, Shiro realized that the Joker was in fact one of his own stock bodies. The narrative abruptly cuts to Shiro himself apparently having been killed by [[Michiru Kosaka]]. Kusabi then hands Shiro off to [[Hatoba]], who assigns him as Kuroyanagi's partner.

Between 2003 and 2005, Shiro worked for the [[25th Ward Heinous Crimes Unit]]. He lost at least one partner, apparently having been paired up with other detectives when not working with Kuro. At some point in his police career, he also had a mentor-and-student relationship with [[Ryu Munakata]], who taught him the secrets of death-filing.

By the time of {{CR|1}}, he was partnered with [[Sakaki]], investigating the death of [[Milu Yuzuki]] in the [[Bayside TowerLand]] apartment complex. During this investigation, Sakaki was killed by one of the [[Postal Federation]]'s deliverymen going berserk, and a bloody shootout ensued. Shiro, Kuro and new recruit [[Uehara]] also investigated the mysterious death of [[Yasushi Kamijo]]. After this, he was set off on his own by Kuro to investigate the truth behind Kosuke Kurumizawa. When left to his own devices, not only did he violently kill civilians and deliverymen alike, he was also targeted by the [[Okiai hitmen]]. He gradually spun further out of control while being simultaneously strung along a path by the hitmen that resulted in him death-filing and coming into a confrontation with Kurumizawa at the [[Alternative Batting Center]].

Seemingly before this confrontation could take place, Shiro was shot in the head by [[Sumio Kodai]], who encouraged him to battle Kurumizawa with everything he has. The results of the battle are ambiguous; Shiro believed that he had killed Kurumizawa, but Kurumizawa would appear later to say he only allowed himself to appear as if he was killed. Following this, Shiroyabu gained some of Kurumizawa's observation power for his own. Thanks to this Shiroyabu gained an awareness of his past life and the existence of his stock bodies. He began to see himself as an observer that keeps the balance by eliminating Kamui. Shiro disappeared from the Unit, and continued investigating Kurumizawa's actions, tracing them back to the mayor, [[Kenichiro Mikoshiba]]. He met with Hatoba at one of the mayor's rallies, and assured him that he wasn't going to kill the mayor and to give him more time to move freely. Later Shiro would confront Uehara and seemingly kill him, believing him to be Kamui. Shiro wandered the city, pondering the nature of Kamui and how to contact him. Using his powers to track Kamui's "point", Shiroyabu was led to the city hall, where he found the dead body of Mikoshiba. Kurumizawa revealed himself to Shiro, taunting him and discussing his new existence. After a chime sounds, which Kurumizawa claims is Kamui's "ringtone", he prepared to switch places with Shiroyabu, before exploding into particles. Kuroyanagi arrived and spoke to Shiroyabu, telling him to think for himself and that he is not like Kurumizawa. Kuro reminded Shiro that he is a detective, whose duty is to investigate in the name of justice. The two left to go back into the field.

Shiroyabu appeared in [[4: Modern Observation|#4: Modern Observation]] when [[Travis Touchdown]] visited the 0 Ward. Shiroyabu encountered Travis with a gun, accusing him of being Kamui. Travis quickly knocked Shiro out with his Suplex wrestling skills, and he was left to [[Chiruko Takahashi|Chillko]] to take care of.
===Romeo is a Dead Man===
Shiroyabu appears on the [[ISS Last Night]] as an agent for the FBI's Space-Time division. He assists Romeo by selling various items.

During the end credits of the game, he is stated to "[sleep] inside the Space-Time Police servers in the form of data," indicating his existence as an [[Observer]]. The tesseract that other observers use, such as Uehara or Kurumizawa, is also present in his shop, further reinforcing this idea.

==Behind the scenes==
Shiro's nickname in the English version, "Jabroni", is a wrestling term based on "jobber", which describes a wrestler whose role is to deliberately lose matches. Shiro is indeed set up to lose to others both by the characters in the story (to Kurumizawa) as well as by the narrative itself (to Travis). His Japanese nickname, "Jaburo", is a more specific reference to the headquarters of the Earth Federation in the ''Gundam'' Universal Century setting. In the original ''Mobile Suit Gundam'' anime, Jaburo is where the mass-produced Gundams were first deployed.

The name comes from the recurring phrase and its many variations (such as "kill your past", "kill the life"), as well as the general recurring theme of characters having to confront their past instead of ignoring it in order to truly kill it. In the book ''Hell'' by Henri Barbusse, there is also the line (in the English translation), "I saw that they wanted to kill the past. Shiroyabu is a reckless and overconfident cop. As a [[Central Police Department]] officer, he shows enthusiasm to the concept of dying in the line of duty, tries to shoot [[Akira]] based on presumption and shows fanboyism towards [[Tetsugoro Kusabi]]. As an HC Unit detective, he is considerably more competent; however, he is still prone to recklessness and is frequently berated by his partner, [[Shinko Kuroyanagi]]. When left on his own devices in {{CR|3}}, he acts unnecessarily aggressive and violent towards both his enemies and civilians.

After [[death-filing]] and being "overpowered" by [[Kosuke Kurumizawa]], Shiro mellows out considerably and begins carefully planning out his actions. He was presumably brought up in a controlled environment, and cloned many times to create stock bodies similar to those of the [[Eleven Children]], if he is not in fact one of the Eleven himself. As a young man he lived in the country with a mother of unknown identity and three siblings. At some point he became obsessed with [[The Silver Case (event)|the Silver Case]] and [[Tetsugoro Kusabi]], and sent requests to join the [[Heinous Crimes Unit]]. Eventually he was scouted for the police force in the wards.

In 2003 (in {{CL|25}} and its completed counterpart {{CR|6}}), Shiroyabu had been hired for the [[Central Police Department]] in [[Ward 24]]. As one of his first jobs, Shiroyabu received orders to assassinate the final member of [[TRUMP]]: [[Joker]]. In doing so he encountered [[Akira]] in the [[Shelter]], immediately confusing him for the Joker. Before he could shoot Akira (who, being mute, was unable to answer Shiro's accusations), [[Tetsugoro Kusabi]] appeared and shot Shiro in the left ear. Kusabi made Shiro work together with Akira to find the Joker.

After a complicated investigation, the two cornered the Joker at the [[Hachisuka Dome]]. When they went in to take him down, Shiro's memories began flowing backwards as the Joker prepared to kill himself. After the Joker was knocked to the floor, Shiro realized that the Joker was in fact one of his own stock bodies. The narrative abruptly cuts to Shiro himself apparently having been killed by [[Michiru Kosaka]]. Kusabi then hands Shiro off to [[Hatoba]], who assigns him as Kuroyanagi's partner.

By the time of {{CR|1}}, he was partnered with [[Sakaki]], investigating the death of [[Milu Yuzuki]] in the [[Bayside TowerLand]] apartment complex. During this investigation, Sakaki was killed by one of the [[Postal Federation]]'s deliverymen going berserk, and a bloody shootout ensued. Shiro, Kuro and new recruit [[Uehara]] also investigated the mysterious death of [[Yasushi Kamijo]]. After this, he was set off on his own by Kuro to investigate the truth behind Kosuke Kurumizawa. When left to his own devices, not only did he violently kill civilians and deliverymen alike, he was also targeted by the [[Okiai hitmen]]. He gradually spun further out of control while being simultaneously strung along a path by the hitmen that resulted in him death-filing and coming into a confrontation with Kurumizawa at the [[Alternative Batting Center]].

Seemingly before this confrontation could take place, Shiro was shot in the head by [[Sumio Kodai]], who encouraged him to battle Kurumizawa with everything he has. The results of the battle are ambiguous; Shiro believed that he had killed Kurumizawa, but Kurumizawa would appear later to say he only allowed himself to appear as if he was killed. Following this, Shiroyabu gained some of Kurumizawa's observation power for his own. Thanks to this Shiroyabu gained an awareness of his past life and the existence of his stock bodies. He began to see himself as an observer that keeps the balance by eliminating Kamui. Shiro disappeared from the Unit, and continued investigating Kurumizawa's actions, tracing them back to the mayor, [[Kenichiro Mikoshiba]]. He met with Hatoba at one of the mayor's rallies, and assured him that he wasn't going to kill the mayor and to give him more time to move freely. Later Shiro would confront Uehara and seemingly kill him, believing him to be Kamui. Shiro wandered the city, pondering the nature of Kamui and how to contact him. Using his powers to track Kamui's "point", Shiroyabu was led to the city hall, where he found the dead body of Mikoshiba. Kurumizawa revealed himself to Shiro, taunting him and discussing his new existence. After a chime sounds, which Kurumizawa claims is Kamui's "ringtone", he prepared to switch places with Shiroyabu, before exploding into particles. Kuro reminded Shiro that he is a detective, whose duty is to investigate in the name of justice. The two left to go back into the field.

Shiro's nickname in the English version, "Jabroni", is a wrestling term based on "jobber", which describes a wrestler whose role is to deliberately lose matches. Shiro is indeed set up to lose to others both by the characters in the story (to Kurumizawa) as well as by the narrative itself (to Travis). His Japanese nickname, "Jaburo", is a more specific reference to the headquarters of the Earth Federation in the ''Gundam'' Universal Century setting. In the original ''Mobile Suit Gundam'' anime, Jaburo is where the mass-produced Gundams were first deployed.

==Personality==
Shiroyabu is a reckless and overconfident cop. As a [[Central Police Department]] officer, he shows enthusiasm to the concept of dying in the line of duty, tries to shoot [[Akira]] based on presumption and shows fanboyism towards [[Tetsugoro Kusabi]]. As an HC Unit detective, he is considerably more competent; however, he is still prone to recklessness and is frequently berated by his partner, [[Shinko Kuroyanagi]]. When left on his own devices in {{CR|3}}, he acts unnecessarily aggressive and violent towards both his enemies and civilians.

After [[death-filing]] and being "overpowered" by [[Kosuke Kurumizawa]], Shiro mellows out considerably and begins carefully planning out his actions. He gains an existential awareness of [[Kamui Uehara]] and his own past selves. He is still dangerous, however, and has to be talked down from this state by Kuroyanagi. Shiro has a vindictive attitude towards crime and Kamui, and feels the need to kill anyone who he believes to be Kamui, even after the events of ''The 25th Ward''.

Shiroyabu is the son of [[Format Kamui]] and a woman, presumably the source of his true name, Shimohira. He was presumably brought up in a controlled environment, and cloned many times to create stock bodies similar to those of the [[Eleven Children]], if he is not in fact one of the Eleven himself. As a young man he lived in the country with a mother of unknown identity and three siblings. At some point he became obsessed with [[The Silver Case (event)|the Silver Case]] and [[Tetsugoro Kusabi]], and sent requests to join the [[Heinous Crimes Unit]]. Eventually he was scouted for the police force in the wards.

In 2003 (in {{CL|25}} and its completed counterpart {{CR|6}}), Shiroyabu had been hired for the [[Central Police Department]] in [[Ward 24]]. As one of his first jobs, Shiroyabu received orders to assassinate the final member of [[TRUMP]]: [[Joker]]. In doing so he encountered [[Akira]] in the [[Shelter]], immediately confusing him for the Joker. Before he could shoot Akira (who, being mute, was unable to answer Shiro's accusations), [[Tetsugoro Kusabi]] appeared and shot Shiro in the left ear. Kusabi made Shiro work together with Akira to find the Joker.

After a complicated investigation, the two cornered the Joker at the [[Hachisuka Dome]]. When they went in to take him down, Shiro's memories began flowing backwards as the Joker prepared to kill himself. After the Joker was knocked to the floor, Shiro realized that the Joker was in fact one of his own stock bodies. The narrative abruptly cuts to Shiro himself apparently having been killed by [[Michiru Kosaka]]. Kusabi then hands Shiro off to [[Hatoba]], who assigns him as Kuroyanagi's partner.

Between 2003 and 2005, Shiro worked for the [[25th Ward Heinous Crimes Unit]]. He lost at least one partner, apparently having been paired up with other detectives when not working with Kuro. At some point in his police career, he also had a mentor-and-student relationship with [[Ryu Munakata]], who taught him the secrets of death-filing.

By the time of {{CR|1}}, he was partnered with [[Sakaki]], investigating the death of [[Milu Yuzuki]] in the [[Bayside TowerLand]] apartment complex. During this investigation, Sakaki was killed by one of the [[Postal Federation]]'s deliverymen going berserk, and a bloody shootout ensued. Shiro, Kuro and new recruit [[Uehara]] also investigated the mysterious death of [[Yasushi Kamijo]]. After this, he was set off on his own by Kuro to investigate the truth behind Kosuke Kurumizawa. When left to his own devices, not only did he violently kill civilians and deliverymen alike, he was also targeted by the [[Okiai hitmen]]. He gradually spun further out of control while being simultaneously strung along a path by the hitmen that resulted in him death-filing and coming into a confrontation with Kurumizawa at the [[Alternative Batting Center]].

Seemingly before this confrontation could take place, Shiro was shot in the head by [[Sumio Kodai]], who encouraged him to battle Kurumizawa with everything he has. The results of the battle are ambiguous; Shiro believed that he had killed Kurumizawa, but Kurumizawa would appear later to say he only allowed himself to appear as if he was killed. Following this, Shiroyabu gained some of Kurumizawa's observation power for his own. Thanks to this Shiroyabu gained an awareness of his past life and the existence of his stock bodies. He began to see himself as an observer that keeps the balance by eliminating Kamui. Shiro disappeared from the Unit, and continued investigating Kurumizawa's actions, tracing them back to the mayor, [[Kenichiro Mikoshiba]]. He met with Hatoba at one of the mayor's rallies, and assured him that he wasn't going to kill the mayor and to give him more time to move freely. Later Shiro would confront Uehara and seemingly kill him, believing him to be Kamui. Shiro wandered the city, pondering the nature of Kamui and how to contact him. Using his powers to track Kamui's "point", Shiroyabu was led to the city hall, where he found the dead body of Mikoshiba. Kurumizawa revealed himself to Shiro, taunting him and discussing his new existence. After a chime sounds, which Kurumizawa claims is Kamui's "ringtone", he prepared to switch places with Shiroyabu, before exploding into particles. Kuroyanagi arrived and spoke to Shiroyabu, telling him to think for himself and that he is not like Kurumizawa. Kuro reminded Shiro that he is a detective, whose duty is to investigate in the name of justice. The two left to go back into the field.

==Gameplay==
The gameplay of ''No More Heroes 2'' follows much of the same formula and structure of the first ''No More Heroes'': players play through "hack and slash" action stages as [[Travis Touchdown]], killing enemies and bosses along the way, and can shop at stores around [[Santa Destroy]] between fights. However, the ability to explore Santa Destroy has been removed; instead, players merely select where they wish to go from a menu. Similarly, there is no longer any need to pay ranking fees to proceed to the next stage, simplifying the process even more.

Notably, at certain points in the game, the player controls characters [[Shinobu]] and [[Henry Cooldown]] instead of Travis. These characters have their own moves that are variations on Travis' normal control scheme.

''No More Heroes 2'' takes place three years after the first ''No More Heroes''. [[Travis Touchdown]] has left the [[United Assassins Association]] after the previous game. In the time since then, however, [[Santa Destroy]] has undergone urban development thanks to the success of the company [[Pizza Bat]], and the UAA has developed into a more serious organization that broadcasts its fights. The new top-ranked assassin, [[Jasper Batt Jr.]], sends [[Quintet|a group of assassins]] to murder Travis' friend [[Georgy Bishop|Bishop Shidux]], prompting Travis to enter the rankings again to climb his way to the top to get revenge.

''No More Heroes 2'' was developed in response to the first game's overseas popularity, and thus was released in the US first; in fact, Japan was the last region the game released in, almost a year after the US release. However, for unknown reasons, ''No More Heroes 2'' was not directed by Suda. Although according to the credit on a leaked earlier version of the script, Suda did write the game, he is not credited for it in the final game, nor is anyone else.

Unlike with ''No More Heroes'', the characters were designed before the story was written for ''No More Heroes 2'', and the plot then written around them. ==Summary==
Sumio wakes up in his room again by another call from [[Edo Macalister]], telling him to come to the lobby to get his breakfast. Over coffee, he contemplates the repeating events occurring during his stay. He continues to justify them as dreams, reasoning that they're depicting the events that would occur should he fail in his job to stop the terrorist. However, he still doesn't understand why he would be falling asleep in the first place. He leaves his room and descends the stairwell, but on the third floor landing, he runs into a professional wrestler doing exercises blocking his way.

Edo is there as well, and explains who this man is - [[El Crasher]], a Japanese pro wrestler who lost a big match and came to [[Lospass Island]] to train, to recover his lost signature move. Sumio tries to get past, but El Crasher refuses to stop training. Sumio realizes that if he tried to physically interrupt him he would probably get hurt, so he asks Edo for advice. Edo tells Sumio that he could investigate El Crasher's room, 304, and also mentions that a legendary wrestler is staying with him. Sumio decides to find the legendary wrestler to ask for his assistance, and Edo returns to the roof.

In El Crasher's room, Sumio finds two points of interest - the TV, turned on and tuned to wrestling, and a Japanese wrestling magazine with El Crasher on the cover on the coffee table. However, he doesn't find the legendary wrestler. He goes up to the roof to ask Edo for more help. Edo obliges, and tells Sumio about the legendary wrestler El Soulfight, who is El Crasher's mentor. Apparently, El Soulfight was disapproving of El Crasher's style and expelled him from his school, but has nonetheless agreed to train him on the island. Edo then reveals that El Soulfight has another identity known as [[Mr. Pirate]], who is El Crasher's manager.

Edo goes on to reveal the history of El Soulfight as well. Twenty years ago, the hero of Lospass Island, a wrestler named Lumberjack Flowerstar, was defeated by El Soulfight, and Edo remarks that it was an exciting event for him when he was a child. Now, El Soulfight has returned, but is using the Mr. Pirate identity to avoid the attention of the public, although Edo admits that this is an open secret, implying that it may not be such a big deal after all. Despite having advised him to look in El Crasher's room earlier, Edo reveals that Mr. Pirate is staying in Room 302.

Sumio heads down to Room 302, but finds the door locked. Suspecting that Mr. Pirate might be inside anyway, he decides to call him using the phone in El Crasher's neighboring room. He calls Mr. Pirate using [[Catherine]] (which he admits is unnecessary), and he picks up. Mr. Pirate, naturally speaking like a pirate, agrees to meet Sumio (who he's heard about) up on the roof. Up on the roof, Sumio asks if Mr. Pirate is aware of El Crasher's endless training. Mr. Pirate explains that he doesn't care what El Crasher is doing as long as it leads to his reawakening. Sumio tries to clarify that he needs to get downstairs, but Mr. Pirate just goes on and on about the philosophy of wrestling, which Sumio doesn't understand. Eventually, Mr. Pirate instructs Sumio to search for a trigger that will ignite El Crasher's understanding of wrestling matches as 'death matches'.

Sumio returns to the stairwell to refuel the wrestler's fighting spirit. He plugs Catherine into El Crasher himself, and using information on a match between El Crasher and [[Dragon]] from the guidebook, reminds him of his first "main event".

El Crasher responds by kicking Sumio in the head.

Sumio wakes up on one of the poolside chairs on the roof, El Crasher standing over him. He thanks Sumio for his help, but Sumio denies deserving it, as he only wanted to go downstairs. El Crasher offers to let Sumio train with him and his mentor to receive "inhuman power, beyond the comprehension of mankind", but Sumio declines. El Crasher goes off to train with Mr. Pirate, and Sumio observes them. Mr. Pirate says that the magnetic field of Lospass Island turns people into their "natural state", "pure beast". The two wrestlers vigorously fire themselves up, and as Mr. Pirate demonstrates a move, a plane flies by and explodes.

Elsewhere, [[Toriko Kusabi]] enters the stairwell, looking for [[Christina]]. She follows her pet downstairs, and runs into El Crasher training in the hallway. They speak together, but El Crasher says he hasn't noticed an alligator - Toriko briefly mentions Dragon, but brushes it off when El Crasher reacts with surprise.

==Summary==
The Request begins with Sumio waking up in his room again, much like he did in the previous Request, to his phone ringing. Edo tells him over the phone to come down to the lobby to get his breakfast and hurry to the airport, just like last time. Sumio gets up and considers what happened previously over his coffee. He concludes that he must have fallen asleep after [[Sister Phantom]] left, and that the plane's explosion was merely a dream, inspired by Edo telling him about the bomb put onto a plane. Before he can leave his room, however, Edo calls him again, and tells him that [[Stephan Charbonie]] of Room 404 wishes to speak with him.

Edo puts Stephan through, who speaks vaguely about inspiration before introducing himself: a systems engineering specialist who is writing a paper while staying in the hotel. He asks Sumio to retrieve his suitcase from the hotel's pool for him before hanging up. Elsewhere, [[Mati Sding]] pushes a cart out of the floor's hallway and into the stairwell, where it gets caught up on a ball bouncing down from a higher floor and tumbles down the stairs, blocking the route to the third and lower floors. Back with Sumio, he decides to ignore Stephan's request and head to the lobby regardless.

When he exits the stairwell, though, he sees Mati and the toppled cart. Sumio offers to help her with it, but his help is refused due to its reversal of the roles and relationship between a hotel's staff and its guests. Sumio then notices the ball Mati tripped on, which is actually a bag shaped like a soccer ball, and realizes that it is the bag Stephan asked Sumio to recover. Mati says that she will take care of it and bring it to his room. She also tells Sumio that Edo is in the mini-bar on the roof of the building, as Sumio is unable to get to the lobby.

Sumio reaches the roof of the hotel, on which are the aforementioned pool and mini-bar. It also has a small public phone, which begins to ring when Sumio gets near it. He picks it up to find Stephan on the other end again, who is upset that Mati brought him the bag instead of Sumio. Stephan then begins to talk about soccer/football while berating Sumio for expressing confusion. He asks Sumio who the "trequartista whom [he] adores" is, and then tells him to go talk to a woman on the roof named Yayoi.

Sumio approaches [[Yayoi Hanayama]], who is relaxing by the pool, and asks her if she knows anything about the things Stephan was talking about, but she doesn't know. She does, however, know Stephan, and she describes him derisively as a creep who has been here for the last three months, staying in his room the entire time. Sumio continues asking her questions and she is able translate some of the italian words and phrases that Stephan had been saying, including "La vita continua" - "life goes on". Yayoi's cell phone suddenly rings, and it's Stephan again, wanting to talk to Sumio.

Stephan speaks about Sumio's attempts to solve his riddles with metaphors that mix both soccer and video games themselves ("That's right, this is a game! I'm glad you are aware of that too!"). He also alludes to Edo being the next step in the puzzle. Before talking to Edo, though, Sumio continues to speak with Yayoi, who mentions that she's been hearing about Sumio. They muse over Stephan's riddles, narrowing it down to more soccer terminology. Yayoi changes the subject to that of [[Catherine]], saying that she doesn't suit Sumio at all. He agrees with her, as he finds Catherine too good for him. Sumio and Yayoi part on amiable terms.

Sumio goes over to the mini-bar where Edo is. They talk about the phrase "la vita continua", which reminds Edo of a certain famous "Fantasista" soccer player who once said those words, [[Alberto Ferrente]]. Edo recounts a match Ferrente played in 1994, between Italy and Brazil in the final of the World Cup, where neither team had scored a single point for the full ninety minutes. The match came down to a penalty shoot-out, and Ferrente was chosen to kick the ball. Tragically, he messed up the kick and lost the game for Italy - as he turned away, he muttered those words, "la vita continua", life goes on.

Sumio goes on to ask Edo about Stephan; Edo explains that Stephan is French, and a VIP who visits the hotel several times a year. This reminds Sumio of a soccer game as well, that of the 1998 International Cup in France, where France won the final against Brazil. Edo hints to Sumio that there might be something about soccer in the guidebook. Sumio wanders back over to Yayoi, and they get on the subject of one of Yayoi's ex-boyfriends, a Dutch man who was into the Spanish League of soccer. She mentions the formations of soccer, also known as systems, something Stephan had mentioned.

With nothing else to do, Sumio questions Edo some more, about the word "trequartista". It turns out to be an attacking soccer position, and Edo clarifies more about the way the systems work. After gathering enough information, he goes down to Stephan's room, 404. Stephan isn't there, but his ball-shaped case is. Sumio jacks into it with Catherine and inputs the formation for Italy's team, Viemonte, from the guidebook. The case opens, revealing a cell phone. It rings, and Sumio answers - it's Stephan yet again. He tests Sumio one last time on the question of Stephan's favorite Fantasista - the answer is Alberto Ferrente, of course.

Stephan describes his puzzle as an "intellectual football game", and indicates that Sumio has won, all according to plan. He asks Sumio about the feeling of inspiration that comes up when solving a puzzle, but Sumio responds derisively and hangs up. He closes up the bag and kicks it out towards the balcony; it goes flying high into the air, colliding with a passing plane which explodes on the impact.

Elsewhere, [[Toriko Kusabi]] is still chasing [[Christina]] through the hall, who is now crawling towards the stairs. On the way, Toriko runs into Mati, who reminds her not to run in the hallways. Toriko apologizes and promises not to.

Tokio is a rather odd man prone to bouts of complaining and laziness, but despite this, he is considered a quality journalist. He has an intense fixation with his pet turtle, [[Red]], and is rather socially awkward, especially around women. His appearance in [[Transmitter]] shows him with spiky blonde hair, soft features wearing a leather jacket and cargo pants. This is inconsistent with his appearance in [[Placebo]], which shows him with dark hair and sharper features, most likely as a byproduct of his skewed perspectives in Placebo's artwork - however, his appearance in ''[[Flower, Sun, and Rain]]'' seems to be consistent with his Transmitter design. In ''[[The 25th Ward: The Silver Case|The 25th Ward]]'', both his personality and appearance have changed considerably; he has grown a short stubble, wears a black muscle shirt and seems to have bulked up considerably, along with more sharper facial features. In addition, his personality is far more detached and sullen.

Tokio seems to think of himself as cool at first, but is often berated by other characters and has an unprofessional conduct with his client. At this time he also often acts out of self-interest, getting in touch with people for his own gain. As the series goes on, the experiences he goes through and his continually being used as a pawn by higher forces leave him progressively more and more depressed. However, he appears to have recovered somewhat by the time of {{RL25|6}}, in which he acts as a mentor figure to [[Yuki Shimohira]].

Tokio apparently feels compulsed to keep a diary of some sort at all times. At first it was the [[Morishima Memo]], a text diary on his computer. During his stay on [[Lospass Island]], he keeps another journal, one entry of which is published in [[The Lospass]]. In ''The 25th Ward'', he posts on [[Tokio's blog|an online blog]], but this is later taken over by [[Meru Yuzuki]].

Tokio notes that Yuki's abilities are significantly stronger than his own, and so acts as a mentor for her in exorcising a spirit causing apparent suicides in a train station alongside [[Hiiragi]].

When left to his own devices, not only did he violently kill civilians and deliverymen alike, he was also targeted by the [[Okiai hitmen]]. ==Behind the scenes==
Shiro's nickname in the English version, "Jabroni", is a wrestling term based on "jobber", which describes a wrestler whose role is to deliberately lose matches. Shiro is indeed set up to lose to others both by the characters in the story (to Kurumizawa) as well as by the narrative itself (to Travis). His Japanese nickname, "Jaburo", is a more specific reference to the headquarters of the Earth Federation in the ''Gundam'' Universal Century setting. In the original ''Mobile Suit Gundam'' anime, Jaburo is where the mass-produced Gundams were first deployed.

Shiro is indeed set up to lose to others both by the characters in the story (to Kurumizawa) as well as by the narrative itself (to Travis). His Japanese nickname, "Jaburo", is a more specific reference to the headquarters of the Earth Federation in the ''Gundam'' Universal Century setting. In the original ''Mobile Suit Gundam'' anime, Jaburo is where the mass-produced Gundams were first deployed.

Tokio is a rather odd man prone to bouts of complaining and laziness, but despite this, he is considered a quality journalist. He has an intense fixation with his pet turtle, [[Red]], and is rather socially awkward, especially around women. His appearance in [[Transmitter]] shows him with spiky blonde hair, soft features wearing a leather jacket and cargo pants. This is inconsistent with his appearance in [[Placebo]], which shows him with dark hair and sharper features, most likely as a byproduct of his skewed perspectives in Placebo's artwork - however, his appearance in ''[[Flower, Sun, and Rain]]'' seems to be consistent with his Transmitter design. In ''[[The 25th Ward: The Silver Case|The 25th Ward]]'', both his personality and appearance have changed considerably; he has grown a short stubble, wears a black muscle shirt and seems to have bulked up considerably, along with more sharper facial features. In addition, his personality is far more detached and sullen.

Tokio seems to think of himself as cool at first, but is often berated by other characters and has an unprofessional conduct with his client. At this time he also often acts out of self-interest, getting in touch with people for his own gain. As the series goes on, the experiences he goes through and his continually being used as a pawn by higher forces leave him progressively more and more depressed. However, he appears to have recovered somewhat by the time of {{RL25|6}}, in which he acts as a mentor figure to [[Yuki Shimohira]].

Tokio apparently feels compulsed to keep a diary of some sort at all times. At first it was the [[Morishima Memo]], a text diary on his computer. During his stay on [[Lospass Island]], he keeps another journal, one entry of which is published in [[The Lospass]]. In ''The 25th Ward'', he posts on [[Tokio's blog|an online blog]], but this is later taken over by [[Meru Yuzuki]].

Romeo is a young man with black hair and green eyes. In life, he appeared dressed in a sheriff deputy's uniform. As "Dead Man", Romeo wears white combat gear marked with the FBI logo. Over that he wears a yellow leather bomber jacket, with his grandfather's image emblazoned on the back, which he can use to communicate with him. Romeo also has a robotic arm, replacing the one he lost before his transformation. Dead Man's most notable feature is his mask, which is part of the Dead Gear Life Support System that saved him from death. The mask covers his entire face, and surrounds it with halo-like rings. The mask leaves one eye exposed, which appears to be fleshy and strained, although in other appearances his eye seems normal. Dead Man also has a powered up form, where his entire body appears to be robotic, and the rings around his head are made of pure green energy.

Seconds before death, he is saved by having the [[Dead Gear Life Support System]] inserted into his eye, a device created by his scientist grandfather [[Benjamin Stargazer]]. This keeps Romeo on the edge of life and death by causing a time paradox, shattering the space-time continuum. Romeo becomes an FBI Space-Time special agent by the name of "Dead Man", and begins hunting space-time's most wanted fugitives. His quest intertwines with the mysterious disappearance of his girlfriend [[Juliet Dendrobium]].

Shiroyabu is a reckless and overconfident cop. As a [[Central Police Department]] officer, he shows enthusiasm to the concept of dying in the line of duty, tries to shoot [[Akira]] based on presumption and shows fanboyism towards [[Tetsugoro Kusabi]]. As an HC Unit detective, he is considerably more competent; however, he is still prone to recklessness and is frequently berated by his partner, [[Shinko Kuroyanagi]]. When left on his own devices in {{CR|3}}, he acts unnecessarily aggressive and violent towards both his enemies and civilians.

After [[death-filing]] and being "overpowered" by [[Kosuke Kurumizawa]], Shiro mellows out considerably and begins carefully planning out his actions. He gains an existential awareness of [[Kamui Uehara]] and his own past selves. He is still dangerous, however, and has to be talked down from this state by Kuroyanagi. Shiro has a vindictive attitude towards crime and Kamui, and feels the need to kill anyone who he believes to be Kamui, even after the events of ''The 25th Ward''.

Shiroyabu is the son of [[Format Kamui]] and a woman, presumably the source of his true name, Shimohira. He was presumably brought up in a controlled environment, and cloned many times to create stock bodies similar to those of the [[Eleven Children]], if he is not in fact one of the Eleven himself. As a young man he lived in the country with a mother of unknown identity and three siblings. At some point he became obsessed with [[The Silver Case (event)|the Silver Case]] and [[Tetsugoro Kusabi]], and sent requests to join the [[Heinous Crimes Unit]]. Eventually he was scouted for the police force in the wards.

In 2003 (in {{CL|25}} and its completed counterpart {{CR|6}}), Shiroyabu had been hired for the [[Central Police Department]] in [[Ward 24]]. As one of his first jobs, Shiroyabu received orders to assassinate the final member of [[TRUMP]]: [[Joker]]. In doing so he encountered [[Akira]] in the [[Shelter]], immediately confusing him for the Joker. Before he could shoot Akira (who, being mute, was unable to answer Shiro's accusations), [[Tetsugoro Kusabi]] appeared and shot Shiro in the left ear. Kusabi made Shiro work together with Akira to find the Joker.

After a complicated investigation, the two cornered the Joker at the [[Hachisuka Dome]]. When they went in to take him down, Shiro's memories began flowing backwards as the Joker prepared to kill himself. After the Joker was knocked to the floor, Shiro realized that the Joker was in fact one of his own stock bodies. The narrative abruptly cuts to Shiro himself apparently having been killed by [[Michiru Kosaka]]. Kusabi then hands Shiro off to [[Hatoba]], who assigns him as Kuroyanagi's partner.

Between 2003 and 2005, Shiro worked for the [[25th Ward Heinous Crimes Unit]]. He lost at least one partner, apparently having been paired up with other detectives when not working with Kuro. At some point in his police career, he also had a mentor-and-student relationship with [[Ryu Munakata]], who taught him the secrets of death-filing.

Shiro's nickname in the English version, "Jabroni", is a wrestling term based on "jobber", which describes a wrestler whose role is to deliberately lose matches. Shiro is indeed set up to lose to others both by the characters in the story (to Kurumizawa) as well as by the narrative itself (to Travis). His Japanese nickname, "Jaburo", is a more specific reference to the headquarters of the Earth Federation in the ''Gundam'' Universal Century setting. In the original ''Mobile Suit Gundam'' anime, Jaburo is where the mass-produced Gundams were first deployed.

==Personality==
Shiroyabu is a reckless and overconfident cop. As a [[Central Police Department]] officer, he shows enthusiasm to the concept of dying in the line of duty, tries to shoot [[Akira]] based on presumption and shows fanboyism towards [[Tetsugoro Kusabi]]. As an HC Unit detective, he is considerably more competent; however, he is still prone to recklessness and is frequently berated by his partner, [[Shinko Kuroyanagi]]. When left on his own devices in {{CR|3}}, he acts unnecessarily aggressive and violent towards both his enemies and civilians.

After [[death-filing]] and being "overpowered" by [[Kosuke Kurumizawa]], Shiro mellows out considerably and begins carefully planning out his actions. He gains an existential awareness of [[Kamui Uehara]] and his own past selves. He is still dangerous, however, and has to be talked down from this state by Kuroyanagi. Shiro has a vindictive attitude towards crime and Kamui, and feels the need to kill anyone who he believes to be Kamui, even after the events of ''The 25th Ward''.

He was presumably brought up in a controlled environment, and cloned many times to create stock bodies similar to those of the [[Eleven Children]], if he is not in fact one of the Eleven himself. As a young man he lived in the country with a mother of unknown identity and three siblings. At some point he became obsessed with [[The Silver Case (event)|the Silver Case]] and [[Tetsugoro Kusabi]], and sent requests to join the [[Heinous Crimes Unit]]. Eventually he was scouted for the police force in the wards.

In 2003 (in {{CL|25}} and its completed counterpart {{CR|6}}), Shiroyabu had been hired for the [[Central Police Department]] in [[Ward 24]]. As one of his first jobs, Shiroyabu received orders to assassinate the final member of [[TRUMP]]: [[Joker]]. In doing so he encountered [[Akira]] in the [[Shelter]], immediately confusing him for the Joker. Before he could shoot Akira (who, being mute, was unable to answer Shiro's accusations), [[Tetsugoro Kusabi]] appeared and shot Shiro in the left ear. Kusabi made Shiro work together with Akira to find the Joker.

After a complicated investigation, the two cornered the Joker at the [[Hachisuka Dome]]. When they went in to take him down, Shiro's memories began flowing backwards as the Joker prepared to kill himself. After the Joker was knocked to the floor, Shiro realized that the Joker was in fact one of his own stock bodies. The narrative abruptly cuts to Shiro himself apparently having been killed by [[Michiru Kosaka]]. Kusabi then hands Shiro off to [[Hatoba]], who assigns him as Kuroyanagi's partner.

As a young man, Shinkai Tsuki was a hot-headed street punk. He picked a fight with [[Ishiki]], a member of the [[Okiai Syndicate]]. After being beaten by him, Tsuki was taken in by Ishiki and joined the syndicate. His backstory is seen through a flashback in {{MM|4}}, during Tsuki's fourth year with the syndicate. He meets Ishiki at the Okiai office, telling him that another criminal group, the Amihama Syndicate, has dissolved and left [[Ward 24]]. The two express their doubts about [[Shigino]] being brought on as an advisor by the boss. Shigino arrives, and he and Ishiki leave for a meeting. Tsuki falls asleep at the office, and is woken up by Ishiki's arguing from the other room. Ishiki enters and the two leave for Club Marine Blue. There they discuss how they met, and how their town is going to be absorbed into the soon-to-be-built [[25th Ward]].

The next day, Tsuki meets Ishiki and Shigino at the office. Shigino asks Tsuki to bring a package to the syndicate warehouse near the bay. At the warehouse, Tsuki is confronted by [[Junji Isoguchi]] and his goons, who reveal that Tsuki is there for a drug deal. The police arrive and arrest the group, finding drugs in the package. Tsuki's arrest eventually leads to the dissolution of the Okiai Syndicate. During his time in prison, Tsuki is scouted for the [[Republic]] security force by [[Daigo Natsume]]. He trains alongside [[Haruhiko Inomata]], [[Kenichi Sakamoto]], and [[Akira]], but due to a training accident he is placed in rehabilitation, during which the members of Republic were murdered by [[Ayame Shimohira]] posing as [[Kamui Uehara]]. Again left with nowhere to go, Tsuki is taken in by [[Tetsuo Kiryu]], and joins the [[Regional Adjustment Bureau]].

By 2005, Tsuki was assigned to work alongside [[Yotaro Osato]]. Tsuki first appears in {{MM|1}} at Seaside Park, where he scolds Osato for his eating habits. The two head to the [[Bayside Towerland]] apartments to make contact with [[Kamoguchi]], the [[diver]] assigned to the building. The two enter posing as [[Heinous Crimes Unit]] detectives investigating the death of [[Milu Yuzuki]] and subsequent slaughter of the building's delivery men by the HCU. They go to Milu's room, and question what caused the delivery men to go crazy. They discover a phone number, and upon calling it hear the voice of [[Sakura Natsume]] speaking to them. She comments on the amount of people becoming involved in the incident, which acts as an omen for the return of Kamui. She ends the call by saying that Kamui will "Kill The Life". After being unable to trace the call, they head to Kamoguchi's room, where they'll wait to also meet with the surviving delivery men. Tsuki questions Kamuguchi about the incident, who tells him that the presence of a large amount of criminal power caused the delivery men to go out of his control. Tsuki tries to calm Kamoguchi down, and says that they'll escort him to the bureau office. Osato misinterprets this, and kills Kamoguchi with a gunshot to the head, "escorting" him to the afterlife. Tsuki snaps at Osato for his reckless behavior, and the two scramble to hide the body in a nearby dresser. The delivery men [[Iijima]] and [[Sakashita]] arrive, and are suspicious of Kamoguchi's absence. They reveal that they received a phone call from a man warning them about who they are about to meet. Tsuki calms them down and asks them to head to the bureau with them, when Kamoguchi's body falls out and is discovered. Tsuki and Osato quickly dispose of the two, with Tsuki slitting Ijima's throat with his knife. Tsuki continues scolding Osato for causing this situation. A dying Iijima warns Tsuki that he'll be dead soon, before Tsuki finishes him off. They contact the Cleaning Department to handle the bodies, when Iijima's phone starts ringing. The voice on the phone warns them that the 25th Ward is done, and that the hunters are about to become the hunted. [[Maejima]] arrives to clean the scene, and the two head back to the office. Tsuki apologizes to Kiryu, who tells him that the incident was able to be covered up. He warns Tsuki to take proper care of Osato, since he isn't just a random staff member. Kiryu orders Tsuki to continue the investigation into the incident, and work to "Save The Life" of the 25th Ward.

In {{MM|2}}, Tsuki is briefed with the others about the stabbing of [[Judah Law]] by [[Tomiko Ozuya]], who then died by injecting herself with the [[Bloody High]] drug. The group is also informed about the apparent suicide of the famous diver [[Yasushi Kamijo]]. Kiryu orders Tsuki and Osato to investigate the phone call from earlier, which were narrowed down to a 25th Ward resident named [[Tomoya Shonai]]. Tsuki speaks with [[Yabukawa]] in the smoking room, where they discuss Yabukawa's relationship with Kamijo, and Tsuki's duty of taking care of Osato. Tsuki and Osato head to Shonai's apartment, where Tsuki uses the [[Catherine Nano]] for the first time to enter the building. Upon reaching the room, they're surprised by Shonai, who claims that Kamui will return to upend the society of the 25th Ward. He tells them to retrieve a key using the terminal in his room, to find a hint connected to Kamui. Shonai then kills himself by injecting Bloody High. They locate the key, and then head to have it appraised by [[Okamoto]]. The key leads them to a multi-tenant building, where they stumble upon a church for the members of the [[Kamui Fan Club (Pending)]]. Their leader, [[Yasushi Engawa]], tells them that they are a group dedicated to Kamui's return, and that he has invited them there to sacrifice them to help summon Kamui. Tsuki and Osato are unfazed by his threats, and begin to slaughter the members of the club. They then call Maejima to take Engawa in for "cleaning". Back at the office, they learn from [[Ichigaya]] that Engawa was being fed information from someone calling themselves the "Translator". Near the end of his interrogation, Engawa repeated the words "Ocean" and "Planetarium", which directs them to investigate the newly built Seaside Planetarium. At the planetarium, Tsuki and Osato meet the Translator, [[Mitsuki Haijima]]. Haijima cryptically tells them that a present is waiting for them at the office, before disappearing in a flash of light. Back at the bureau, Tsuki finds [[Sasatani]] alone, having split up from Yabukawa to investigate different members of the HCU. By tracking Yabukawa's signal, they find him outside the front door, having bled to death.

In {{MM|3}}, Tsuki is ordered by Kiryu to look into Yabukawa's death, and is told to let Osato move more freely to lure out the enemy. Osato shares his chatroom correspondence with [[Slash]], which points them to Akihiko Alley. Once there, they meet the informant [[Akihiko Ishizuka]], who directs them to the Thousand Hotel, where the Okiai Syndicate will be waiting for them. Tsuki and Sasatani enter the hotel, while Osato remains as back-up. Haijima speaks to them over the intercom, guiding them through the maze-like building to the 25th floor. Once there, Haijima introduces Tsuki to Shigino, who is now controlling the Okiai Syndicate. Tsuki threatens him, but is shot by Sasatani and chained up. Tsuki is reunited with Ishiki, who claims to be helping Shigino. Sasatani urges Ishiki to kill Tsuki, but he ignores him and leaves. Sasatani prepares to shoot Tsuki, and is killed by Osato. Now rescued, Tsuki recieves a call from Ichigaya, informing them about their next target for adjustment, [[Tokio Morishima]].

In {{MM|4}}, Tsuki relays his past to Osato on their way to the bureau. Once there, he discusses Sasatani's betrayal with Kiryu, who urges him to confront the remnants of the Okiai Syndicate and kill his past. The next day, Tsuki and Osato head to the port, where they take over for Ichigaya to stakeout Tokio's boat. On the boat, they look through Tokio's things until he finally arrives. Tsuki offers Tokio a way out of being adjusted if he agrees to help them later. Back at the office, Tokio emails them with cracked passwords, letting them learn about an Okiai Syndicate meeting taking place the following night. The next day, Tsuki, Osato, and fellow bureau members [[Nango]] and [[Mitsumoto]] prepare to raid the meeting at Resturant Full Moon, which will be followed with back-up from the delivery men. After their signal is jammed, Tsuki infiltrates the building and makes his way to the meeting room to signal the delivery men. After regrouping with Nango and Mitsumoto, they storm the room to find it empty. With the signal jammed, the delivery men begin their adjustment of the restaurant patrons. Nango and Mitsumoto leave to try and stop them, while Tsuki branches off to look for Osato. He meets Ishiki, and holds him at knife-point. Ishiki reveals his reasons for working with Shigino, as the Okiai Syndicate was doomed to fail, and Shigino offered a deal with the police to keep the underground framework of the Syndicate alive. Ishiki expresses his regret for sacrificing Tsuki, and offers him the chance to kill him as repayment. As Tsuki struggles with what to do, Osato arrives and shoots Ishiki without hesitation. Tsuki realizes that Osato is Shigino's target, and that something has changed about Osato since they arrived. Osato says that he feels refreshed, and that he can see the world clearly now, revealing his two awakened [[silver eye|silver eyes]].

In {{MM|5}}, Tsuki is shocked at Osato's appearance, before he is drugged by Mitsumoto and sent to the lab. At the office, Tsuki apologizes to Kiryu for the failed mission. Kiryu gives him a leave of absence, and points him to an art museum in the ward. Tsuki finds Haijima's name on the ticket, and recognizes it as a sign from the chief. At the museum, Tsuki finds a secret passage in the director's office which leads him directly to Haijima, who congratulates him. Haijima reveals that he is behind the 25-Today tabloid, of which Tsuki is a reader, and has been leaking information through his articles. He confirms that Osato was the target of the trap set at the restaurant, which also served as a way to dispose of Ishiki. Tsuki accuses Haijima of being behind everything they had encountered so far, including the phone call from Sakura, which Haijima dodges. He says that he was simply acting with Shigino's desires to stoke tension in the 25th Ward, before ingesting poison and killing himself. At Seaside Park, Tsuki meets with Maejima, who tells him that Osato has been taken from the lab. Maejima suspects that Osato was allowed to be taken, and that the Postal Federation was involved. Maejima leaves to have his chip removed and to flee the 25th Ward. At the office, Tsuki meets up with Nango and Mitsumoto, who tell him that the chief and Ichigaya have gone missing. In the smoking room, Tsuki and Nango question the nature of their jobs and if they are really benefiting society. They receive another message from Tokio, which leads them to the under-construction Sunset Building. Tsuki heads to meet with Ishizuka again, who gives him documents containing information on the lab's research into criminal power, and that Osato's innate criminal power was awakened to test the spread of criminal power in the ward. Tsuki agrees to be the one to eliminate Osato if it's necessary. The group head to the Sunset Building, where they encounter Shigino and his men. Nango and Mitsumoto hold off the others while Tsuki goes ahead to the roof to corner Shigino. There he finds Shigino with Osato restrained and hooked up to a machine. Shigino reveals that he was contracted by the ward office to shake up the RA Bureau. Shigino claims to have no interest in the political implications, and is truly motivated by his own deep infatuation with Tsuki and a desire to see him in pain. Shigino activates the machine, which begins painfully extracting Osato's criminal power. Tsuki slits Shigino's throat, killing him, and stops the machine by calling out Osato's name using the Catherine Nano. Osato wakes up from his drugged state, and he apologizes for the trouble he caused. He tells Tsuki that he's in pain, and asks to be adjusted by him. Though Tsuki is upset by this and initially does not want to, he eventually agrees after Osato begs him. Osato tells Tsuki to keep living, and says goodbye.

The events following this are unclear, including whether or not Tsuki did follow through with the adjustment. Two and a half weeks after the incident at the Sunset Building, Tsuki arrives at the office of Mayor [[Kenichiro Mikoshiba]], who tells him that everything he experienced was an experiment controlled by him, to test the effects of a clash between the opposing powers of the city. He believes that Tsuki, along with Nango and Mitsumoto, hid Osato’s body somewhere, and he asks Tsuki to reveal its location so that his data can be extracted for the new generation of Kamui. He offers Tsuki power and money in exchange, and tells him this is part of his work with the RA Bureau. Tsuki refuses, and tells him he is quitting the bureau. Afterwards, Tsuki plans to leave the 25th Ward, commenting that first, he wants to get a Mont Blanc.

==Summary==
The chapter opens with Sumio Mondo driving [[Giggs]] on Lospass Island. He introduces himself and his car to [[the player]] and describes his job as a searcher, somebody who finds things for other people. He explains that he is currently driving to the Hotel Flower, Sun, and Rain for a job, but he doesn't know what the job is yet. There is a cut to a bathroom at the [[Lospass Airport]], and [[Sundance Shot]] is shown entering. Back on the road, Sumio arrives at the [[Cunningham Bluesky Parking Lot]]. He gets out of his car and meets up with [[Tetsuguro Kusabi|Peter Bocchwinkur]], a man with a [[silver eye]] who offers to drive Sumio to the hotel, but first, Sumio must verify his identity by "entering" Peter and inputting his birthday.

Sumio explains what he means by introducing his partner, briefcase and computer, [[Catherine]]. With Catherine, Sumio can unlock "anything" by inputting the "correct code". Sumio jacks Catherine into Peter's silver eye and enters the date, and Peter is satisfied. However, he has forgotten the password to the gate, so Sumio must input into that too - the previous code backwards. Peter then explains that the island is a "green zone" and no outsider's cars can be used. Sumio is upset to leave behind Giggs, but eventually they leave in Peter's truck.

On the way there, Sumio accuses Peter of knowing the gate code all along, and Peter admits to it. He explains that [[Edo Macalister]], Sumio's client and the manager of the hotel, asked Peter to test him. Sumio says that he doesn't remember who hired him for this job, and Peter says he expected that. He drops Sumio off and tells him that Edo will tell him more, and says he wants to hear what Sumio thinks of the island when his job is done.

Sumio walks up to the hotel's entrance and is greeted by [[Stuart Rock]]. Inside, he meets Edo. Edo gives Sumio a copy of [[The Lospass]] and walks him to his room, 402, explaining his mission. According to Edo, the name Lospass comes from a combination of "lost" and "past", and the island is under effect of a magnetic field causing time to be lost. Apparently, time is repeating on the island. Furthermore, a terrorist is targeting the island and is planting a bomb on an airplane leaving the island's airport. Sumio must search for that bomb.

The 25th Ward had a mayor, [[Kenichiro Mikoshiba]], as well as law enforcement agencies such as the [[25th Ward Heinous Crimes Unit]]. Organizations like these made up the surface-level ward government, and the initiatives to develop it were led by the Ministry of Internal Affairs and Communications. However, under the surface, the Ward was actually controlled by the [[Postal Federation]] who enforced a form of martial law on the residents to better control them. Working in collaboration with the Postal Federation was a secret agency known as the [[Regional Adjustment Bureau]], who administrated the Postal Federation's deliverymen.

Following the destruction and re-designation of the Ward, its government makeup if any is unkonwn.

==History==
The 25th Ward was seemingly established by [[Kinshiro Nakane]] using his wealth and power. Plans for it began at least as early as 2003, as seen by Mikoshiba's poster in {{CL|25}}, on which he promoted the Ward 25 plan, suggesting that he was also involved with its creation from early on. The 25th Ward was designed to take in certain kinds of residents from all over the country; in Nakane's words, "people are not made. People are scouted." It was also designed as a political plan to reconstruct Kanto itself and theoretically act as a new capital. However, at the same time, different factions in the Ward were conducting experiments to gather observational data collected by [[observer]]s; it is suggested that this was the true purpose of the Ward.

In [[05 electride|#05 electride]], Mikoshiba gave a speech for the election term announcing his intention to establish the Ward as an independent state separate from the greater government. This would not come to pass, as he was found dead not long after. Even if he had lived, though, the 25th Ward would not have existed for much longer regardless. At the conclusion of the experiment, most of the Ward was destroyed in a protocol known as the [[Earth Rage|Rage Earth Plan]] and sank below the sea.

The remains were re-designated the '''0 Ward''', and it was visited by [[Travis Touchdown]] in ''[[Travis Strikes Again: No More Heroes]]'', where he found that the train station there was still referred to as the "25th Ward Station", a clue as to its nature. Chizuru is a slight woman with light brown hair, most frequently pulled back into a ponytail. She briefly dons a bobbed wig and occasionally wears glasses.

Unlike her more eccentric colleagues, Chizuru takes a scientific and analytical approach to solving cases. This causes frequent tension between her and the others, who regard her methods as impractical despite their realism. Even though she only wants to take her job seriously, the others tend to treat her as if she was emotionless. She is also the only female in the Unit for most of the game, which makes it even harder for her to get along with the somewhat misogynistic older members. She has a troubled relationship with her partner, [[Kiyoshi Morikawa]], but they harbor feelings for each other.

After the project was concluded, her memories were wiped. Eventually, she found herself entering the [[Administrative Inspection Office]], where she became an HC Unit investigator in Unit 1.

Chizuru first appears briefly in {{CL|0}}, when [[Tetsugoro Kusabi]] radios her to request backup after encountering [[Ryo Kazan]]. Chizuru reports that Kusabi's partner, [[Sumio Kodai]] just left, but contacts [[Republic]] instead.

In {{CL|1}}, she is formally introduced to [[Akira]]. He is dragged along with Sumio and Kusabi, as both men didn't want to leave him at [[IMM Hospital]]. She appears cordial to Akira, as she realizes his state. She is later seen back at the [[24 Precinct]] HC Unit office arguing with Kusabi about the merit of her science against his leg work. After a lecture about data, Kusabi storms off with Akira and Sumio. Following the events at [[Babylon Shopping Center|Babylon]], Chizuru helped to direct Sumio to investigate [[Gladiolus]]. After Kamui and [[Ayame Shimohira]] were brought to the precinct, Chizuru was told to stay with her in the meeting room. Shortly after this Ayame stole Chizuru's gun and shot her to escape. She was later seen back at the precinct, commenting on how [[Kamui's Children|Kamui's children]] were drawn to the Shelters.

According to the official timeline, Hachisuka and Sumio investigated the "After Kamui" Copycat Case immediately following case#1:decoyman. They followed a series of crimes committed in May of 1999 with the same M.O. as Kamui. A certain national university student arose as a suspect.

In {{CL|2}}, due to Morikawa's tardiness, she has to reluctantly call in a recovering Akira to answer the suicide call at [[Typhoon]]. She is rude to Morikawa when he finally shows up, due to his lateness. They continue to argue back at the office. Fed up with his dismissive and casual attitude, she requests [[Shinji Kotobuki]] to transfer Morikawa. The Chief elects instead to offer her a chance to resign. He coldly remarks that she needs to reconsider her line of thinking. Deciding to cool off instead, Kotobuki sends her on leave to think about her future.

During the case, she is spotted by Morikawa and Akira, driving recklessly. Morikawa elects to have Akira finish the case while he talks to the distraught woman. After the case is solved, Chizuru apologizes to Akira for her behavior towards him. She flippantly blames the incident on PMS and offers to go on a date with him as a show of gratitude for babysitting Morikawa. (This is not shown to actually happen.)

It is strongly implied that, between {{CL|3}} and {{CL|4}}, Chizuru awakens to her latent Ayame persona, as she shows up in the latter case wearing a wig for unexplained reasons, suggesting that she [[Death-filing|death-filed]]. Chizuru also becomes detached and indifferent as part of this change. When remarking on the suicide of [[Sayaka Baian]], she blames the suicide on the victim. This causes [[Morichika Nakategawa]] to comment on her cold-hearted nature since her leave. Morikawa tries to deflect the negative attention away from her and restore focus to the case at hand.

Chizuru is last seen normally in {{CL|5}} in the [[IEDU Building]], as the HC Unit and Public Security hunt for [[Kamui Fujiwara]]. As they chase the killer, Hachisuka encounters Akira and his new charge, [[Sakura Natsume]]. Sakura starts realizing that killing Kamui is futile. Showing the inquisitive nature that Chizuru used to have, Sakura questions their assignment, but Hachisuka shows an emotionless and cold nature to the woman, promising to dispose of her when they next meet.

After her disappearance, she is charged by Nakategawa with the disposal of Kusabi and Morikawa, due to their abandonment of the mission. Akira meets her underground, where she has fully become the next Ayame Shimohira. She taunts Akira for a moment, as she was waiting on Kusabi to appear instead. With her last words lamenting her love for Morikawa, she asks Akira to kill her. Instead, she is shot twice by Sakura, with the fatal shot in the head. The last image that is seen of Chizuru is the bullet wound and a single tear down her face.
